About this file
This document is an addendum to FAR 52.212-2 establishing evaluation procedures for commercial products and commercial services solicitations. The Contracting Officer has broad discretion in establishing quotation evaluation methodology and is not required to develop formal evaluation plans, score quotations, establish a competitive range, or conduct discussions before requesting revised quotations. Technical evaluations must align with Performance Work Statement (PWS) requirements. When using price and other factors, quotations must be evaluated efficiently and with minimal burden on quoters.
Award will be made to the responsible quoter whose quote conforms to the solicitation, meets performance requirements, demonstrates satisfactory or better past performance, and offers the best value to the Government. Responsibility determination requires vendors to demonstrate adequate financial resources (with corporate financial information required in quotes or risk elimination from consideration), ability to meet delivery/performance schedules, satisfactory performance record with relevancy defined as successful prime contracts under NAICS 115310, satisfactory integrity and business ethics (verified through SAM.gov review), and necessary organization, experience, controls, technical skills, equipment, and facilities. Quoters must hold quotes firm for 90 days from the solicitation closing date. During price evaluation, the Government will evaluate option pricing by adding total option prices to base requirements and may determine offers unacceptable if option prices are significantly unbalanced. Evaluation includes the option to extend services by adding six months of the final option period price, though vendors need only price base and option periods. All prices must be determined fair and reasonable before contract award.
