CBP Instructions

SY20 Maryland BMP Datacall Instructions

CBP Instructions(This Sheet) Step by step walkthrough for adding and updating BMP records.Upon completion, send the entire workbook to Hee Jea Hall at

Color Code KeyGold columns are required for CBP reporting.Columns with gold headers are required.
Black columns are calculated based on other fields or provided for reference.Do not modify these columns.
Cells outlined and filled in red are required.Red fill and outlines will show individual cells that are required based on data entered.
Cells highlighted in yellow indicate the Built Date does not correspond to the BMP Status selected.Be sure to follow guidelines for BMP Status.
Blue cells have been modified.When a cell is changed or new input entered, it will highlight blue.
Orange cells include changes made by the DoD CBP prior to the datacall release.If data was modified during the development of the BMP Crediting Report or this year's reporting template, the cell will be highlighted in orange.
White columns are requested or conditionally required by the DoD CBP or jurisdiction.Fields are optional or conditionally-required fields based on prior inputs. If conditionally required, cell will be outlined in red.

Progress; Planned BMPs

Progress BMPs - BMPs that were implemented and functioning between 7/1/2019 and 6/30/2020 (State Year (SY) 2020).

Planned BMPs - BMPs that are anticipated to be implemented between 7/1/2020 and 6/30/2025 (SY2021 - SY2025). Planned BMPs are reported as Planned 2021 (for the remainder of the two-year milestone period between SY2020 and 2021) or Planned 2022-2025 (SY2022-2025).

CLICK IN COLUMN HEADER FOR ADDITIONAL INSTRUCTIONS ABOUT THAT COLUMN.

ALL CHANGED CELLS WILL HIGHLIGHT BLUE FOR ENHANCED TRACKING.

1. In Column B, select the BMP Status as follows:

- Historical= Installed between 7/1/1984 and 6/30/2019.

- Progress= Installed between 7/1/2019 and 6/30/2020.

- Planned 2021= Expected to be installed between 7/1/2020 and 6/30/2021.

- Planned 2022-2025= Expected to be installed between SY2022 and SY2025.

- Removed= Canceled/Site redeveloped. Note that some planned and progress BMPs were extracted from the SY2019 P&I datacall. Review and revise to indicate the current status, if necessary. BMPs with a prior status of Planned 2019 were converted to Progress for this year's datacall. Please confirm the status of the BMP.

For new Planned BMPs (SY2021-SY2025), select the Status that indicates which State Year the project is planned. Please review previously-reported Planned BMPs that have been categorized as Planned 2021 to verify that these BMPs will be installed during the remainder of the two-year milestone period.

For new Progress BMPs not listed, select Progress and follow remaining steps. For SY2020 BMPs, the Built Date (Column AN), Year Funded (Column C), and BMP Cost (Column D) must be populated or provide the best available estimate. Add new Historical BMPs to the bottom of the Historical BMP Records sheet; see instructions in cell B49 for more information.

For annual BMPs such as street sweeping and urban nutrient management plans, start a new row for each year the BMP has been or is planned to be implemented and enter all required BMP information. Enter the appropriate metric (such as miles/acres swept or area treated) for the progress or planned year.

This column must be filled out first for new records; it formats the row and activates the pick lists.

2. In Column C, enter the federal Fiscal Year the BMP/Project was or will be funded.
3. In Column D, populate the actual cost or estimated cost of the BMP.BMPs that do not have this information will be filled/outlined in red. COST DATA IS REQUIRED FOR REPORTING - PLEASE ESTIMATE IF NOT KNOWN. DoD is being assessed based on the cost of BMPs implemented in 2020 and 2021. If cost is not known or to estimate the cost, refer to the Capital cost by BMP type provided in the MD Cost Profile available from the CAST website at this link:

4. In Column F, select the facility where the BMP is or will be located.
5. In Columns G through M, provide the contact information for the BMP, including Name (Column G), Title (Column H), Address (Column I), City (Column J), Zip (Column K), Phone (Column L), and Email (M). Columns G, L, and M are required, at minimum.
6. In Columns N and O, enter the BMP ID, then enter the date that the BMP was reported to the DoD CBP.All BMPs should have a unique BMP ID. Learn more about how to generate a unique ID (including MDE recommendations) on the FAQ sheet.

Duplicate BMP IDs that need to changed by the installation are highlighted with red fill only; this color is not tied to conditional formatting and will not disappear once the BMP ID has been correctly altered.

For new BMPs being reported, use 08/01/2020 as the Reporting Date in Column O.

7. In Columns Q and R, enter the MD Northing and MD Easting in Maryland State Plane meters. Alternatively, Latitude and Longitude can be entered into Columns S and T. Either MD Northing and MD Easting, or Latitude and Longitude are required. When using Latitude and Longitude, please provide at least 4 decimal places.

