About this file

This document is a Request for Information (RFI) with 28 detailed questions and answers regarding a federal contract for disinfecting equipment at Hunter Army Airfield. The contract involves disinfecting equipment using Virkon S 1% solution during a performance period from July 8 to August 8, 2025, with 10-hour daily shifts excluding weekends and holidays. Key details include that the contractor is responsible for applying the disinfectant solution to the outside of vehicles (including undercarriage), recapturing and disposing of the diluted solution, and complying with all applicable regulations.

The solicitation is a single award, commercially-oriented procurement primarily using FAR Part 13 guidance, with a lowest price technically acceptable evaluation approach. The government reserves the right to a 10% fluctuation in total equipment quantities. The contract requires disinfecting all equipment on the Unit Deployment list, with pre-washed equipment provided by the government. Contractors must develop internal quality control plans, and performance variations could result in a cure notice. No site visit is scheduled, and the contractor must provide all necessary equipment and materials for the disinfection process.

9. Will there be any post-award inspection or audit of subcontractor documentation (e.g., sanitation logs, disposal records, safety certifications)?

a. All documents required by law, regulation, or as indicated in the PWS are required to be at the place of performance. The government reserves the right to inspect these documents at any time.

10. Could you share the name of the previous contract holder, if applicable?

a. No contract currently exists for this requirement.

11. What was the total value or unit pricing of the previous award?

a. There is no previous award.

a. This award will be based on lowest price technically acceptable.

13. Can you confirm that the CLIN structure is Firm Fixed Price for 1 Job, with a +/-30% swing in quantity as stated in the PWS?

a. CLIN 0001 is a firm fixed price for 1 job. PWS V2 removes the +/- 30%. Please see PWS V2 Paragraph 2.2 that reserves the right to a 10% fluctuation in total pieces of equipment.

14. The PWS mentions that the contractor shall provide support for disinfecting equipment.

Could you please confirm whether the contractor is responsible for the actual application of the Virkon S solution on-site, or is the requirement limited to supplying the disinfectant for use by government personnel?

a. The contractor is responsible for application of the Virkon solution. Please see PWS V2 Paragraph 2.0.

15. The PWS specifies a performance period from July 8 to August 8, 2025, with 10-hour shifts each day, excluding weekends and holidays. Could you provide an estimate of the daily volume of equipment to be disinfected? This information will assist in determining the necessary staffing levels and shift planning.

a. Please see PWS V2 Paragraph 2.1 and 2.3.

16. The PWS notes potential shifts in the period of performance and a possible ±30% variation in quantities. Will adjustments to delivery schedules or manpower requirements due to these changes be addressed through bilateral contract modifications, or should the proposal pricing inherently account for such flexibility?

a. PWS V2 removes the +/- 30%. Please see PWS V2 Paragraph 2.2 that reserves the right to a 10% fluctuation in total pieces of equipment.

17. Are there any particular specifications or restrictions regarding the equipment and materials to be used for the disinfecting process, beyond the use of Virkon S 1% solution?

a. PWS V2 Paragraph 2.13 outlines specific requirements. The contractor is responsible for determining the most suitable equipment and materials used if not specifically stated in the PWS.

a. Yes.
