About this file

This is a Solicitation Questions and Answers document for federal contract W9124G-26-Q-A003 addressing fire extinguisher maintenance and replacement services at six military locations.

The contract covers maintenance, inspection, and lifecycle replacement of 234 serviceable wheeled fire extinguishers (50-lb and 125-lb units) distributed across six locations: Cairns AAF (45 units, 50-lbs), Knox AHP (26 units, 125-lbs), Shell AHP (15 units, 50-lbs), Lowe AHP (58 units, 50-lbs), Hanchey AHP (54 units, 50-lbs), and Commissary (36 units, 50-lbs). The current inventory consists of BC Dry Chemical (128 units) and Purple K (106 units). Key requirements include annual comprehensive inspections within 90 days of contract start, 6-year and 12-year hydrostatic testing performed off-site at the contractor's facility, maintenance and recharge services, and replacement of failed units. Loaner equipment meeting equivalent specifications is acceptable to maintain operational readiness during off-site testing. The contractor must maintain current and valid fire extinguisher service certifications and complete Joint Knowledge Online Level I Antiterrorism Awareness Training (2 hours). Work requires coordination with a government Contracting Officer's Representative and will be escorted by government personnel, particularly for flightline access. Federal wage determinations are available on SAM.gov. The government will not provide on-site staging space at its expense and assumes no liability for contractor equipment or materials on-site. No previous inspection or maintenance reports will be posted, and there are no NSNs associated with this contract.

W9124G-26-Q-A003: Solicitation Questions

1. The SOW states annual inspections will be conducted within the first 90 days of the Period of Performance, but Section 9 requires completion within 15 calendar days of contract start. Can the Government clarify which timeline applies for the initial comprehensive inspection?

Section 9 should be adjusted to match the time listed under Maintenance and Repair in the Statement of Work which is 90 days.

2. SOW Section 1.2.5 notes that replacements depend on units failing inspection, yet CLIN 0002 requires a Firm Fixed Price for a "1 Job" supply quantity. How should quoters accurately price CLIN 0002 since the volume of replacement units cannot be known prior to inspection?

The life expectancy of a rechargeable fire extinguisher is 12-15+ years.

Mfg. Date Total Size 2014 2 125Ibs 2018 14 125Ibs 2023 10 125Ibs 2018 112 50Ibs 2029 96 50Ibs

3. The DEL X-1 Inspection Report requirement lists a "count of serviceable (234) vs.

failed (11) units". Are "234" and "11" just placeholders to illustrate the report format, or are there 11 known failed units requiring immediate replacement?

This information was based on the last Inspection Report in Aug 2025. There’s a total of 234 serviceable fire extinguishers between the six locations. There are no known replacements needed at this time.

4. Section 9 lists a total inventory of 256 government-owned extinguishers. To ensure accurate logistics planning and asset tracking, can the Government provide a breakdown of these 256 units by exact size, type, and quantity at each of the six specified locations?

There is a total of 234 serviceable fire extinguishers between the six locations. See breakout below:

5. To assist quoters in assessing the baseline condition of the equipment, can the Government provide the most recent annual inspection reports or historical maintenance records for the inventory covered under this contract?

At this time, no reports will be posted to the solicitation.

6. Performance requires accessing and servicing extinguishers located directly on base field flightlines. Can the Government clarify the specific vehicle and personnel requirements necessary to obtain driving privileges on the flightlines (e.g., specific insurance minimums, flightline drivers' training, or specialized vehicle passes)?

The government cannot determine the number of vehicles or personnel needed for this requirement. The contractor will be escorted by a government representative while the work is being performed. Contractor will coordinate and be escorted by the COR.

7. Section 3 states the contractor is responsible for ensuring all certifications are maintained. Will the Government confirm if a valid State Fire Extinguisher Service license issued by Alabama, or a reciprocal license from a neighboring state like Florida, is acceptable to meet the technician qualification requirements?

It is the contractor’s responsibility to ensure all certifications for the work being conducted are current and valid. Please see updated SOW.

8. The Joint Knowledge Online (JKO) hyperlink provided in Section 6.1 is currently unavailable or returning an error. Can the Government provide an updated link, confirm the exact title of the required AT Level I course, and state the approximate duration (hours) expected to complete it?

JS-US007 Level I Antiterrorism Awareness Training (2 hrs)

Location Size Quantity Cairns AAF 50lbs 45 Knox AHP 125 lbs 26 Shell AHP 50 lbs 15 Lowe AHP 50 lbs 58 Hanchey AHP 50 lbs 54 Commissary 50lbs 36 https://jkodirect.jten.mil/html/COI.xhtml?course_prefix=JS&course_number=-US007

9. There is no Department of Labor (DOL) Wage Determination attached to the solicitation package. Will the Government please provide the applicable Wage Determination to ensure accurate labor pricing?

All federal wage determinations are available on SAM.gov

10. Can we stage a locked tool trailer or Conex on-site for the duration of the contract?

Not at the government’s expense and the government would not be liable for it or its contents.

11. Can we use loaner units to maintain coverage while units are out for 6-year or 12-year service?

Loaner equipment would be acceptable if the loaner equipment meets the same requirements as the equipment it is replacing.

12. Fire Extinguisher Agent Types:

The SOW specifies the maintenance and life-cycle replacement of 50-lb and 125/150-lb wheeled fire extinguishers; however, it does not identify the specific chemical agent types currently deployed (e.g., ABC Dry Chemical, Purple K, Halotron/Clean Agent). Since recharge requirements and full unit replacement costs vary significantly based on the chemical type, this information is necessary for accurate pricing.

Currently we have a combination of BC Dry Chemical and Purple K.

13. Loaner Unit Requirements:

The SOW indicates that 6- and 12-year hydrostatic testing may be performed off-site at the contractor’s facility. Could you please clarify whether the contractor is required to provide temporary operational “loaner” wheeled units to maintain compliance and operational readiness while Government-owned units are removed from the airfields?

Loaner equipment would be needed and is acceptable if the loaner equipment meets the same requirements as the equipment it is replacing.

14. Question: Do you know what type of chemical the wheeled units are?

Dry chemical

a. ABC

b. BC (128)

c. Purple K (106)

d. Halon or Halotron

e. Co2

Currently we have a combination of BC Dry Chemical (128) and Purple K (106).

15. Could you please confirm the extinguisher agent/types currently in service for the 50 lb and 125/150 lb wheeled units (ABC, Purple K, Halotron, etc.)?

Currently we have a combination of BC Dry Chemical and Purple K.

16. During off-site hydrostatic testing, will temporary loaner extinguishers be required while units are being serviced?

Loaner equipment would be needed and is acceptable if the loaner equipment meets the same requirements as the equipment it is replacing.

17. Are any previous inspection, maintenance, or servicing reports available that could be shared for reference?

At this time, no reports will be posted to the solicitation.

18. What is the manufacturer's part # you need?

Not sure what this is referencing.

19. What is the NSN?

There are no NSNs associated with this contract.
