| G = General | REFERENCE (SOW PARAGRAPH, CLIN STRUCTURE, GFI etc) | QUESTIONS | RESPONSE | PM RESPONSE | |
| 1 | G | | Is there a current incumbent performing service? If so, what is the current | |
| contract award? | | Current contract information may be found at the link below. | | | |
| 3/25/25 | | | | https://www.usaspending.gov/award/CONT_AWD_W9124P20C0021_9700_-NONE-_-NONE- |
| 2 | G | Will there be a site visit? | No |
| 3/25/25 | | | |
| 3 | G | Will you confirm the amount of handwashing stations and |
| toilets you need rented and serviced? | | TE 4 Historical Workload Data reflects the historical averages. | |
| 3/25/25 | | |
| 4 | G | Will you confirm the amount that is government owned that also |
| needs servicing? | | There is one Government-owned Holding Tank listed in TE 4 that is already in place that will need to be serviced. | |
| 3/25/25 | | |
5 G When pricing, should proposals price according to SF 1449? Each Contract Line Item Number (CLIN) located on pages 4-18 should be priced.
3/25/25
6 P While TECHNICAL EXHIBIT 5 Estimated Workload Data gives some info regarding some events, TECHNICAL EXHIBIT 4 does not indicate those factors such as which units are government owned that require servicing only nor how long servicing will be needed. For the rental units provided by the contractor, the length of time units are required also needs to be specified.
Is it possible to provide a Delivery Schedule to get an idea of the total number of units required during each month, or each event?
For example: Technical Exhibit 4 lists Frisbee Golf with 3 portable toilets to be serviced 2x per week. How long will this be required - 3 month, four months? Since pricing for cleaning is provided on per monthly basis, knowing how long services are required is necessary. TE 3 lists the Contract Line Item Numbers (CLIN) that describe the required services for this solicitation. TE 3 describes the service and length of time required for any Special Events.
The total number of units required for each month is listed in TE 4 Historical Workload Data. Among the listed equipment on TE 4, the Holding Tank is the only Government owned equipment. TE 4 lists stationary units fixed in place year round and require servicing year round.
Events are listed in TE 5. TE 5 lists estimated events and estimated quantities throughout the year. TE 4 lists units that are fixed in place year round.
3/26/25
| 7 | P | TECHNICAL EXHIBIT 4 (TE 4) lists 46 locations where portable toilets, handwash stations and government owned units will be serviced during the period of performance. Is it possible to provide a map to get an idea of where these units will be located? | See RSA Map tab. |
| 3/26/25 | | | |
| 8 | G | Can you clarify what non-contractor owned means? | This is for any holding tank or portable toilet that is not the property of the contractor but is already in place and needing to be serviced. Currently there is only 1 holding tank. |
| 3/26/25 | | | |
| 9 | G | Is Non-scheduled Service an On Call service? | Essentially, yes. It is a service that is not a regularly scheduled service. i.e.- a standard portalet is contracted for 3x per week and they call for a 4th cleaning one week. |
| 3/26/25 | | | |
| 10 | G | Are the quantities for Special Events, Standard 250/Handicapped 20, the number of toilets to be provided? | Yes, that is the number of units, however this is an annual total. The most for any one event is Oktoberfest which is 40 standard(30 portalets and 10 handwash) and 10 handicapped units. |
| 3/26/25 | | | |
11 G Can the portable toilets be a mix of trailer type units and stand alone units as pictured? Reason-Trailers may cost less, and can have all three components in one trailer, wash station, handicap toilet, and men & women separate toilets. Can these be an option to the USG as well?
| See Question 11 tab for related pictures. | | The solicitation is for stand alone units only. |
| 3/28/25 | |
| 12 | G | Will the government provide the water? Electricity? | No |
| 3/28/25 | | | |
| 13 | G | Is waste dumping included on base? | No |
| 3/28/25 | | | |
| 14 | G | Is there a water treatment facility we can use? | No |
| 3/28/25 | | | |
| 15 | G | How many relocations are required each month historically? | Less than one per month. |
| 3/28/25 | | | |
16 G The PWS, TE3, describes the CLINs. The CLINs appear to be only for the services/ cleanings. How would you like us to account for the rental of the actual portable toilet or sink units? The PWS, TE3, describes the CLINs. The CLINs appear to be only for the services/ cleanings. How would you like us to account for the rental of the actual portable toilet or sink units?