Latitude and Longitude can be estimated using Google Maps by right-clicking on a location and selecting "What's here?" A small window with the approximate latitude and longitude will appear.

8. In Column V, enter the Local BMP ID specific to the installation.BMP ID (Column N) and Local BMP ID can be the same.
9. In Columns W, provide the BMP Name.Use the common or installation-specific name for the structure.
10. In Column Y, select the BMP Type from the dropdown list provided (Reference Sheet, A63).More information about BMP Types can be found on the Reference sheet.
11. In Columns AC through AF, provide an approximate address for the BMP.The County dropdown list in Column AF will populate a list of choices based on the Facility selected (Column F).
12. For Column AG, select whether the BMP is or will be On or Off Site.
13. For Column AH, select the purpose for construction.More information about this field can be found on the Reference Sheet.
14. In Column AI, populate the Project Length in linear feet.Linear Feet is required for Stream Restoration, Shoreline Stabilization, and Outfall Stabilization BMPs.
15. In Column AJ, enter the pounds of sediment collected during Catch Basin Cleaning.This field is required for Catch Basin Cleaning BMPs only.
16. Columns AK and AL: (Conditionally Required) Populate the Impervious Acres and Total Urban Acres that are or will be treated by the practice, if the cells are filled/outlined in red.For non-structural BMPs, report the equivalent impervious acres treated or will be treated. Equivalent impervious acres can be calculated by the procedure described in Appendix D of the MDE NPDES MS4 Guidance. To receive the maximum nutrient and sediment reductions for the practice, all acreage fields must be populated. Accurate values provide a more exact calculation of the nutrient reduction provided by a BMP.

17. Column AM: Populate the Rainfall, in inches, the practice is or will be designed to treat.See the FAQ page for more information about how to estimate Rainfall.
18. In Column AN, populate the date the BMP was constructed (for structural BMPs), completed (for non-structural BMPs), or is anticipated to be completed (for planned BMPs).
19. In Columns AT, AU, and AW, populate the date the permit was or will be approved (for structural BMPs), select the previous BMP type if it was or will be converted, and then enter the number of BMPs used to meet water quality (required).Information should be entered, such that there is only 1 BMP per row. For a single BMP, the Number of BMPs is 1.
20. In Columns AY and AZ, populate the Acres Swept that were or will be swept in one pass/sweeping event, then the number of Times Swept per year.Required for Street Sweeping only. Each year's street sweeping activities should be reported in a separate row.
21. In Column BA, enter the number of acres of trees that were or will be planted.Required for Tree Planting only. The Chesapeake Bay Program assumes that 1 acre of trees planted includes 300 live trees.
22. In Column BB, enter the Impervious Acres Eliminated or the number of acres that will be eliminated.Required for Impervious Surface Elimination only.
23. In Column BD, indicate if the calculated load reductions by Protocol are available for stream and shoreline projects. This field will fill/outline in red if a response is required based on the BMP Name.Column BD is required for stream and shoreline restoration projects. Select "Yes" if the project load reductions were calculated using the Protocols approved by the appropriate Expert Panel. If not, select "No."
24. Column BE: Provide any comments or questions to facilitate review of the BMP.

Historical BMP Records

Historical BMPs - BMPs that were implemented between 7/1/1984 and 7/1/2019. This includes BMPs that were reported as "Progress" in last year's datacall.

Legacy BMPs - BMPs that were implemented prior to 7/1/1984.

1. Review the crediting status of the BMPs in Columns A through C. If the BMP status is red or yellow, review the record for missing fields. Not all red or yellow BMPs will have missing or converted data. More information about the BMP's status can be found in the BMP Crediting Report.These fields are static and should not be changed. They report if the BMP received credit in SY2017, SY2018, and SY2019. More information on the status and explanations can be found in the MD SY2019 Crediting Report.
2. Review Historical BMPs for any changes or information that should be added.The field will be highlighted in orange if information was changed by the DoD CBP after the SY2019 datacall. Duplicate BMP IDs changed by MDE have been revised and highlighted with orange fill in Column Q.

If the previously provided BMP ID (Column Q) is a duplicate with another BMP record, it will be filled with red fill only. If it is red, the BMP ID must be modified to a unique identifier. (Note, the color will not disappear after the BMP ID has been altered.)

