b. Volume II – Technical Volume.

(1) The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical factors defined in the Addendum to FAR Part 52.212-2 for Award. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications technical data, etc.);

statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror’s proposal. Elaborate brochures or documentation, detailed art work, or other embellishments are unnecessary and are not desired.

(2) The Technical Volume shall, at a minimum, be prepared in a form consistent with the PWS and the evaluation criteria for award set forth in the Addendum to FAR Part 52.212-2 of this solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor’s technical competence and ability to comply with the contract task requirements specified in the PWS. The Offeror shall address as specifically as possible the actual methodology used for accomplishing the PWS tasks. Any assumptions, exceptions or deviations must be addressed and communicated to the KO no later than instructed above. The volume shall be organized according to the following general outline:

-Table of Contents -List of Tables and Drawings -Cross Reference Matrix (if any) -Technical Volume

Sub-Factor 1 – Technical Approach: The proposal shall demonstrate the Offeror’s overall understanding of the scope of the services required. The proposal shall contain a detailed narrative fully explaining how the Offeror intends to accomplish the tasks in the PWS with minimum risk to the Government by providing the information as requested below. This narrative should focus on how the work will be done and not on what is to be done. Offeror is not to merely restate the PWS instead Offeror is required to discuss/describe their individual approach to conducting the technical requirements of the PWS, particularly the requirements in paragraph 5, Specific Tasks below.

Technical approach for managing the following types of event and/or services:

Urban Search & Rescue (US&R) requirements Civil Support Teams (CST) Mass Casualty Decontamination and Reconnaissance and Surveillance (MCD/R&S) Technical approach for managing concurrent projects during contract performance. Approach shall be based on concurrent (at least three events overlap) events that are listed under Part 5 of the

PWS/

Sub-Factor 2 – Staffing Approach: Response to this approach must provide a clear understanding of the skills needed to successfully execute TO performance as well as the intended methodology for obtaining and maintaining the skills required for performance. To be deemed technically acceptable, the Approach must include:

A listing of labor categories, labor hours, and staffing mix that demonstrate the successful execution of each task areas of the PWS. The staffing plan shall also include a reasonable explanation as to why the labor categories and roles and responsibilities as proposed are best qualified and capable to accomplish the task area and discusses the procedures that will be utilized for retaining a workforce sufficient to satisfy the requirements, over the entire periods of performance of the TO. The Government will evaluate the qualifications and the level of authority of the key personnel. Submission of resumes is required for the key personnel listed in PWS. 1.6.11.1.

Sub-Factor 3 – Sample Task Order: This is an individual task order scenario representing actual services that are required by the Government. The scenario will be based on a firm-fixed-price type task order. Note: DO NOT contact the military installation regarding this scenario. The Offeror shall describe its technical approach to developing a solution that meets the requirements as stated in the Sample Task Order PWS.

(a) The offeror shall describe “how the work gets done” in each functional area of the scenario in sufficient detail to demonstrate an adequate understanding of the Army’s readiness, mobilization and demobilization requirements. Assumptions shall be provided.

(b) The offeror shall describe how they will utilize their proposed processes, procedures and approaches in performing the work, including use of innovations or process reengineering and management of cross-organizational processes.

(c) The offeror shall submit an organizational chart and narrative that: includes a detailed explanation of its organizational structure; provides adequate oversight of all task areas identified in the task order scenario PWS;

clearly identifies what the key positions are, the qualifications of those position(s), and responsibilities; and explains what parts of the organization are responsible for what work (identifies each organizational element, i.e., Division/Branch/Team, and what work they are responsible for managing and accomplishing; where decision making authority lies within the organization; and clearly describes the work performed by teaming partners). The offeror shall explain the process it will employ to ensure that clear lines of communication exist between the prime and teaming partners that enable seamless performance of task order work.

(d) The offer shall depict staffing for task order performance by providing manpower matrices depicting the proposed total overall manning (total number of Full Time Equivalents (FTEs)) by work years and labor category for each functional area of the task order PWS. The manpower matrices shall be broken down by contract line item number (CLIN) for the period of performance. The offeror’s manpower matrices shall be supported by a discussion of the methodologies used and the assumptions relied upon to determine the proper mix of labor categories and hours. All cross-utilization of the labor force shall be clearly explained and depicted. This information should NOT conflict with information provided in Volume IV. No pricing information shall be submitted in this volume.

