About this file

This is a Questions and Answers (Q&A) document addressing offeror inquiries regarding proposal submission procedures and formatting requirements for a federal contract solicitation.

The document clarifies two primary concerns: (1) the Technical Capability page limit and certification documentation requirements, and (2) the proposal submission method. Regarding page limits, the Government confirms that the 5-page limit applies only to technical narrative content formatted in 11-point Times New Roman font on standard 8.5" x 11" pages in PDF format. Required certifications and documentation listed in PWS Sections 1.11 and 1.15—including Operating Certificates, Aircraft Listings, Pilot Certifications, and other mandatory scanned documentation—shall be submitted as attachments excluded from the 5-page limit. These attachments may be scanned documents and are not required to meet the 11-point font requirement provided text remains legible. This page-limit exclusion is authorized under FAR 15.204-5 and NFS 1852.215-81. Regarding submission method, due to current PIEE system updates and significant downtime, the Government will accept emailed proposal submissions to the Points of Contact listed in the solicitation. Email submissions received by the exact closing date and time will be considered timely, and offerors must include the solicitation number in the email subject line. PIEE submission remains available if the system becomes operational; however, email submission is fully authorized. The Government will not grant deadline extensions for technical PIEE issues unless formally issued via amendment and strongly encourages offerors to submit early using the email option.

Text version

1. The Instructions to Offerors indicates that the Technical Capability must be kept to 5 pages in a PDF using 11 pt Times New Roman font, but asks for copies of certifications as listed in the PWS Section 1.11 and 1.15 – it will be difficult to submit those certifications (which are scanned documents) and still keep to the 5 page limit as well as font request as it asks for copies of the Operating Certificates as well as aircraft listings, which would be 6 scanned pages, as well as pilot certification which would be another 10 or more scanned pages. Can additional pages (including scanned documents which don’t meet the font requirements) be included to ensure the certification requirements are documented as requested?

2. Am I correct in understanding that you require the bid be submitted through the PIEE website? In previous years, the submission was to be emailed, is this no longer being used for bid submissions?

Updated Section L – Instructions to Offerors

L.1 Proposal Submission Method

The Government normally requires proposal submission through the PIEE Solicitation Module. However, due to current PIEE updates and significant system downtime, the Government will accept emailed proposal submissions.

Offerors may submit their complete proposal packages via email to the Points of Contact (POCs) listed in the solicitation.

• Email submissions received by the exact closing date and time will be considered timely.

• Offerors shall include the solicitation number in the subject line of the email.

• PIEE submission may still be used if the system is available; however, email submission is fully authorized for this procurement.

L.2 Technical Proposal Page Limit

The Technical Capability volume is limited to five (5) pages, formatted as follows:

• PDF format

• 11-point Times New Roman font

• Standard 8.5" x 11" page size

• Page count applies only to technical narrative content

This is consistent with Section L formatting authority under FAR 15.204-5, which permits the Government to instruct offerors to submit information in a specific format and severable parts. [ecfr.gov]

L.3 Certifications and Required Documentation (Attachments Not Counted Toward Page Limit)

Required certifications listed in PWS Sections 1.11 and 1.15—including but not limited to:

• Operating Certificates

• Aircraft Listings

• Pilot Certifications

• Any other mandatory scanned documentation shall be submitted as attachments to the Technical Proposal.

These attachments:

• Are excluded from the 5-page Technical Capability limit

• May be scanned documents

• Are not required to meet the 11-point font requirement, provided text is legible

Page-limit exclusion of attachments is permissible under standard page-limitation provisions such as NFS 1852.215-81, which allows the Government to identify any items excluded from page counts. [ecfr.gov]

L.4 Late Proposal Considerations https://www.ecfr.gov/current/title-48/chapter-1/subchapter-C/part-15/subpart-15.2/section-15.204-5 https://www.ecfr.gov/current/title-48/chapter-18/subchapter-H/part-1852/subpart-1852.2/section-1852.215-81

If an offeror experiences technical issues with PIEE, the Government will not grant deadline extensions unless formally issued via amendment. Offerors are strongly encouraged to submit early and use the email submission option to ensure receipt.