| CLINs 0003- 0006 are clear. This question is for the long term unit rentals noted in TE 4 (CLINs 0001 and 0002). | | The rental price of the unit is included within the per service price. This CLIN is only for scheduled services of units in place for at least a month. Use the technical exhibit data to determine number of units and frequencies of service. If you want to calculate a rental price plus service price then it will have to be calculated as an average. example: 20 units @ 2 per week, 10 units @ 3 per week and 15 units @ 5 per week gives you 160 + 120 + 300 = 580 services. Your total price to provide those units and that many services divided by 580 would be your cost per service. Unfortunately we are only granted one unit of measure to charge by and this is what we have decided to use. |
| 3/31/25 | |
| 17 | G | Does this contract want a price reflection of 1 FTE? | Contract proposals shall be based on Technical Exhibits included in the RFP and should reflect the appropriate FTE for labor hours necessary to perform the contract requirements. |
| 3/31/25 | | | |
| 18 | G | Standard unit/handwashing station – are all color options available or are specific ones required? | No color is specified in the RFP. |
| 3/31/25 | | | |
| 19 | G | Do handicapped units require a handwashing station? | Handwashing stations are a separate stand alone unit. |
| 3/31/25 | | | |
20 G Are there any specifications regarding the type of handwashing station required?
| • | Free standing or units that go inside the portable toilet | Handwashing stations are a separate stand alone unit. |
| 3/31/25 | |
| 21 | G | Are clin 0001, 1001, 2001, 3001, 4001 guaranteed monthly? | There is no guaranteed monthly minimum. TE 4 shows the monthly workload data. TE 4 could change depending on mission requirements. TE 4 has been the year round units over the previous contract. |
| 3/31/25 | | | |
| 22 | G | Is the quantity of 17,130 the accurate number for clin 0001? | Yes. The quantity is a estimated total not a guaranteed total. |
| 3/31/25 | | | |
| 23 | G | Does the unit amount need to encompass the cost for 1 portable toilet/Handwashing station for rent of 1 month with 8 cleanings for the contractor owned units? | Explanation and an example is provided in TE 3. |
| 3/31/25 | | | |
24 G Do the existing units covered in TE4 cost need to reflect the full month of cleanings or individual cleanings?
| • | Ex: bldg. 7232 has 1 unit and will need to be cleaned 2x per week- does the cost need to reflect the entire month (8 cleanings) or each individual cleaning. | TE 4 are the stationary units that historically are in place year round. The 2x per week cleaning requirement cost should be totaled for the entire year. The unit price should be per individual cleaning. |
| 3/31/25 | |
| 25 | G | What are the specifications for the gallon size of holding tanks? | Gallon size should be in accordance with the specified minimum unit size requirements referenced in Part 5 section 5.1 American National Standard for Sanitation ANSI/PSAI Z4.3-2016 Portable Facility Requirements Part 5 section 5.3. |
| 3/31/25 | | | |
| 26 | G | Is there a requirement of the number of holding tanks, portable toilets, handwash stations, and handicapped portable toilets the contractor must keep in inventory? | There is no inventory requirement. |
| 3/31/25 | | | |
| 27 | G | Are the existing portlets/holding tanks owned by the government? | Yes. Currently the Government owns 1 holding tank. |
| 3/31/25 | | | |
| 28 | P | Could you please confirm if the Government has a preferred method for inventory management and reporting beyond what is specified in the PWS? | Any requirement in this solicitation shall meet all applicable Federal, State, and local laws, regulations, directives, and other requirements to include the Federal Acquisition Regulation (FAR) and Code of Federal Regulations (CFR). |
| 4/1/25 | | | |
29 P Are there specific metrics or performance standards that the Government will use to evaluate the adequacy of our proposed Quality Control Plan (QCP)? Section 1.5.1 Quality Control Plan: The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of deficiencies.
