SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
ADDITIONAL Q&A
Q: Is the City Cost Index applied to the coefficient?
Answer: The City Cost Index only applies to RSMeans Estimating data. The Construction Task catalog uses a different methodology in developing pricing whereby the Labor, Equipment, and Material is researched locally without national pricing influences. There is no need to apply the City Cost Index to the coefficient, because there is not a CCI and the data is already localized.
Q: If Gordian is following the contract, will the contract follow the Gordian price book and update quarterly and not yearly?
Answer: The solicitation states on Page 20 that “this acquisition will use an annually updated catalog.” The Construction Task Catalog will be updated by Gordian annually within thirty days prior to the annual contract option date.

The minimum number of PPRs is five (5), and the maximum number of PPRs is ten (10). Coefficient means a numerical factor that represents costs (generally indirect costs) not considered to be included in the UPB prices.
The coefficients are proposed as a percentage (in decimal format) increase or decrease to the UPB prices. For example, a coefficient of 1.2 would result in an additional 20 percent to the listed unit price; 0.9 would result in a 10 percent decrease of the listed prices, and 1.00 would leave the unit price as the proposed unit price. Offeror(s) shall limit the Coefficients provided to two (2) decimal places. Offeror(s) shall propose Base Year and Option Year Coefficients.
All components of price shall be included in the Offeror(s) coefficient, and shall be fully supported as no allowance for omitted cost will be made later.