(e) Offeror shall include a narrative discussing the approach for handling fluctuating workloads on the task order scenario and for mitigating associate risks.

c. Volume III – Past Performance. The Past Performance evaluation will be accomplished by reviewing aspects of an offeror’s recent and relevant Past Performance, focusing on and targeting performance which is relevant to the effort, as it directly relates to the work being procured under this solicitation and as defined in the Addendum to FAR Part 52.212-2.

Past performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform any portion of the proposed effort based on the total proposed price. The offeror shall submit, along with the information required in this paragraph, a consent letter executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of adverse past performance information to the Offeror so the Offeror can respond to such information. For each identified effort for a commercial customer, the Offeror shall also submit a client authorization letter, authorizing release to the Government of requested information on the Offeror’s performance.

(1) The Offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The Offeror SHALL NOT go back any farther than 3 years for services for the submitted data. The past performance data shall show successful history of past contract performance.

(2) In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Contractor Performance Assessment Reporting System (CPARS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance.

However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the Offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

(3) Submission Requirements. The offeror shall submit a Past Performance Volume containing the following:

a. Table of Contents

b. Summary Page describing the role of the Offeror and each subcontractor, teaming partner, and/or joint venture partner that the Offeror is required to provide Past Performance specific relevant contract reference sheets for the past performance experience.

c. Consent Letters executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing the release of past performance information so the Offeror can respond to such information. A sample consent letter can be found at Attachment 10.

d. Client Authorization Letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the Offeror’s performance.

e. Organization Structure Change History—Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror(s), your "roadmap" should be both specifically applicable to the efforts you identify and general enough to apply to efforts on which the Government receives information from other sources.

f. Specific Relevant Contracts Format—Sheets in accordance with Attachment 7 are limited to 3 pages per reference. ADDENDUM TO FAR PART 52.212-2

ADDENDUM TO 52.212-2

A. EVALUATION FACTORS FOR AWARD

This is a best value (Lowest Price Technically Acceptable) source selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items in conjunction with FAR Part 15.3, Source Selection.

A. EVALUATION FACTORS FOR AWARD—

(1) This is a best value (Lowest Price Technically Acceptable) source selection conducted in accordance with FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a single Offeror who is deemed responsible in accordance with the FAR, whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable (LPTA) offer.

(2) Trade-offs between cost/price and non-cost/price factors are not permitted. Unreasonably high, unbalanced, inaccurate or incomplete price proposals, may be the grounds for eliminating a proposal from competition. Pricing based on competition, inaccurate or incomplete price proposals may be grounds for elimination a proposal from competition. The Government will evaluate proposed prices for reasonableness using price analysis techniques.

Proposed prices evaluated as unreasonable may be grounds for eliminating a proposal for competition.

(3) Proposals will be evaluated for acceptability but not ranked using the non-cost/price factors. Award will be made on the basis of the technically acceptable proposal with the lowest price.

The Government will evaluate the Offerors’ technical proposal to determine whether it satisfies the minimum for successful contract performance. In order to be considered for award, Offeror’s technical proposal must be an “acceptable” rating in every non-priced factor.

The Government will evaluate proposed prices for price reasonableness. Proposed prices evaluated as unreasonable may be grounds for eliminating an offer from competition. In accordance with FAR Part 15.404-1, price analysis techniques will be used to determine the total evaluated price to support the selection of the lowest price technically acceptable Offeror.

The Government intends to evaluate proposals and award a minimum of one (01) contract without discussions with Offerors. Therefore, the Offeror’s initial proposal should contain its best terms from a technical and price standpoint.

However, the Government reserves the right to make clarifications, request revised offers, or hold discussions, if later determined by Contracting Officer to be necessary. The Government may reject any or all offers if such actions are in the public interest and/or waive informalities and minor irregularities in the submitted offers.

