Questions & Answers (Q&A)
RFP W9124J-20-R-EE15 (ECCS MAIDIQ)
Note: The RFP paragraphs, sections and page numbers referenced in this Q&A is from the RFP Amendment 1 CONFORMED Copy.
1. Question: Due to the voluminous and required information to be contained within the resumes of key personnel as requested in both the PWS (attachment 1 section 1.6.10) and the actual RFP (#8. Volume I Content, Subfactor 1), we respectfully request that “Resumes” be excluded from page count. This will allow adequate room for presenting the required technical response to the Live Task Order contained in Factor 2 Subfactor 1, 2, 3, 4, & 5.
Answer: Base PWS 1.6.10 has been revised to clarify the key personnel requirement. Resumes shall be provided for all five (5) key personnel (Program Manager, Quality Control Manager, Project Manager, Senior Scientist/Engineer/Specialist, and Regulatory Specialist). The Program Manager and Quality Control Manager may be dual hatted (same person may perform both roles) thus will require two separate resumes (one resume for each role/position). The other three (3) key personnel positions (Project Manager, Senior Scientist/Engineer/Specialist, and Regulatory Specialist) can be dual or triple hatted (same person can perform the other two or three roles/positions) thus will require a resume for each role/position.
2. Question: Please clarify that the mention of a “contract manager” and alternate was supposed to state Program Manager and not contract manager contained in Attachment 1, section 1.6.10 1st para.
Answer: Correct, this was supposed to state Program Manager. Attachment 1 - Base PWS has been revised.
3. Question: Please clarify that a contract manager is NOT considered a Key Personnel and does not require a resume. (Attachment 1, section 1.6.10 1st para)
Answer: Correct, this was supposed to state “Program Manager” as one of the Key Personnel. Reference to “Contract Manager” has been removed from the PWS. See Attachment 1 - Base PWS has been revised.
4. Question: Can you please confirm that contractors shall submit resumes for each of the five positions listed in Attachment 1 PWS (Section 1.6.10, pages 5 through 7 of 26), including Program Manager, Quality Control Manager, Project Manager, Senior Scientist/Engineer/Specialist, and Regulatory Specialist.
Answer: Confirmed. Base PWS 1.6.10 has been revised to clarify the key personnel requirement.
5. Question: Can the qualifications required under Attachment 1 PWS (Section 1.6.10, pages 5 through 7 of 26) and the additional experience (permits and plans) requirements requested in the Solicitation (Section M, page 44 of 49) be covered in an aggregate across the five key personnel positions?
Answer: YES, PWS 1.6.10 qualifications and additional experience requested under Subfactor 1 (Key Personnel Expereince) can all be covered under the resumes.
6. Question: Of the five projects submitted, if the three minimum required projects are $250,000 or greater in value, as required in the Solicitation (Section M, page 47 of 49), can the other two projects be less than $250,000 and still be weighted equally during the evaluation?
Answer: Yes, 2 out of the 5 projects can be under $250,000 however, the other 3 projects must be $250,000 or greater in value. RFP VOL I (para. 9a, pg. 55 & para. 6a, pg . 61) have been revised. Also be aware that past performance will be rated on an acceptable or unacceptable basis per RFP instructions.
7. Question: Starting on page 24 of the RFP, under “Section K, Clauses incorporated by Full Text,” there are a few clauses that are not available to represent in SAM, specifically: 52.204-24 , 52.219-1 (March 2020) (October 2014 is the current representation), and 252.209-7994. Should the offeror prepare a separate Representations and Certifications to cover these clauses? Ref: W9124J-20-R-EE15 RFP ECCS MADIQ 27Oct2020.pdf.
Answer: The offeror shall complete (check) the Representation and Certifications Clauses under Section K. RFP (Para. 6b. pg. 51) has been revised.
