EVALUATION OF PROPOSALS

Evaluation of Proposals

1. This solicitation falls under the guidance of FAR parts 12 & 13 for the acquisition of commercial items and services. This solicitation and the contracting officer may import terms, procedures, and concepts from FAR part 15 at will without importing all regulations and procedures from the referenced FAR parts. This solicitation shall use the terms quote and proposal interchangeably.

2. The Government does not intend to establish a formal competitive range; conduct "discussions" with all responders within a competitive range, or request final proposal revision from offerors. Therefore, initial proposals should include the offeror’s best terms from a price and technical standpoint. Although the Government does not anticipate establishing a formal competitive range or conducting discussions; the Government does reserve the right to do so if the contracting officer determines that it is in the best interest of the Government.

3. Technical volume will be evaluated in accordance with the following criteria:

3.1. The proposed technical solution must meet the minimum criteria of the Statement of Objectives and other solicitation terms. Any proposed technical solution that does not meet the minimum criteria as set forth in the SOO and solicitation shall be rated as unacceptable and removed from consideration. Merely restating the Government’s requirements is not sufficient to meet the minimum criteria of the statement of objectives.

3.2. Proposals meeting the minimum technical criteria will be further evaluated to determine what benefits and increased capabilities, above the minimum technical requirements, are included in each proposal. The Government has identified several suggested areas where increased capability may be of additional value, however the Government’s evaluation of added value from increased capability shall not be limited to these areas. Offerors may propose no additional capabilities, a subset of those identified below, or an entirely different set of capabilities that may be of value to the Government. The suggested areas of increased capability are:

-Software functionality and ease of use -Additional expansion capability -Additional video storage capacity

3.3. The evaluations conducted for the technical volume shall be assigned and adjectival rating based upon the definitions in the table below:

Proposal does not meet the minimum requirements of the Statement of Objectives. Proposal is unawardable.

4. Price Volume:

4.1. The offeror’s price submission will be evaluated considering Volume II in context with the technical submission under Volume I. The techniques and procedures described under FAR Part 15.404 will be the primary means of assessing price submission reasonableness. To be viable for award, the offeror’s price must be determined fair and reasonable. This determination is at the sole discretion of the contracting officer.

4.2. The Government reserves the right to evaluate any proposal for unbalanced pricing and/or price realism at the contracting officer’s discretion. A negative evaluation in either of these areas may result in removal from consideration.

4.3. In accordance with Section B (CLIN Schedule) this contract effort will be split into three contract line items.

0001 Equipment, 0002 System Installation, 0003 System Warranty. The total cost of equipment may not exceed $250,000.00. Any proposal proposing more than $250,000.00 of equipment will be removed from further consideration.

5. Basis of Award:

In accordance with FAR 13.106 The Government intends to award a single contract to the offeror whose proposal, conforming to the solicitation, provides the overall best value to the Government. There are two evaluation factors that will be evaluated Technical and Price. Price is more important than Technical, however the Government reserves the right to award to an offeror other than the lowest priced based upon a best value determination.

INSTRUCTIONS TO OFFERORS

Instructions to Offerors

Offerors may only provide one proposal in response to this solicitation. Proposals must contain separate volumes as described in the table below:

1. Format for responses to Volumes I and II must be as follows:

A page is defined as one face of a sheet of paper containing information.

Typing must not be less than 12 font.

The table of contents does not count against the page limitation.

2. Volume I - Technical:

The offeror shall provide, as part of their technical volume, a Contractor’s Statement of Work (CSOW) which details the specifications of the system proposed as well as every element of work and task required to be accomplished. This includes equipment, installation services, and warranty services. This CSOW will be attached to the final contract and will detail the scope of the contract. Any CSOW terms which conflict the terms of this solicitation or which violate any law or regulation are unacceptable and may result is the offeror’s exclusion from further consideration. In the event of a dispute after contract award between the CSOW and other contractual documents, all Government documents will take precedence over the CSOW.

In addition to the CSOW, the offerors technical volume should describe the proposed technical solution in general terms, including all features and benefits, and in language which can be easily understood and evaluated by personnel without technical expertise in AV systems. The CSOW, in conjunction with all additional information provided, must clearly detail how the proposed technical solution meets the minimum standards in Attachment 1 – the Statement of Objectives (SOO).

3. Volume II – Price:

The offeror shall provide prices as identified in Section B. The data should be presented in an Excel workbook. This contract effort will be split into four contract line items: 0001 Equipment, 0002 System Installation, 0003 System Warranty, and 0004 Contractor Manpower Reporting (CMR); therefore, at least one tab in the Excel workbook should reflect the price data in that format for comparison of proposals.

4. Site Visit – A site visit date and time will be announced via amendment to this solicitation. All offerors are encouraged to attend. Be aware that entry onto this facility requires signature of a Non-disclosure Agreement but does not require an active security clearance. No electronic devices, including cameras and phones, will be allowed.

All questions must be submitted in writing after conclusion of the site visit. Any Government response or information provided at the site visit is not binding unless incorporated into this solicitation via amendment.

5. Offerors will be permitted to submit one round of questions after conclusion of the site visit. Questions are due by 1700 central time on the third business day after conclusion of the site visit, not including the day of the site visit.

The due date of questions may be modified via amendment to this solicitation at the sole discretion of the contracting officer. Subsequent rounds of questions may be authorized at the sole discretion of the contracting officer and, if necessary, will be announced publicly by amendment to this solicitation.