4/1/25
| 30 | P | Please clarify if there are additional security or background check requirements beyond those mentioned in the PWS. | Section 1.6.3 Installation Access: The Contractor shall be aware of and comply with the requirements associated with Installation Access Control. |
| 4/1/25 | | | |
| 31 | G | Are there specific compliance certifications or documents that must be included as part of the submission? | No requirments beyond section L. |
| 4/1/25 | | | |
| 32 | G | For the Pricing Volume, is it acceptable to provide additional explanatory notes or assumptions along with the Excel submission? | Yes, please provide any information deemed useful to help explain the proposal. |
| 4/1/25 | | | |
| 33 | G | Could you please confirm if there are specific formatting requirements for the submission email beyond those mentioned in Section L? | No requirments beyond section L. |
| 4/1/25 | | | |
| 34 | G | In reference to the answer for #3, where is Section B? | The answer to #3 is referencing the not to exceed (NTE) amount of each CLIN to be priced beginning on page 4 of the solicitation. |
| 4/2/25 | | | |
| 35 | G | The only handwashing stations stated are for special events. The same with ADA/handicap units. Is this the only time handwashing stations and ada units are needed? | Not neccesarily. They both are available for regular reoccuring monthly service. However, there is no guarunteed amount. |
| 4/2/25 | | | |
| 36 | G | In reference to #25 answer, where may the size information be found for the holding tank? | The information provided is not found in the solicitation but is an American National Standard document. |
| 4/2/25 | | | |
37 G How would you like pricing submitted on the SF-1149?
For EX, CLIN 0001 groups portable restrooms, handwashing stations and the servicing together at one price with a quantity of 17,130 units. These items are normally priced separately or “a la cart”. Are we expected to group pricing together and multiply it by the NTE number? (portable toilet rental + handwashing station rental + servicing = price per unit x NTE number = NET amount).
| The same question applies to CLIN 0003, 0004, and 0005 to include option years, CLINs 0002 & 0006 are described in an understandable format. | | The pricing will be per service to include the cost of the portalet OR handwash station. The 17,130 is the annual amount of services we want to having funding available to invoice to, not a guarunteed amount. There is NO guarunteed amount, however, using the historical data you will find 59 portalets at 2X per week and 25 at 5X per week, for an annual total of 12,636 services. Your price will be an averaged price per service. Using the historical data you would figure the price for 84 units services 12,636 times, then divide that dollar amount by 12,636 to determine your cost per service. Then multiply by 17,130 for the annual total for CLIN 0001. This contract will offer seperate double bowl handwash stations at the same price as a portalet. Historically these are only used at special events, but we will offer them at the portalet price, so no need to seperate them out for calculations. This contract also will offer the flexibility of 2,3,4, or 5 services per week so please use the following breakdown to help calculate your average pricing: 50 units 2X/week, 20 units 3X/week, 8 units 4X/week, and 7 units 5X/week. This will total 11,804 services. Find your total, divide by 11,804 to find your price per service. |
| 4/2/25 | |
38 G The duration for the special events state up to 7 days, do you want the portable toilets serviced during this time or is this just a drop and pick up situation? The special events CLIN specifies "The price should include the initial delivery of a clean unit and picking up the unit after the event". The Job Order Request will list any additional services required. Additional services will be charged to CLIN 0004.
4/2/25
| 39 | G | The schedule TE 4 defines 2x a week 59 units and 5x week 25 units, regular scheduled services, and locations. Where is the CLIN for billing the 5x week services? Do we charge CLIN 0001 and 3 on the 0004? | Additional services beyond the 2x per week will be charged to CLIN 0001 since these are scheduled services. |
| 4/2/25 | | | |
| 40 | G | Please clarify how pricing should be calculated, specifically CLIN 0001. | See answer to question 37. |