8. Question: On page 36, under Section h. SUBCONTRACTORS(v), the RFP requests signed TAs or LOI to be provided in “Volume I, General and Volume II, Mission Capability.” On pages 37 and 38 of the RFP in Table 2, “Mission Capability” is identified as being part of Volume I, while Volume II is Past Performance. Should TAs or LOIs just be provided at the end of Volume I? Ref: W9124J-20-R-EE15 RFP ECCS MADIQ 27Oct2020.pdf.
Answer: The offeror shall provide the TAs or LOIs as general information. RFP (Para. 6b, pg. 51, Proposal Preparation Instructions) has been revised.
9. Question: On page 38 of the RFP, Section e, the RFP lists pages that are excluded from the page count.
Please confirm that signed TAs or LOIs also would be excluded from the page count. Ref: W9124J-20-R-EE15 RFP ECCS MADIQ 27Oct2020.pdf.
Answer: TAs or LOIs are excluded from page count and shall be provided as general information. RFP (Para. 6b,
pg. 51) has been revised.
10. Question: Section 1.4, Stormwater Phase I, page 2. Please provide BMP inventory/database information (Type, past inspections, requested inspection template, photos, maintenance recommendations, etc.) for the 430 BMPs needing inspections. Ref: Attachment 2 PWS Live Task Order Seed Project Final 16 Oct 2020.pdf.
Answer: See documents “Attachment 5(p) - APG SWM BMPs” and “Attachment 5(l) - Adelphi Laboratory Center BMPs”. Inspections must meet the requirements of MS4 permit (Attachment 5(e)).
11. Question: Section 5.5.1, MS4, page 18. Please provide information regarding their past MS4 reporting (annual reporting, current stormwater management plan- SWMP, Impervious restoration calculations/maps and implementation plan) Ref: Attachment 2 PWS Live Task Order Seed Project Final 16 Oct 2020.pdf.
Answer: See Attachment 5(n) – APG MS4 SWMP Final and Attachment 5(o) – APG IDDE Plan. Annual reports and additional information have been requested and will be provided when available.
12. Question: Section 5.5.2.1, Industrial Stormwater Program, page 19. SOW requires a full review of current permits. Only general permits were provided. Will a review of individual permits be required? Please provide individual permits 15DP2517 and 15DP2531 and associated SWPPP(s). Are there any permits (General or
Individual) associated with Adelphi Laboratory Center? If so please provide permit and associated SWPPPs.
Ref: Attachment 2 PWS Live Task Order Seed Project Final 16 Oct 2020.pdf.
Answer: Yes, a review of the individual permits is also required. Permits 13DP2531 and 15DP2517 are included as Attachment 5(q) and Attachment 5(r) respectively; permits for Adelphi do not need to be reviewed. The only requirement for Adelphi is to inspect the post construction BMPs in accordance with the MS4 permit (Attachment 5(e)).
13. Question: Section 5.5.2.2, Industrial Stormwater Program, page 19. SOW requires the review of the current SWPPP associated with only the 17HT General Permit. Will a review of SWPPPs associated with the 12SW, 16MA and 15 DP be required? Please provide all current SWPPP(s) and Pollution Prevention Plan(s). Does a current regulatory/permit requirements matrix exist? If so please provide. Ref: Attachment 2 PWS Live Task Order Seed Project Final 16 Oct 2020.pdf.
Answer: All general and individual permits/associated SWPPPs are to be reviewed. Section 5.5.2.1. says all permits, 5.5.2.2 says current SWPPPs associated with those permits AND in addition, the P2 plan that is associated with 17HT. It was written this way to clarify that 17HT doesn’t require a SWPPP but has a P2 plan.
Please see documents “Attachment 5(i) - APG Marinas SWP3_Final”, “Attachment 5(j) - APG SWP3_Final”, “Attachment 5(m) - APG-EA WWTP SWP3_Final”, and “Attachment 5(k) – Tanks Pipes P2 Plan”

Answer: See individual SWPPPs – list is in question 13 above.
17. Question: the current proposal due date is the day after the Thanksgiving holiday, which along with Thanksgiving is a corporate holiday for many companies. Would the government consider a due date extension of one week (or more) so that offerors can take part in and celebrate the Thanksgiving holiday?
