About this file
This document contains Instructions to Quoters and Evaluation Factors for Award for a Department of Defense competitive solicitation set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 811310. The Government intends to award one contract to a single SDVOSB contractor. Quoters must be registered in the System for Award Management (SAM) database under NAICS 811310 to be eligible for award; failure to register under this specific code renders contractors ineligible. All interested parties must monitor SAM.gov for any amendments to the solicitation and acknowledge amendments in their quotes; failure to respond to amendments renders quotes ineligible for award.
Solicitation questions must be submitted in writing via email to Jeanellia.s.payne.civ@army.mil and Christopher.w.martin24.civ@army.mil by 29 May 2026 at 12:00 PM CST. All quotes must be received digitally by email to both addresses prior to 9 June 2026 at 12:00 PM CST and must clearly identify the procurement title, solicitation number, and quoter's company name. Evaluation will be conducted on two factors: Technical Capability and Price. Technical capability will be rated on an acceptable/unacceptable basis based on whether quotes meet or exceed all requirements in the Statement of Work. Award will be made to the lowest priced technically acceptable (LPTA) quote. The Government intends to award without discussions, requiring quoters to submit their best and complete quote upon initial submission. Incomplete quotes may be deemed ineligible for award.
