About this file

This is an Amendment (Standard Form 30) for a Request for Quote (RFQ) for electrical installation work at a U.S. Army facility. The solicitation is a 100% Small Business Set-Aside for a firm fixed-price contract issued by the Mission and Installation Contracting Command (MICC) at Fort Knox. The project involves installing 45 operational electrical base feeds and six power whips across multiple floors of Building 3400 and USMEPCOM, with specific requirements for electricians to be licensed in North Chicago, IL.

Key details include a response due date of 08 December 2025 at 11:00 AM EST, with quotes to be submitted via email to the Contract Specialist Adam Buchert and Contracting Officer John Haarala. The government intends to award without negotiations and encourages offerors to submit their best initial pricing. Multiple floor plans and electrical panel pictures have been added as attachments to support the solicitation. There is no incumbent contractor, and a permit will be required for the installation work. Offerors must have an active SAM registration and their quote will remain valid for 60 days after submission.

Questions from Industry with Responses 26 November 2025:

1. Will you realize a site visit?

Answer: There are no plans for a site visit, however if you have specific questions about the facility (such as measurements, conditions, etc.) please let us know and we will try to answer them as best we can.

2. Do I need a license from IL in order to bid on this project?

Answer: No. Illinois does not have a statewide electrical contractor license. These licenses are handled at the local level.

This project must be performed by electricians who are licensed and certified in accordance with North Chicago, IL local requirements and city ordinances.

3. Could you please confirm whether one of the three floor plans that are attached is the primary floor plan for the project, or if all three are intended to be used together for the full scope of work?

Answer: All three are intended to be used together for the full scope of work.

4. Is there an incumbent?

Answer: No

5. Could you please clarify the scope and deliverables? The quantities appear inconsistent. The scope describes installation of 29 new 120V electrical base feeds, along with three base feeds for workstation clusters and six modular power whips. However, the deliverables section requires installation of 45 operational base feeds and six power whips.

Can you confirm the correct number of base feeds required for this effort?

Answer: This has been updated. Please see the revised SOW dated 24 November 2025.

6. We are requesting the following information:

a. Plan holders list/bidders list or mandatory prebid list: Answer: None.

b. Confirm that the bid closing date and time are unchanged: Answer: The time zone has changed from G Time Zone to

Eastern Standard Time. The actual closing date and time remain unchanged at 11:00 AM on 04 December 2025.

c. Any addenda that have been released: Answer: Amendment 0001 and a revised SOW have been posted to SAM.

d. Construction cost estimate or a construction cost range for this project: Answer: We cannot provide this information.

Questions from Industry with Responses 02 December 2025:

1. Will you be required to pull a permit for this project?

Answer: Yes

2. Could you please provide the location of the electrical panels, and the approximate distance of the homeruns to the feeds?

See the attachment "USMEPCOM Current 3rd Floor Plan." The power whip which connects the main power Answer:

supply to the electrical system within cubicles or workstations is approximately 4 to 6 feet in length.

3. Will the Electrical Metallic Tubing (EMT) Conduit be surface-mounted or inside the walls, and who Will fix the drywall if cuts are needed?

SAnswer: ee attached picture of current surface mounted whips for current furniture. They can install new whips in the same location. No cuts are needed.

4. Are any floor cores required for this installation?

No. Answer:

5. Could you share any pictures of the existing conditions?

Available pictures are attached. Answer:

6. Can you provide photos of the electrical breaker panels where power needs to be terminated, along with general pictures of the site? It's very important to see how we can run lines to the new stations (underfloor or overhead). We also need to verify whether the existing panels have enough space and capacity to terminate the new circuits. Additionally, the distance from the panels to the new bases is important for pricing; the closer they are, the cheaper the installation will be.

Answer: Available pictures are attached.

7. I'm licensed, do they accept the Chicago license. In the state of Illinois only the supervising electrician will need to be licensed; the other techs I have are not, is that a problem?

The Chicago license is acceptable. Techs/employees working under the supervising electrician do not have to Answer:

be licensed as long as the work is being performed under a licensed supervising electrician.