Answer: Yes. The proposal due date has been extended. RFP/SF 1449 (block 8, pg. 1) has been amended.
18. Question: Attachment 1 PWS and RFP Section L – Key Personnel and Page Count for Volume I. Will the government consider removing the Key Personnel resumes from the 25 page limit for Volume I, and also consider allowing multiple resumes to be submitted for the Senior Scientist/Engineer/Specialist position? In order to cover all of the listed qualification areas listed on Page 6 of 26 in the PWS and also to hit all the project experience areas requested in RFP Section L Factor 1 on pages 39-40, it would be helpful to provide multiple resumes to cover all qualification requirements.
Answer: RFP has been amended to exclude resumes from page count. Also, Base PWS 1.6.10 has been revised to clarify the key personnel requirement.
19. Question: What is the current contract number that this solicitation is replacing?
Answer: This is a new requirement and there is no current contract in place for the performance of this work.
20. Question: Page 3 1.6 General Information Analytical Quality Control: How often shall the Contractor develop and submit Quality Control Summary Reports to the TO COR?
Answer: Within 30 days of award, and monthly updates.
21. Question: Page 5: 1.6.8 Post Award Conference/Periodic Progress Meetings: How often did periodic progress meetings take place during the previous contract?
Answer: Meetings will be teleconference at least once a month with COR.
22. Question: Page 5 1.6.10 Key Personnel: Do the Program Manager, Quality Control Manager, Project Manager, Senior Scientist/Engineer/Specialist, and Regulatory Specialist have to be separate individuals or can one individual act in more than one key personnel role as long as they meet all the requirements of the designation?
Answer: The Program Manager and Quality Control Manager may be dual hatted (same person may perform both roles) thus will require two separate resumes (one resume for each role/position). The other three (3) key personnel positions (Project Manager, Senior Scientist/Engineer/Specialist, and Regulatory Specialist) can be dual or triple hatted (same person can perform the other two or three roles/positions) thus will require a resume for each role/position.
23. Question: Page 6 1.6.10 Key Personnel Project Manager: Would the Project Manager need to have all the professional certifications/registrations required to achieve the contract requirements of the TO or can those certifications/registrations be held by technicians working under the Project Manager on the TO?
Answer: As long as there is a chain of command to the required certifications, the project manager does not necessarily need those certifications. The Live Task Order does not require certifications however, if future or other task orders do require these certifications then proof of the certifications will be required.
24. Question: Page 6 1.6.10 Key Personnel Senior Scientist/Engineer/Specialist: Would the Senior Scientist/Engineer/Specialist need to have all the professional certifications/registrations required to achieve the contract requirements of the TO or can those certifications/registrations be held by technicians working under the Senior Scientist/Engineer/Specialist on the TO?
Answer: Revised language to "if applicable" in Base PWS. Certifications and registrations are not required under this specific Live Task order. Certifications, such as professional licensure, are driven by regulations and legislature for the activity.
25. Question: Technical Exhibit 2 – please confirm that this applies to the task orders issued under the base contract and not the base contract itself.
Answer: Correct, the deliverables under TE 2 apply to task orders. Attachment 1 - Base PWS (TE 2) has been amended.
26. Question: Is this a renewal of an existing contract and if so, who are the incumbents?
Answer: This is a new requirement and there is no current contract in place for the performance of this work.
27. Question: How many contracts do you intend to issue and will they be awarded by geography?
Answer: The Government anticipates to award a maximum of 10 IDIQ contracts and 1 Task Order award however please see RFP (Para. 1b, pg. 57) for full details. The contracts will not be awarded by geography.
28. Question: This is a small business set aside. Due to the large contract amount, is this open to businesses other than small?
Answer: Per the RFP/SF 1449 (Block 10, pg. 1) this is a 100% Small Business set aside and is not open to businesses other than small businesses.
