About this file

This is a Questions and Answers document for federal contract solicitation W9124M-26-Q-A016 for a DFAC Water Softener System at Eglin Air Force Base. The solicitation close date is August 24, 2026 at 1:00 PM EST, with delivery and installation required on or before October 21, 2026. The physical place of performance is Building 4570, DFAC, Camp "Bull" Simons, Eglin AFB (note: system-generated contract addresses may reflect Building 4335, El Salvador Way, but this is administrative only). An amendment has been issued correcting CLINs 0002 and 1001 to reflect bi-monthly (6 per year) preventive maintenance services rather than quarterly visits. Equipment design parameters include 85 GPM at 25 psi with 5000 gallons per day capacity, 120V/20 amp electrical service, and 3-inch water line connections. System dimensions are 82x88.5x21.5 inches.

The solicitation requires supply, installation, and ongoing maintenance of a commercial water softener system for a completely new installation with no existing equipment to remove. Offerors may propose alternative equipment meeting or exceeding salient characteristics specified in Section C of the solicitation, and the Government will accept equal products. Standard commercial NSF/ANSI certifications are required. Equipment warranty must match normal commercial warranty terms, while installation workmanship warranty is 1 year from possession or final acceptance, whichever is first. Maintenance CLINs must include salt as a recurring consumable; replacement parts and resin replacement are excluded and covered only under FAR warranty provisions for defect corrections. Evaluation will be based on price and non-price factors (technical and delivery acceptability); past performance will not be evaluated. No bonds are required. Site survey results and coordinating instructions will be provided by the Government following contract award.

Questions and Answers DFAC Water Softener System

W9124M-26-Q-A016

1. PWS mentions 6 services per year for CLIN 0002 and 1001, bid sheet mentions quarterly for those CLINs, and quantity for each on price sheet is 12. Bi-monthly (6 per year) is mentioned many times so that is my understanding. Please confirm that is correct, and can the quantity be changed on the price sheet from 12 to 6 to reflect that? An amendment has been issued correcting CLIN 0002 and 1001 to reflect bi-monthly (6 per year) services. The PWS has also been updated and posted.

2. The revised Performance Work Statement identifies the place of performance as Building 4570, DFAC, Camp “Bull” Simons, Eglin AFB, while Sections E and F of the solicitation identify Building 4335, El Salvador Way. Please confirm the correct installation and service location. The physical place of performance for this contract is Building 4570, DFAC, Camp “Bull” Simons, Eglin AFB. Due to technical limitations within the contract writing system, the system-generated address displayed on the face of the contract will reflect an alternate location.

This system-reflected address is administrative only and does not represent the actual site of work. Following contract award, the Government will provide the successful contractor with coordinating instructions and the necessary documentation to secure installation access to Eglin AFB and the Camp “Bull” Simons DFAC. Contractors must plan and price their proposals based on the physical performance site at Building 4570.

3. PWS paragraph 3.1.2.9 states that the contractor must obtain a Facility Clearance and appropriate individual security clearances and references a DD Form 254. Please confirm whether a Facility Clearance, personnel security clearances, and DD254 requirements actually apply to this water-softener installation and maintenance requirement, or whether standard installation-access vetting is sufficient. Following contract award, the Government will provide the successful contractor with coordinating instructions and the necessary documentation to secure installation access to Eglin AFB and the Camp “Bull” Simons DFAC.

4. Are you against Rogue Presenting 2 types of equipment with respective pricing?

• CP616 Commercial non-electric Kinetico Alternating Softener (Lead time to build is 2 weeks) o Cheaper MX costs and longer service life o This unit meets and exceeds all performance characteristics

The only deviation is for "Resin Volume: 7.0 cubic feet of high-capacity ion-exchange resin per tank."

• This unit does not require this much volume due to the units inherit performance efficiencies

• CAT300-20WS-BC Commercial electric Alternating Softener (Lead time to build 6-8 weeks.)

o Believe this is what is described in the SOW salient characteristics

This system appears to meet the same requirements as listed. As well as it is assumed that this system should meet maintenance requirements considering the Floridian climate.

5. Does this solicitation require supply-only, installation-only, or combined supply and installation? If installation is required, is the contractor also responsible for removal and disposal of the existing system?.

Please give pricing as outlined in the CLINs with the latest amendment

W9124M26QA016 0003.

