Redstone Arsenal Photo Studio (RSAPS) Performance Work Statement (PWS) Solicitation Number: W9124P19RA026

Questions relating to the referenced PWS

1.) Para 3.2 indicates that support is required in the “Redstone Arsenal/Huntsville, Alabama area” and may be required in “other geographical areas.” Para 4.2.1.2 talks about covering “significant events and ceremonies.” How many simultaneous events, including the operation of the photo studio, should offerors allow for?

This were legacy mission elements of this activity prior to a de-scoping of its overall mission just before solicitation. Studio Photography is the only portion of the mission that remains. This consists of Department of the Army (DA) Photos, official photos of the other Armed Forces, and DA Portraits. DA Portraits are also known as Command (head and shoulders) Photo. No location, documentary, or evidentiary photography will be performed. All photography services take place at Building 3434 on Redstone Arsenal.

2.) Para 4.2.2 Hours of Operation, stipulates the hours of operation as Tuesday through Thursday, 8:00 thru 4:00. Should bidders propose more than one photographer in order to allow for employee absences (sick leave, PTO, conflicting requirements, etc.)?

Bidders may propose what they feel may meet the standards. If the primary photographer cannot report for duty, the vendor needs to ensure mission support does not suffer.

3.) Para. 5.0 Administrative Services, discusses an Executive Administrative Assistant and an On-site Project Manager (PM). Is it the intent of this contract to have a minimum of three (3) personnel: PM, Executive Administrative Assistant, and Photographer on-site? Or are these shared designations for one (1) or two (2) individuals?

The “Project Manager” position was role within broader legacy mission elements. This position is no longer applicable as the only mission in in studio photography services. Administrative duties involve the scheduling of photo appointments, processing of the work requests, and minor statistical information gathering.

4.) Will another CLIN be added for the purposes of authorized travel off-base to regional events which require necessary and approved photography requirements referenced in Sections 5.2 and 5.3?

No travel is expected or necessary to the mission by the FTE

5.) Based on the indicated CLINs, this contract appears to be for photography services, only. It appears that paragraphs “5.10.1 Web Sites” and “5.10.2 Local Area Networks (LAN)” were included in the PWS in error. Is this correct?

Yes these were legacy mission elements of this activity prior to a de-scoping of its overall mission just before solicitation.

6.) Is this a re-compete contract? If so, can you provide the name of the incumbent contractor? If this is a new contract, who is supplying these photographic and administrative services currently?

Yes, this is a re-compete. MSB ANALYTICS, INC. Contract Number W9124P-13-C-0032

7.) The latest version of this PWS did not contain a typical Section M – Pricing Guidelines. Can you provide instructions for how the government wants bidders to include, or exclude, pricing for this photography requirement. Section M has be added to solicitation.

8.) Will the government provide guidance for the Basis of Award criteria?

Yes. Refer to Section L and Section M of the solicitation