29. Question: Is there an interested parties list that would enable us to contact prime consultants?
Answer: On the SAM.Gov posting (under the general information section) it was selected to allow vendors to view the interested vendor list thus you should be able to see the vendors that are following this RFP and have an interest in this RFP.
Document Page and Paragraph Question 30 RFP Page 34, ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO
OFFERORS--COMMERCIAL ITEMS, Item 5. Teaming Agreements and RFP, Page 36, Section 5(h)(i), SUBCONTRACTORS
In a competitive MATOC environment, prime contractors cannot reliably predict a percentage of work to be performed by each team member. Would it be acceptable to interpret the “portion of work” as the roles/scope areas for team members and include Teaming Agreements for all subcontractors without any projected work percentage requirement?
Answer: Yes, the offeror shall provide the task areas that are to be performed by team members for the Base IDIQ however, for the task orders offerors are reminded that they must comply with the work percentages IAW FAR 52.219-14, Limitations in Subcontracting. RFP (Para. 5, pg 50 and 6b, pg. 51) have been revised.
31 RFP Page 36, h. (v)--The Government will consider the offeror and all subcontractors a “team” when evidence of a signed TAs or LOI is provided in Volume I, General and in Volume II, Mission Capability.
Please clarify the quoted sentence:
• Correct Volume names and numbers
• What will be considered as evidence of a signed TA? Is a statement sufficient or should the document be included?
• If the actual signed TA or LOI must be included, where should it be placed?
Answer: The actual signed TA or LOI must be included under the offeror’s general documents. Please refer to RFP (Para. 6b, pg. 51).
32 RFP Page 37, Section 6(b), Proposal Preparation Instructions. If there is no current OCI, but there could be one should a TO require review of work done previously by the same contractor, will a specific mitigation plan be required in the IDIQ proposal?
Answer:
For IDIQ proposals, offerors are to examine FAR §9.505 and identify any potential OCI conflicts that may now exist. Your question states, “there is no current OCI” however it does not state whether there is a potential OCI that may now exist. Offerors are not required for the IDIQ proposals to speculate on future TO’s unless there is a potential OCI conflict that now exists.
Offerors are cautioned that at the Task Order Level, offerors must identify any potential OCIs and submit mitigation plans for any OCIs at the Task Order Level. The KO may neither award an IDIQ contract nor a Task Order issued under this IDIQ to any offeror who has an actual OCI issue that cannot be mitigated to the satisfaction of the Contracting Officer.
33 RFP Page 38, Section 6(e), Page Count Excludes Can this section be modified to specify that copies of Teaming Agreements and Joint Venture Agreements will also be excluded from page counts?
Answer: TA or LOI must be included under the offeror’s general documents. Please refer to RFP (Para. 6b, pg. 50). RFP (Para. 6e) has also been amended to exclude the offeror’s general documents/information.
34 RFP Page 39, Section 8, four bullets under Subfactor 1 Is the information requested under each of these bullets meant to be demonstrated on an individual’s resume? Or can the information be demonstrated across all Key Personnel resumes?
For example, does a Senior Engineer resume need to show:
• 2 permits in each media: air, water, hazardous waste/material.
• 2 plans or program improvements in environmental compliance (ex. SPCC, HWMP, MS4, SWPPP).
• 1 Survey and/or sampling in environmental compliance (SPCC, NEPA, Radon/
Asbestos/PCB/PFOA, ODS Inventory)
Answer: The information can be demonstrated across all key personnel.
35 RFP Page 39, Section 8, Factor 1, Subfactor 1 Can individual Key Personnel be identified for more than one role?
Answer: YES. Base PWS 1.6.10 has been revised to clarify the key personnel requirement.

