BRIGADE/BATTALION MISSION COMMAND SME
DESCRIPTION OF DUTIES
Trains and evaluates Department of Defense (DoD) Battalion and Brigade Command Post (CP) staff personnel from the Active Duty, National Guard, and US Army Reserves in individual and collective tasks, tactics, techniques, and procedures for mission command of DSCA Operations in the Homeland. Produces reports of training or evaluation following each training event and as required. Provides individual and collective training to client units as requested. Conducts analysis and produces reports of evaluation and training results. Conducts formal and informal After Action Reviews (AARs) with clients during execution of and upon completion of training events. Provides subject matter expertise in review of DSCA doctrine publications.
TRAIN and EVALUATE
· Serve as a member of US NORTHCOM Joint Integrated Evaluation Team (JIET), conducting training and evaluation of National Guard Homeland Response Forces (HRFs) or CBRN Enhanced Response Force Package (CERFP) Command Posts:
· Integration into ICS Planning and Operations
· Hazard Analysis and Force Protection planning
· Joint Operational Planning Process (JOPP), Military Decision Making Process (MDMP) and Rapid Decision-making and Synchronization Process (RDSP) in DSCA Environments
· Situational Awareness and Understanding
· Operational Planning and Execution, Knowledge Management, and Information Management
· Sustainment Planning, Coordination, and Execution
· Interoperable Joint Force Communications and Network Operations
· Deliberate Risk Assessments
· Religious Support Team (RST) integration into the DSCA environment, to include Traumatic Event Management (TEM) and Critical Incident Stress Management (CISM)
· Legal Impacts of DSCA Operations, to include Rules for the Use of Force (RUF)
· Internal and External Medical Support Planning and Joint Force Health Protection
· Development and Dissemination of Public and Command Information
· Introduction to the CBRN Response Enterprise and DSCA
· Command Post Planning, Operations, and Sustainment in a DSCA environment
· Hazard Analysis and Force Protection Planning
· Integration into DSCA operations
· Conducts formal and informal AARs with client units to facilitate learning and improvement
EXERCISE DESIGN / SUPPORT
· Provide formal and informal feedback on training events to improve training products
· Assist with scenario development, synchronization, and support in order to develop and deliver the most effective training to achieve unit training goals and objectives for CBRN Response Enterprise Units
· Individual and Collective training
· Table Top Exercises (TTXs)
· Command Post Exercises (CPXs)
· Field Training Exercises (FTXs)
· Collective Training Events (CTEs) and Special Focus events (SFEs)
· Review and tailor CPX Master Scenario Event Lists (MSEL) for relevance to achieve unit training objectives
· Synchronize CPX scenario presentation to achieve training objectives
· Prepare, review, revise Command Post classes
· Assist Exercise Control in exercise scenario development and synchronization to achieve multi-echelon training and evaluation objectives
ADDITIONAL REQUIREMENTS
· Maintain current knowledge of existing and emerging doctrine from the Department of Defense (DOD), Department of Homeland Security (DHS), Environmental Protection Agency (EPA), and other applicable Federal and State agencies
· Review and recommend changes to US Military doctrinal publications, to include Training and Evaluation Outline (T&EO) updates and revisions
· Review and comment on unit Standard Operating Procedure (SOP) and/or Standard Operating Guide (SOG) as requested
· As required, serve as an alternate Operations or Planning Analyst for other divisions
· As required, represent organization in planning and coordination meetings and conferences
· Prepare, review, and edit correspondence and documentation for senior (General Officer level) DOD personnel
· Maintain Microsoft Office skills (including PowerPoint, Word, and Excel)
· Ability to coordinate and conduct basic Staff Actions and prepare and conduct briefings (Senior Agency Official level)
· Other duties as required