3. For BMPs installed in SY2019 (2019 Progress BMPs installed between 7/1/2018 and 6/30/2019), the Built Date, Year Funded, and BMP Cost must be populated or provide the best available estimate.The information collected for cost is important for tracking progress to date towards milestone goals. COST DATA IS REQUIRED FOR REPORTING - PLEASE ESTIMATE IF NOT KNOWN. All BMPs that were installed during SY2019 need to have cost data. Missing values have been filled/outlined in red.
4. If a BMP has been removed from the site or is no longer in service, change the BMP Status to "Removed".
5. In Columns AR, AS, and AT, populate the status of the last BMP Inspection, the date of the last BMP Inspection, and the date the BMP was last maintained. If the cell includes a past inspection date and is filled/outlined in red, overwrite the previous date and status with the latest inspection event.These columns are necessary to continue to receive credit for BMPs. Note that inspection and maintenance information in Columns AR through AT is required if the cell is filled/outlined in red. If the cell is filled/outlined in red, the BMP will exceed the CBP-defined credit duration before the SY2021 datacall and lose credit in the CAST. Note that the credit duration, date installed, and/or previous inspection date are used to determine if an inspection date is needed. Enter a valid Built Date in Column AQ and the date of the last inspection in Column AR, if available.
7. In Column BG, indicate if the calculated load reductions by Protocol are available for stream and shoreline projects. This field will fill/outline in red if a response is required based on the BMP Name.Please review your historical stream and shoreline projects and select "Yes" if the project load reductions were calculated using the Protocols approved by the appropriate Expert Panel. If not, select "No."
8. Other missing data that is requested is filled/outlined in red.These fields are required by MDE. Completion of all required fields will increase the likelihood for the BMPs to receive maximum credit towards the TMDL goal when they are reported to NEIEN and the CAST. If any new information is known, populate the filled/outlined cells.
9. To add additional historical BMPs not previously reported, scroll to the row after the last record and begin by typing in the BMP Status (Column E). The remaining columns will be formatted with picklists and notes; refer to the instructions above for progress/planned BMPs.While not required for Historical BMPs, installations are encouraged to report new historical BMPs because EPA will accept these data for annual progress reporting.

1.I don't have design information for my planned BMPs. What should I enter?
First, check with the installation planning division to ensure that there is not additional information available about the project. Once you have confirmed that further information is not available, refer to the following guidance to provide estimates or placeholders of BMP information:
Estimate the Built Date (Column AN) based on your best available information. If you have limited information, you can estimate based on the anticipated year (1/1/YYYY) or simply provide 1/1/2025.
Estimate the Year Funded (Column C) and BMP Status (Column B) based on the Built Date estimate.
For the MD North and MD East (Columns Q and R) and the Latitude and Longitude (Columns S and T), provide either an estimate of the site location or a point within the installation boundary.
For the Structure and BMP Type (Columns X and Y), select your best estimate. If no information is available, select Structural BMP and Extended Detention Structure - Dry.
If available, use planned site information to provide the Impervious Acres (Column AK) and Urban Acres (Column AL) treated by the BMP. If no information is available, use the existing site data.
For Rainfall (Column AM) treated, if it is not known, enter 1.0.
2.I don't know the Rainfall for my BMPs. What should I enter?
For BMPs installed after 11/1/2000, you may estimate the Rainfall depth as 1.0 inches. If it was installed before that date, refer to the stormwater regulations in effect at the time the BMP was installed.
3.I don't know what metrics to report for my BMP type. Where can I find this information?
The appropriate cells for your BMP should be outlined in red after you select your BMP Type. Some BMPs (like Stream Restoration and Shoreline Management) require Project Length. Street Sweeping (either Mechanical or Regenerative/Vacuum) will require the Acres Swept and Times Swept. There are additional fields for metrics associated with tree planting and elimination of impervious surfaces BMPs.
4.What do "Acres Swept" and "Times Swept" mean?
First, for street sweeping BMPs, you must report each year's activities on a different row. SY2020 street sweeping must be reported on a separate row than your SY2019 BMP.
You must enter a new row for all past and planned years of street sweeping.
Acres Swept (Column AY [Planned and Progress] or BB [Historical]) refers to the amount of impervious area swept. If you sweep the entire installation, do not enter the entire acreage of the installation. Instead, you must determine the area of the impervious surfaces cleaned by the sweeper.
Times Swept (Column AZ [Planned and Progress] or BC [Historical]) refers to the number of times the sweeping was performed. If it was performed monthly, enter 12. For weekly, enter 52. If the frequency varies seasonally, estimate the number of times the sweeping occurred over the calendar year.
5.I need more information about the different BMP types. Where can I go?