45 Attachment 1, Base PWS PDF Page 6, Section 1.6.10, Key Personnel, Project Manager We respectfully request that the Program Manager qualifications, specifically years of program management experience, be amended to more specifically define program management experience and appropriately match requirements of similar DoD solicitations for small businesses in the 541620 NAICS Code. Suggest revision to “3. Two
(2) years of experience in program management and eight (8) years of total, relatable or directly relatable experience. Program management is defined as oversight responsibility for management of an IDIQ contract or serving as a task order manager of multiple, simultaneous task orders (including cost, schedule, and technical quality) on an IDIQ contract with environmental compliance, NEPA, and cultural and natural conservation scope. Directly relatable experience is experience in executing ECCS actions for the Federal Government. Relatable experience may include execution of environmental projects with regulatory and/or stakeholder involvement/interface and projects on active DoD military installations.”
Answer:
The experience required for the Program Manager has been determined to be necessary by the customer’s (AEC) subject matter experts based on previous similar work and experience by a Program Manager. The length of experience required will also ensure the Program Manager is knowledgeable enough to perform the work required in the PWS.

General/multiple areas
In areas of the RFP where the government is asking offerors to provide a “narrative” or “discussion”, would the government allow bulleted or numbered text, figures, tables, and the like to be used to supplement/or replace this narrative as to help break up text and better utilize page space?
For example, under subfactor 2: staffing plan on page 40 it states, “The offeror shall provide a discussion of the operational effort (fieldwork) to complete the requirements of the LTO. This discussion shall include the field methods, the types of equipment, and relevant sampling techniques to be used.” These field methods, types of equipment and sampling techniques may be better presented to the government utilizing figures, tables, or bulleted text rather than a solid narrative/discussion.
Offerors may provide information in bulleted list or tables;
however, proposals must be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the offerors’ proposal. Offerors should not simply rephrase or restate the Government's requirements but instead provide convincing rationale to address how the responder intends to meet the Government’s requirements.
IDIQ_27Oct2021
Section L page 32
FAR 52.212-1 is incorporated by reference and page 33 has an addendum to this FAR, however it is unclear if offerors are to incorporate FAR 52.212-1 guidelines into their submission of offers as well as the addendum. Would the government please clarify if offerors are to use both FAR 52.212-1 and subsequent addendum for their submittal?
Offerors are to comply with both FAR 52.212-1 and subsequent addendum in their proposals. If Offerors have identified any inconsistencies between FAR 52.212-1 please comply with the RFP general instructions, “If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the offeror shall immediately notify the Contracting Officer in writing with supporting rationale, prior to the due date for proposal submission.
IDIQ_27Oct2022
Section L page 37 item 6
(b) bullet 6 AND section L page 32
Bullet 6 states offerors are to provide, “A statement that the offeror’s Representations and Certifications under FAR 52.212-3 are current and fully completed under their System for Award Management (SAM) entity registration.” However, RFP section L page 32 incorporates by reference FAR 52.212-1 and in this FAR section (b)(8) requires contractors to provide “a completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);”
a. Would the government clarify if Offerors are to provide a completed copy of these representations and certifications?
b. If so, where is this to be incorporated in offerors submittal/volume?
c.Also, are offerors to include representations and certifications presented in section K of the RFP?
RFP has been revised. Please refer to RFP (Para. 6b, pg 51).

IDIQ_27Oct2023
Section L page 32 incorporates by reference FAR 52.212-1 details information to be presented on the cover page of its offer. Is this information to be included on the cover sheet described under section L page 37 item 6 (b) or is this to be a different page?
RFP has been revised. This information is to be submitted with the offeror's general information/documents as requested under RFP (Para. 6b, pg 50).
IDIQ_27Oct2024 section L page 37 item 6 (b)
States, “The offeror shall provide a separate cover sheet with its proposal and include and submit the following information:” and then details a list of bulleted information. Is this cover sheet a separate document or is this to be included as the first page of each volume with appropriate information included?
RFP has been revised. Please refer to RFP (Para. 6b, pg 50).
The general information/documents under this section are separate documents from the RFP Volumes.
IDIQ_27Oct2025
Section L page 34 item 5 states, “Offerors shall describe any teaming arrangements (i.e., teaming agreements, joint venture, partnership, etc.) proposed for performance of the Contract. Offerors shall indicate the portion of work to be performed by each team member and shall state the business size of each member. In addition, offerors shall include copies of all teaming agreements, and where applicable, the Small Business Administration approval of the teaming arrangement.” Later on page 36 of the RFP item h(v) it states, “The Government will consider the offeror and all subcontractors a “team” when evidence of a signed TAs or LOI is provided in Volume I, General and in Volume II, Mission Capability.” Would the government please clarify where this requested information to be incorporated in offerors submittal and which volume(s) it is to in?
RFP has been revised. The requested information shall be submitted with the offeror's general information/documents. Please refer to RFP (Para. 6b, pg 50).
IDIQ_27Oct2026
Section L page 36 of the RFP item h(v)
States, “The Government will consider the offeror and all subcontractors a “team” when evidence of a signed TAs or LOI is provided in Volume I, General and in Volume II, Mission Capability.” According to table 2 presented in the RFP on pages 37 and 38 there Mission Capability is Volume I and there is no general volume.
a. Where would the government like these teaming agreements or letters of intent to be presented in the proposal?
b. If these are to be included in Volume I, Mission Capability, will the government consider these Tas/LOIs to be excluded from the page count as some of these teaming agreements could in themselves be 25 pages or more?
RFP has been revised. The TA or LOIs shall be submitted with the offeror's general information/documents thus excluded from page count. Please refer to RFP (Para. 6b, pg 51).
IDIQ_27Oct2027
Section M.5 page 44Factor 1: Key Personnel Project Experience
States, “Key personnel resumes met the qualifications required under the Basic Contract PWS section 1.6.10 and also demonstrated that key personnel have the project experience in the following areas...” Project Managers, senior scientist/engineer/specialist and regulatory specialist would be task order specific and qualifications required could vary substantially by scope in the TO and would take up a substantial amount of the 25-pages allowed in Volume I.
a. Is the government looking for offerors to provide resumes only for
b. Are full resumes required for Project Managers, senior scientist/engineer/specialist and regulatory specialist to be submitted for these positions in the proposal response or at the RTOP stage?
Base PWS 1.6.10 has been revised to clarify the key personnel requirement. Resumes shall be provided for all five (5) key personnel (Program Manager, Quality Control Manager, Project Manager, Senior Scientist/Engineer/Specialist, and Regulatory Specialist). AIDIQ_V4_27_Mar_ page 6, section 1.6.10 Project Manager, item 2 bullet 3
States, “State specific certifications may be required based task order.” As each task order under this contract is uniquely different in scope, is the intent for bidders to select and present a Project Manager resume for the live task order or for the entire base contract as a whole?
Same question for senior scientist/engineer/specialist and regulatory specialist.
Offerors are to present the resumes for the base contract key personnel. Base PWS 1.6.10 has been revised to clarify the key personnel requirement. Resumes shall be provided for all five
(5) key personnel (Program Manager, Quality Control Manager, Project Manager, Senior Scientist/Engineer/Specialist, and Regulatory Specialist).

“Price Proposal included all the pricing information requested under the Pricing Schedule (Attachment 3). The pricing Narrative also clearly explained the basis for the proposed price for the Live Task Order.”
SF1449 Solicitation / Page 48 / Section M / Paragraph 7 (b) - Factor 3: Live Task Order Price Proposal Volume III
Offerors are not required to price the 6 month extension that may be exercised under FAR 52.217-8 thus a CLIN for the 6 month extension will not be included in the LTO Pricing Schedule (Attachment 4).
Attachment 3, Live Task Order (LTO) CLIN Structure does not provide an entry for Factor 3, d (optional six month extension).
Should this optional extension (which will be estimated to be one-half of the offerors final option period price) be included in the LTO CLIN Structure?
Attachment 3, Live Task Order CLIN Structure
“Pricing Matrix in MS Excel”. Are there any specific instructions or templates or formats for the referenced MS Excel Pricing Matrix that the government requires the offerors to follow that must be submitted in addition to the populated Attachment 3, LTO CLIN Structure?