B. EVALUATION CRITERIA—Evaluation criteria consist of factors and sub-factors. The proposals will be evaluated under three (03) evaluation factors and three (03) sub-factors:

Factor 1: Technical Capability

Sub-factor 1– Technical Approach Sub-factor 2 – Staffing/Management Approach Sub-factor 3 – Sample Task Order

Factor 2: Past Performance Factor 3: Price

(1) FACTOR 1 – TECHNICAL CAPABILITY. The Government’s technical evaluation team will evaluate Offeror’s responses to determine either technically acceptability or technically unacceptability (price excluded). In order to be considered technically acceptable, Offeror’s response shall demonstrate a clear understanding of the requirement in all areas and a practical/functional technical approach that meets the needs of the PWS. Failure to meet the criteria will render the contractor’s response to be technically unacceptable and will not be considered for award. To be considerd technically acceptable the offeror shall:

Sub-Factor 1 – Technical Approach: The proposal shall demonstrate the Offeror’s overall understanding of the scope of the services required. The proposal shall contain a detailed narrative fully explaining how the Offeror intends to accomplish the tasks in the PWS with minimum risk to the Government by providing the information as requested below. This narrative should focus on how the work will be done and not on what is to be done. Offeror is not to merely restate the PWS instead Offeror is required to discuss/describe their individual approach to conducting the technical requirements of the PWS, particularly the requirements in paragraph 5, Specific Tasks below (to be deemed technically acceptable, the Approach must include).

Urban Search & Rescue (US&R) requirements Civil Support Teams (CST) Mass Casualty Decontamination and Reconnaissance and Surveillance (MCD/R&S) Technical approach for managing concurrent projects during contract performance. Approach shall be based on concurrent (at least three events overlap) events that are listed under Part 5 of the PWS/

Provide a chart that depicts the total number of associated Full Time and/or Part Time Equivalents (FTE's) for each proposed labor category as well as the proposed qualifications, knowledge, skills, expertise, security clearances, and education levels for each proposed labor category in accordance with PWS Section 1, Section 4.2, and Section 5 for each labor category.

Provide the names of the Key Personnel and their resumes. Resumes shall clearly demonstrate that the Key Personnel satisfy or possess all applicable certifications, security clearances, level of authority and other qualifications required for their designated positions.

(c) The offeror shall submit an organizational chart and narrative that: includes a detailed explanation of its organizational structure; provides adequate oversight of all task areas identified in the task order scenario PWS;

clearly identifies what the key positions are, the qualifications of those position(s), and responsibilities; and explains what parts of the organization are responsible for what work (identifies each organizational element, i.e., Division/Branch/Team, and what work they are responsible for managing and accomplishing; where decision making authority lies within the organization; and clearly describes the work performed by teaming partners).

The Technical Factor will receive one of the adjectival ratings defined below. The sub-factor ratings will be used to determine an overall rating for the factor. To receive a rating Acceptable, all sub-factors must receive a rating of Acceptable.

Table A-1. Technical Capability Ratings.

(2) FACTOR 2 – PAST PERFORMANCE. The Government will evaluate the Offeror’s past performance information and assign a past performance rating of acceptable or unacceptable (See Table A-2). To be considered acceptable, based on the Offeror’s performance record, the Government would have to have a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown. To be considered unacceptable, based on the Offeror’s performance record, the Government would have

Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

to have no reasonable expectation that the Offeror will be able to successfully perform the required effort. The Offeror’s past performance information will be evaluated based on the following:

(a) The Government reserves the right to obtain and evaluate past performance information -from any source it deems appropriate. The Past Performance evaluation will assess the relative risks associated with an Offeror’s likelihood of success in performing the solicitation’s requirements as indicated by that Offeror’s record of past performance experience. The purpose of the past performance evaluation is to allow the Government to determine/assess how the Offeror will perform the effort described in the solicitation and PWS, based on the Offerors demonstrated recent, relevant, and quality of performance. The Offeror’s past performance history will then be assessed to derive the Offeror’s Performance Risk level.

(b) Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the three (03) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

(c) Relevancy Assessment. To be relevant, the effort must be of similar in nature of work, size, magnitude, complexity, and scope. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature, size, and complexity to the services being procured under this solicitation. A relevancy determination of the Offeror’s (including joint venture partner(s) and major or critical subcontractor(s) past performance will be made.

In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the Offeror, teaming partner, or subcontractor…