For more information about BMP types and how they are credited by the Chesapeake Bay Program Partnership, please refer to the Quick Reference Guide for Best Management Practices (BMPs), which includes general information about the practice, how it is reported, and how the amount of credit is determined. 6.What are BMP enhancements, conversions, and restorations?
Retrofit: Refers to projects that provide increased nutrient and sediment reductions on an existing site that is either currently untreated or inadequately treated.
Enhancements: Retrofit utilizes the original stormwater treatment mechanism but improves nutrient removal. For example, by increasing the storage volume, extending the flow path, or increasing the hydraulic residence time.
Conversions: Retrofit involves the redesign of an existing BMP. An example is converting a dry pond to a constructed wetland or wet pond.
Restoration: Applies to major maintenance upgrades to existing BMPs that have either failed or lost their original stormwater treatment capacity.
7.How do I report a BMP retrofit?

If the retrofit will keep the same BMP ID as the existing practice, edit the existing record. Add comments as appropriate to provide additional information.

If the previous BMP no longer exists or if the retrofit is assigned a new BMP ID, change the status of the existing BMP to "Remove". Enter information on the new BMP in a new row. Use the Comments field to note the unique ID of the prior BMP (if applicable).

8. How are inspection and maintenance requirements calculated by the spreadsheet?

The inspection date Column AS (Historical) is conditionally-required based on the credit duration and date installed of the selected BMP. All BMPs must be inspected within the credit duration (in years) of the BMP, which is defined by the Chesapeake Bay Program, to maintain credit. If maintenance was performed on the BMP, please enter a maintenance date.
9.How do I report BMPs that are in series/part of a treatment train?

Neither CAST nor the jurisdiction templates include a mechanism to report BMPs that are part of a treatment train. However, it is important that each BMP in the series is accounted for in the datacall to facilitate tracking of future inspection and maintenance activities. Therefore, enter one row for each BMP in the treatment train.

If the drainage area information for each BMP is known, follow this procedure: Beginning with the most upstream BMP, enter the area treated exclusively by the BMP. For each subsequent downstream BMP, exclude the area treated by the upstream BMPs. This prevents double-counting of the acres reported as treated.

If runoff from one area is treated by two BMPs, you may also choose to enter the entire area treated by the BMP with the higher pollutant removal efficiency. Then, enter 0.0001 acre for any remaining BMPs.

If the individual drainage area information is not known, divide the total area treated by the treatment train equally among the individual BMPs.

10. Should I report BMPs installed to meet development standards/requirements for new and redevelopment sites?

Yes, this datacall is intended to capture records for all BMPs implemented at DoD installations.

11. What do I do if a BMP I am reporting is not in the CAST cost profiles?

MDE released a report in 2019 tabulating the cost of BMP construction using the BMP codes found in the Maryland template (pg. 20):

In 2011, King and Hagan completed a report compiling the costs of stormwater BMPs in Maryland County. Though the data was collected only in Maryland, the estimated costs can provide a starting point for estimating BMP costs in other states. Because the costs in this report may be dated, applying a factor for inflation may be appropriate.

For specific BMPs, additional research may be warranted to find an estimate for the unit cost for BMPs in the Chesapeake Bay.

12. Why can’t I sort data within the spreadsheet? How can I navigate within the sheet?

Sections of the spreadsheet are locked to prevent changes to important information in certain columns. As a result, the data cannot be sorted. You can, however, filter data in all fields. If you need to quickly reach the top or bottom of a data field, you press CTRL+↑ (top) or CTRL+↓ (bottom).

In lieu of hiding or unhiding fields, we recommend you use the “New Window” or “Split” option on the View tab.

13. What types of natural resource projects are eligible for water quality credit?

Common natural resource projects that create TMDL credit at DoD installations include stream restoration, shoreline restoration, tree planting, conversion of developed land to natural conditions, riparian forest buffers, and forest plantings, among others. If you are uncertain about if a project is eligible, contact Hee Jea Hall (hhall@brwncald.com) for more information.

14. How will upcoming changes to crediting protocols for stream restoration affect my planned projects?

In future reporting, stream restoration projects will need to use the revised Stream Restoration Protocols (dated 2020). At that time, new stream restoration projects will no longer be credited based on the length restored. Projects must be reported with the pounds of TN, TP, and TSS reduced per Protocol. The Protocol requirements will take effect on July 1, 2021.

The calculations associated with the Protocol require monitoring of pre-construction conditions. Therefore, it is important installations start now to assess the new requirements and impacts to future projects. You can learn more and find the approved documents at this link:

15.How can I create a unique ID that meets MDE standards?

The BMP ID must be a unique identifier, so the BMP can be tracked in CAST for the BMP Crediting Reports. BMPs with an ID highlighted in orange were found to be duplicates in the overall MDE database of BMP records. The BMP IDs for those records have been modified to reflect the modified unique ID assigned by MDE.

To avoid inadvertent duplication of the BMP ID within DoD and at large within the state, MDE recommends that the BMP ID include a facility code, which is a shortened acronym for the installation name. The recommended codes for DoD installations in Maryland are:
