Question and Answer
1. Can the Government please provide the annual average dollar amount of work performed under a JOC at Ft Stewart over the past ten years?
Answer: This depends on the annual work plan funding allocations for each FY and/or each Quarter.
2. Does the Government anticipate utilizing the entire funding pool of $9,980,000.00 + contractor fees during the base and option years?
Answer: The $9.9M represents contract capacity should funding be available. The only guarantee is the “GUARANTEE MINIMUM” listed on the solicitation. The anticipated utilization of the entire amount of the proposed is set aside for projected projects that have been identified and/or anticipated for development, depending on funding allocations.
3. Will the government designate a space or location on base for a contractor office and storage facility?
Answer: The contractor is allotted a space as set by the perimeters identified in “PART 4 (C.4)” of the solicitation.
4. Is the size and scope of the mock project representative of the anticipated task orders that will be issued under this JOC?
Answer: The Mock Project was placed into the solicitation to represent a (hypothetical) project (on a variable / small scale) to retrieve responses from the solicitors for demonstrating their knowledge, experience, and applicable utilization of estimation tools and engineering techniques to accomplish a (potential) project of similarities of any magnitude within the boundaries / scope of the JOC as set forth in the solicitation.
5. Would the Government please confirm that the capacity for this proposed JOC is $9,980,000.00 per year for a total (base year + 4 option years) contract capacity of $49,900,000.00?
Answer: Capacity amount is as prescribed within the Solicitation. The $9.9M represents contract capacity should funding be available. The only guarantee is the “GUARANTEE MINIMUM” listed on the solicitation.
6. Would the Government please confirm the anticipated size of the task orders from this proposed JOC?
Answer: Task order size can be anything from $2,000 up to potentially $1,000,000.
7. Please advise if there is a Contractor yard available at Fort Stewart and/or Hunter Army Airfield in which a temporary construction office/trailer could be placed. If so, is power available?
Answer: The contractor is allotted a space as set by the perimeters identified in “PART 4 (C.4)” of the solicitation.
8. RFP, Section L, Mock Project, Page 118, Offerer(s) shall use attachment 6 – Mock Project Cost Estimate to complete the cost portion of the trial proposal. In lieu of using attachment 6 –Mock Project Cost estimate to complete the cost portion of the trial proposal, can the cost estimate be submitted in eGordian format? If not, is it acceptable to modify attachment 6 to follow the same format and logic of eGordian?
Answer: eGordian format is satisfactory / acceptable.
9. Do you have structural drawings for the project?
Answer: This is a Job Order Contract Solicitation which will consist of a multitude of projects/taskers requests at any given time within a given contract period and is not a sole contract being requested for an individual / independent project .
10. Can you please direct me to where I can view the exterior elevations, floor plans and the window schedule/details for the aluminum clad wood windows?
Answer: This information can and will be provided during the issuance of any and each task order, once awarded.
11. Please clarify that the contractor pricing for the base year and follow on option years is intended to utilize the estimated total not to exceed number of $9,980,000.00 + CTC adjustment Factor + Contractor Coefficients.
Answer: Please see Exhibit D – Bid Price Worksheet.
12. Are we allowed to use CPARS for past performance evaluation?
Answer: The Government uses CPARS to evaluate past performance. Offerors should not include their CPARS evaluations in their proposal packet.
13. Is there a minimum or maximum number of past performance records for similar size, scope, and complexity to this requirement?
Answer: The minimum number of past performance records for similar size, scope, and complexity to this requirement is five (5). The maximum number is ten (10).
14. The RFP required the Past Performance to be “Relevant” or similar in size and scope:
a) What determines a similar size for past performance, would it be $3.0 mil to mimic the bid bond requirement or between $2,000 and $1,000,000?
Answer: The similar size and scope would be between $2,000 and $1,000,000.
b) Does “relevant” or similar in Scope of Work Mimic the Mock Project or a variety of construction and trade areas such as general carpentry, general plumbing, heating, ventilating and air condition (HVAC) systems, fire suppression systems, general electrical systems, utility distribution systems, concrete construction, road paving systems, storm water systems, concrete masonry unit (CMU) construction, painting, roofing, demolition, and steel construction.
Answer: Please see C.1.1 Scope on section C – Descriptions and Specifications of the solicitation.
15. SF 1442, Item 13. A states Sealed offers in original and one (1) copy are due. Section L (c) states the technical and price proposal shall be organized into five (5) volumes as outlined in the chart below. The Chart that follows on page 114, under price, shows that only two (2) electronic copies (CD/DVD) are to be submitted with volume V. That would leave four (4) volumes to be bound and (2) electronic (CD/DVDs).
Please clarify.
Answer: Volume I: 1 CD/DVD, 1 hard copy binder; Volume II: 1 CD/DVD, 1 hard copy binder; Volume III: 1 CD/DVD, 1 hard copy binder, Volume IV: 1 CD/DVD, 1 hard copy binder; Volume V: 2 CD/DVD (1 protected format, 1 unprotected format), 0 hard copy binder. Total is 6 CD/DVDs, 4 binders.
16. Section L sentence 1, states that a bid guarantee in the amount of 20% of the bid price for the base year
($9,980,000), but 52.216-19 Order Limitations states that the contractor is not required to honor single Task orders over $500,000.00 or a combination of tasks over $9,980,000.00. Section 52.228-1 Bid Guarantee states 20% of the bid price or $3,000,000 whichever is less. (Question) Given a Bonding capacity letter from our surety is required to guarantee capacity to handle the base year value, will the bid bond required for proposal be lowered to the value of the Mock Task Order or $3,000,000 whichever is lower? The value of the base year could exceed contractors single bond capacity but lower than the contractors’ aggregate capacity.
Answer: In the solicitation, bid guarantee is required. As stated in FAR clause 52.216-19 (b) Maximum order. The contractor is not obligated to honor- (1) Any order for a single item in excess of $500,000; (2) Any order for a combination of items in excess of $9,980,000. The bid guarantee required for the proposal will not be lowered to the value of the Mock Task Order.
17. Given the circumstances and physical limitations of working in and around the COVID 19 pandemic, will the Contracting officials consider allowing an email or file transfer submission on this proposal rather than hard copies that have to be mailed which are subject to unknown delays and challenges out of the contractors control?
Answer: No.
18. The PPQ form provided in the above referenced solicitation is an unfillable PDF format and is difficult to complete. Could a fillable pdf or word document file please be provided to make it easier on the folks being asked to complete them.
Answer: A MS Word document version has been provided on beta.SAM.gov under the solicitation.
19. RFP, Section L, Proposal Submission, Page 112, Proposals shall be submitted via carrier or hand delivery to the following address: Considering the current pandemic, would the Government allow for an electronic submission instead of paper copies?
20. RFP, Section L, Proposal Preparation, ( c), Page 113, The table limits Volume II – Management Approach to 30 pages. Please confirm that the tables of contents, acronym lists, reference matrices and tables of figures are not included in the page count?
Answer: The total is 30 pages.
21. RFP, Section L, Proposal Preparation, ( c), Page 113, Section c of the Proposal Preparation stipulates that the Offeror will submit a total of 5 binders and 6 CD/DVDs. The table says that we need 2 electronic copies for Volume V, 1 protected format and 1 unprotected format. Would the Government please clarify if we are submitting a hard copy for Volume V – Price?
Answer: Volume V-Price shall be submitted in electronic format. NO HARD COPY Binder.
22. RFP, Section L, Proposal Preparation, Volume V – Price, Page 119, Financial Ability – The Government will review submitted bonding capacity to determine if Offeror(s) available bonding capacity will cover the estimated annual maximum contract value. Please clarify that the Government is referring to the bonding documents required in Volume I – RFP Documents, and we are not to submit additional bonding documents in Volume V – Price?
Answer: Yes.
23. RFP, Section L, PPR, Page 118, Offeror(s) shall submit a Past Performance Record (PPR) for all contracts awarded in the past five (5) years that are of similar scope, magnitude, and complexity to this requirement. Please confirm that contracts that have been awarded, performed or completed within the past five (5) years are acceptable.
Answer: Yes.
24. Please clarify the size of task orders on this contract. The SF 1449 lists 25,000,000 (25 Million) to 100,000,000 (100 Million) and this appears to be incorrect.
Answer: The $25,000,000 to $100,000,000 listed on the SF1442 is the magnitude of construction project. This amount is not the size of task orders.
25. In respect to submittals for Past Performance – the instructions state that offerors should provide contract references and PPQs for All contracts within the last 5 years. Is there a limit to how many, for example, we have well over 50 contracts/task orders in the last 5 years – does the Government really want us to submit over 50 references and 50 PPQ’s?
Answer: The minimum number of past performance records for similar size, scope, and complexity to this requirement is five (5). The maximum number is ten (10).
26. Can CPAR reports be submitted in lieu of PPQs?
27. May we use previously submitted PPQ's from other solicitations?
Answer: Please use your own discretion.
28. Would the government consider electronic submittal of all volumes in lieu of hard copies?
29. are we required to provide a bid bond on the "Mock Project"? Also, the company that is awarded the contract, will they be required to bond the estimated annual maximum contract value ($10,000,000.00) or only the minimum guarantee of ($50,000.00) upon award, and each task order once that dollar amount is reached?
Answer: Bid bond is not required on the “Mock Project”. The company that is awarded the contract, they are required to continuing bonding the estimated annual maximum contract value.
30. Please consider this email as a formal request for time extension to allow us to submit a proposal for the subject Solicitation.
Answer: The proposal due date has been extended.
31. In lieu of a Past Performance Questionnaire, if a project is currently available in CPARS, can the offeror include the CPARS in the past performance volume?
Answer: The Government uses CPARS to evaluate past performance. Offerors should not include their CPARS evaluations in their proposal packet.
32. Please identify the previous JOC Contract incumbent contractor and awarded contract task values.
Answer: The previous awarded JOC contract number is W9124M18D0002, please refer to website https://www.fpds.gov for more information.
33. Please advise if this is a New Contract (OR) if there is an Incumbent. If yes, please provide the information for the incumbent.
