Conditions: A terrorist attack or an intentional or unintentional event involving chemical, biological, radiological, nuclear, and high-yield explosives

(CBRNE) or natural disaster is threatened or has occurred within a dynamic operational environment against a single threat. The unit is deployed in support of decisive action. The unit is performing civil support operations in support of tribal, local, state, or federal agencies in an interagency environment. The unit incident support operations have terminated. Movement assets are provided according to the movement plan. Threat capabilities cover a full spectrum including information gathering; hostile force sympathizers; terrorist activities to include suicide bombings; and conventional, air supported, and reinforced squad operations in a chemical, biological, radiological, and nuclear (CBRN) environment. Standard

MOPP 4 conditions do not exist for this task. See the MOPP 4 statement for specific conditions.

Standards: In accordance with (IAW) ATP3-11.46, the command element directs and supervises deployment activities and coordination. The

ADVON departs within 90 minutes and the Main Body deploys within 180 minutes of notification. Command element directs the deployment of personnel and equipment to a designated staging area according to the unit SOP and as previously coordinated with Incident Command Post (ICP) representatives. In a live training environment 85% of the leadership and 80% of Soldiers are present at training against their authorized strength. The

Weapons of Mass Destruction-Civil Support Team (WMD-CST) attains 90% on performance measures, 100% of critical performance measures, and 90% on leader performance measures achieving a T (Fully Trained).

Note: Leaders are the Commander, Deputy Commander, First Sergeant, Operations Officer, and Section Leader. Leaders may also be any personnel assigned to the unit and designated as leaders by the Commander.

Static: Aspects of Operational variables PMESII-PT (political, military, economic, social, information, infrastructure, physical environment and time) needed to stimulate mission variables METT-TC (mission, enemy, terrain and weather, troops, and support available, time available, civil considerations) are fixed throughout the unit’s execution of the task.

Dynamic: Operational variables PMESII-PT and threat TTPs for assigned counter-tasks change in response to the execution of BLUFOR's task.

Complex: Requires a minimum of four (Terrain, Time, Military (Threat), and Social (Population)) or more operational variables; brigade and higher units require all eight operational variables (PMESII-PT) to be replicated in varying degrees based on the task being trained.

DANGER

* 6. The command element directs the deployment of personnel and equipment to a designated staging area according to the unit SOP and as previously coordinated with Incident Command Post (ICP) representatives.

7. The command element ensures that the following is done:

+ a. Risk assessments and safety briefs are conducted.

b. A final inspection of each element is conducted at the designated time.

c. The unit initiates movement according to the deployment plan.

d. Deployment data is reported to higher headquarters as required.

e. Situational awareness is maintained.

f. Fragmentary orders are issued as required.

8. The Weapons of Mass Destruction-Civil Support Team (WMD-CST) conducts interagency coordination by communicating with the Incident Commander (IC) or lead agency representatives.

Note: WMD-CST falls under the Incident Command System (ICS) operations section or its branches, but it may integrate by function into the ICS structure.

9. The WMD-CST identifies the ICS support resources available to the WMD-CST.

Support Team intends to set up operations as part of the Incident Action Plan (IAP). Safety Officer develops a site safety plan. In a live training environment 85% of the leadership and 80% of Soldiers are present at training against their authorized strength. The CBRN team attains 90% on performance measures, 100% of critical performance measures, and 90% on leader performance measures achieving a T (Fully Trained).
