Stationary multi-imagers are able to capture up to 360 degrees horizontally without the need of pan functionality.PTZ is not required as long as the proposed solution covers the required views and zoom capabilities provide clear facial recognition at the required distance IAW the SOO. The SOO has been updated to reflect this change.
Given the limited availability and price of thermal PTZ cameras, will the Gov’t accept stationary thermal cameras as an alternative?Yes
If 110VAC and/or 220VAC is required at a location that does not presently have this power requirement, will Gov’t personnel provide the required power? No, the offer will need to include all work necessary to accomplish installation of their proposed system. If required the contractor shall be required to install the necessary circuts in coordination with the department of public works.
Where work is required near power poles, will the Gov’t provide personnel to de-energize power?Government has access to the breaker to turn off power to the Benjamin Complex. If additional "de-energization" is required, coordination is required. Notification to the government 2 weeks prior to work is required to coordinate with DPW/PRIDE and local power company.
Are there any local licenses required to perform the requested work?No local licenses are required. If trenching/digging is required, this will require coordination. Notification to the government 2 weeks prior to work is required to coordinate for locators.
Will the Gov’t provide a training schedule so that offerors can schedule work and/or travel and bid accordingly?Training Schedule, specifically days that the system must be operational (old or new system) and contractor cannot be on the premises, will be provided when the contract is awarded. IAW with the SOO, the Benjamin Complex is utilized approximately 72 hours every two weeks for student training.
Is there a requirement for FIPS 140-3 as it relates to storage and NVRs?Yes, all equipment must comply with FIPS 140-3 and all related security regulations.
Will the Gov’t confirm that offerors may not build or engineer an NVR or Server in-house to reduce offeror’s costs and that NVRs and/or servers must be procured from a reputable manufacturer?Confirm. NVRs and Servers must be procured from a reputable manufacturer and comply with related security regulations.
Will the Gov’t confirm that offerors must comply with Section 889 of the 2019 John S McCain National Defense Authorization Act (NDAA)?Yes, offerors must comply with Section 889.
Can the Gov’t confirm that offerors must comply with the Trade Act Agreement (TAA)?Yes, offerors must comply with TAA.
Regarding system modularity and to calculate storage, licensing, and channel requirements, will the Gov’t provide the maximum future camera expansion expectancy?Future expansion will include the adjacent building (PGD Building). Government will provide the current camera set-up as a reference. A second, smaller “Brain Stem” would also be located at the PGD Building and will require connectivity with the primary Brain Stem in the Benjamin Complex.
Will the Gov’t require any additional viewing locations apart from the control center? i.e., remote workstations? At this time, no remote workstations are required; however, an additional viewing station would be required in the PGD Building (see SERE TAC-X Camera Layout) if future expansion occurs.
Is there a preferred Category 6 cable color? No preferred color.
Given that the pathways and conduit placement is unknown at this time, upon award and installation if it is determined that boring, trenching, and underground conduit installation will be required, will the Gov’t issue an additional Task Order to the contractor to have the aforementioned work performed? No, the offer will need to include all work necessary to accomplish installation of their proposed system.
Can the Gov’t provide information on the video feed connection to the existing monitors? i.e. HDMI, Display Port etc.Current connection is DVI to DVI.
Are Scaled Drawings available, if so please post.See "Benjamin Complex Design Drawings" - These are the only drawings available at this time.
Are Ceilings Suspended? Or Hard Lid?None of the spaces requiring cameras/audio equipment are "drop ceiling"- they are all "hard lid" ceilings built with plywood. 41This is an issue brought up by our supplier. Please forward and post an answer .

This is beyond what I would get involved in with spec'ing the proper equipment. If you have a local Hanwha or Axis contact, you might see if they can be of some assistance with designing a project like this. I can tell you they would need way more information than what is provided and the customer would need to provide them very detailed information with how they want to play back the audio and video recordings. The nature of your question is unclear, however we will provide comment to hopefully address what we perceive is your concern. The Government has structured this solicitation as a statement of objectives rather than a statement of work or a performance work statement. This requirements structure allows offerors to design and propose various technical solutions to meet the Government's needs without dictating the technical solution. Offerors are expected to design and present their various technical solutions in Volume I. The Government has provided various drawings, information, and an in-person site visit for offerors to collect the information necessary to design their system and technical approach. The Government will not be issuing a list of equipment required or a design of a potential system for offerors to install.