6. To ensure accurate equipment sizing, please confirm: (a) Measured water hardness at the point of installation (GPG or mg/L); (b) Required flow rate (GPM) and estimated daily volume (gallons/day); (c) Available utility connections including water line size and electrical voltage/amperage.

a. Measured water hardness data is not possessed.

b. DESIGN PARAMETERS FOR EACH TANK SYSTEM: 85 GPM @ 25 psi

- 5000 GAL/DAY

c. 120V/20 amp/ 3-inch pipe

7. (a) What are the available dimensions at the installation site (height x width x depth clearance)? (b) Please confirm the specific building number and room at Eglin AFB where the unit will be installed.

Available dimensions can be tailored based on the equipment requirements. Our current plan is to build a shed around the pump system once it is in place.

8. Is there a water softener currently in place at this location? If yes, please provide the make, model, and capacity so offerors can propose compatible or improved replacements.

No water softener is currently installed at the location.

9. If a brand name product is specified, will the Government accept an equal product meeting or exceeding all salient characteristics? If so, please provide the complete list of salient characteristics used to evaluate equal submissions. The characteristics must be equivalent to the characteristics found in Section C of the solicitation.

10. Are specific NSF/ANSI certifications required (e.g., NSF/ANSI 44)? Are there any additional DoD, Army, or installation-specific standards that apply?

Standard commercial NSF/ANSI certificates are required.

11. What is the minimum warranty period required for (a) the equipment and (b) installation workmanship?

The minimum warranty period required for (a) the equipment is the same as the normal warranty offered to the commercial customer of the same size and scope.

(b) the minimum warranty period for installation workmanship is 1 year from the date that 7th SFG takes possession or date of final acceptance (whichever comes first).

12. Please confirm whether this solicitation will be evaluated as Lowest Price Technically Acceptable (LPTA) or Best Value. If Best Value, please identify the relative weight of technical factors versus price. The solicitation is evaluated on Price and other non-price factors. Quotes will be evaluated and ranked on Price.

Each quote will then be evaluated to ensure the technical and delivery date are acceptable to the Government.

13. Will past performance be evaluated as a separate factor? If so, how many references are required and is there a minimum contract value threshold? Past performance will not be evaluated.

14. What are the contractor access requirements for personnel and vehicles at Eglin AFB? Is a pre-quote site visit available, and if so, who should we contact to arrange one? See the answer from Question 3.

15. Please confirm that the current quote deadline is August 19, 2026 at 12:00 PM EDT, as displayed on the current SAM.gov opportunity, rather than August 18, 2026 at 1:00 PM EST in the solicitation narrative. The solicitation close date is 24 August 2026 at 1:00 PM EST.

16. Please confirm the installation/performance building. Current solicitation information references Building 4335, while PWS information appears to reference a different DFAC building. Refer to the answer in question 2.

17. Please confirm the installation/performance building. Current solicitation information references Building 4335, while PWS information appears to reference a different DFAC building. Delivery and installation on or before 21 October 2026.

18. For CLINs 0002 and 1001, please confirm that preventive maintenance is bi-monthly, six visits per 12-month period. Refer to the answer in question 1.

19. Please confirm whether replacement parts, resin replacement, and all salt are expected to be included within the firm-fixed-price maintenance CLINs.

Salt should be included within the firm-fixed-price maintenance CLINs, as it is a recurring consumable necessary for normal operation. Replacement parts and resin replacement should not be included. Under FAR warranty provisions, replacement parts and resin are only covered when correcting defects and are not automatically part of firm-fixed-price maintenance scope.

20. Please confirm whether any bid, payment, or performance bond is required. This will not be required.

21. Is this a replacement softener system or a completely brand new installation?

This is a completely brand new installation.

22. Does this facility have a size softener in mind or will the size be determined/ verified by the contractor with a site survey?

A survey conducted early this year resulted in the following specs:

DESIGN PARAMETERS (Each Tank System) Normal System Flow & Pressure Drop : 65 gpm @ 15 psi Maximum System Flow & Pressure Drop : 85 gpm @ 25 psi Backwash/Rinse Flow : 8 gpm Backwash Volume : 369 gallons nominal Daily Water Usage : 5000 Operating Temperature Range : 40-120 °F Operating Pressure Range (System) : 35-125 psi Electrical Requirements : 120 Volts AC, 50/60 Hz, 1 Ph System Dimension (L x W x H) : 82x88.5x21.5
