Statement of Objectives

1. Background: The current AV System was installed in 2006 and due to wear and tear, age, and advances in technology is no longer reliable or sufficient for its intended purposes. The scope of this requirement is to improve, repair, and provide a minimum of one-year maintenance and support to the

AV System in and around the Benjamin Complex, located within the SERE TAC-X training facility, to support the execution of SERE training, ensure student safety, facilitate training of instructors, and ensure the physical security of the facilities. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to perform the CCTV AV System improvements and repairs as defined in this Statement of

Objectives, except for those items specified as Government furnished property and services.

2. Scope: The 1st Battalion, 145th Aviation Regiment (1-145th AV RGT) SERE Detachment, requires repair and improvement to the Audio Visual (AV) System at the Benjamin Complex training facility at

Fort Rucker, AL to support current ongoing missions. This is a non-personal services contract to provide repairs and improvements to the current CCTV Audio Visual System for the U.S. Army SERE School

Benjamin Complex. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

The SERE TAC-X training facility consists of multiple buildings and areas; however, the scope of this requirement is limited to the Benjamin Complex and the immediate surrounding area, the K Shack, and an area of view to see who enters and exits the SERE TAC-X training facility Main Gate area. The

Benjamin Complex consists of an indoor space of approximately 100ft by 80ft plus an adjacent outdoor yard area of approximately 190ft by 210ft all enclosed within a fence line. Both the interior and exterior spaces contain multiple standalone constructions and rooms that will require surveillance inside.

3. Minimum Technical Requirements: Any proposed system must meet the following minimum technical requirements.

3.1 Control Center: The Benjamin Complex includes a control center that houses the main surveillance system server (Brain Stem) and has three monitoring stations with a total of six 50” televisions that view the surveillance cameras. The offeror is not required to provide any additional televisions as the six current televisions satisfy the need for a viewing station, however the proposed system must interface with the televisions currently in place or vendors may propose a replacement for the viewing station that meets or exceeds the capabilities of the current system. All system components must feed into the

Brain Stem in the Benjamin Complex Control Center.

3.2 Camera Coverage: Cameras must provide 100% coverage of all areas of the Benjamin Complex. This includes all interior and outdoor spaces within the fence line and a 360 degree field of view from the complex looking out to the wood line. This includes, but is not limited to, full coverage inside of the six outdoor huts in the Benjamin Complex yard area and full coverage inside of all interview rooms, medical rooms, and other such constructions within the Benjamin Complex, as well as in the role-playing side of the K-Shack depicted in the attached drawings. Additionally, 100% coverage of all personnel entering or exiting SERE TAC-X training facility must be provided at the Main Gate. Functionality of the PTZ-designated cameras (See Attachment 2: Benjamin Complex Design Drawings) should be that all cameras cover their respective areas but have the functionality to pan/tilt/zoom if required by the cadre for a more detailed view for purposes of an investigation/safety/etc. Camera coverage is not required in bathrooms and select administrative spaces such as supply closets, mechanical rooms, break rooms, and the Brain Stem. Cameras, as well as the audio components, in the outdoor huts in the Benjamin Complex yard area need to be concealed from view (See Attachment 2: Benjamin Complex Design Drawings).

3.3 Visual Quality & Camera Capability: The displayed picture during daylight conditions must be in color, a minimum of 1080p resolution, and of a high enough quality that facial identification is easily accomplished in every space. The cameras must be able to accomplish the 1080p resolution requirement during day, night, and low-light conditions. Cameras covering the 360 degree exterior of the Benjamin Complex must have thermal imaging capability out to a range of 400 meters. All cameras covering the exterior of the Benjamin Complex must have pan, tilt, zoom capability, and optical zoom.

3.4 System Functionality: All cameras must be hardwired and may not use any wireless, internet, or cloud based connectivity. The system must be able to provide instant replay of both audio and video recordings as well as call up past audio and video recordings from the previous two years. All elements of the system must be protected and tamper proof. Any camera or equipment installed outside or in a manner in which it may likely come into contact with the elements must be rated for outdoor use.

3.5 Audio Coverage: Audio coverage is required in all interview rooms, medical exam rooms, open bay training area, the K-Shack, all outdoor huts, and the assembly area of the outdoor yard area, as well as near the guard shack located inside the outdoor yard area by the back gate.

3.6 Audio Quality: Audio recordings must be of a sufficient quality to easily determine the speech of multiple individuals who may be speaking simultaneously with varied levels of volume to include whispering. Many of the areas covered are highly reverberant.

3.7 Modularity: Each component of the system must be modular. The system as a whole must be easily expandable in the event of future reconfigurations or expansions. No obsolete or obsolescent components may be used. Any technical solution proposing to re-utilize components of the current system must list each component individually and address how each component re-utilization meets the requirements of this paragraph.

3.8 Software: All software required to operate and record the system must be provided with licenses for a minimum of one year.

3.9 Storage: A minimum of two years’ of audio and video storage is required without requiring deletions or human operators to move or archive the data. The Benjamin Complex is currently used for approximately 72 hours every two weeks to conduct training.

3.10 Security: All data being collected by the surveillance system is considered classified information, up to and including Secret, therefore all system equipment must be compliant with security regulations.

4. Additional Requirements:

4.1 System Training: The Contractor must provide Government and Contractor personnel assigned to the Benjamin Complex with in-person training on all features and functions of the surveillance system.

The Contractor shall also provide all documentation to include a user guide that details how to use the system, system map annotating location of all components installed, and component listing detailing model, type, quantity and serial number of components installed.

4.2 Schedule Requirements: Installation of the system shall be completed within 120 days from contract award. The Benjamin Complex is utilized approximately 72 hours every two weeks for student training.

Contractor personnel may not be present while students are training. Any work left uncompleted must be concealed and inaccessible prior to student arrival.

4.3 Current System: The current AV system must be left in an operational state throughout the installation phase of this contract. Components being decommissioned, replaced, or re-utilized must not be taken offline until a replacement surveillance capability is in place. Current system components that are obsolete or no longer serviceable must be removed at the completion of this contract and the areas which these components were previously installed must be repaired to provide a seamless appearance with the surrounding area. Removed components will be turned over to the Government and subsequently disposed of by the Government.

4.4 Real Property Modification: Any technical solution requiring alteration of or modification to

Government facilities or property, to include trenching, must be approved by the Government. This includes installation of equipment to walls, poles, or any other surface where existing equipment is not currently installed.

4.5 Warranty Service: The Contractor shall provide warranty and repair service for a minimum period of one year from the date of installation. The warranty will cover all elements of the system including software. The Government will contact the Contractor if any issues with equipment/software arise.

Acknowledgement of the issue by the Contractor is required within 48 hours of notification. Repairs will be completed within 14 days of receiving required parts and must be inclusive of all costs regardless of the nature of the warranty issue.

4.6 Non-disclosure Agreement (NDA): All Contractor personnel entering the SERE TAC-X training facility must sign a NDA.
