Addendum to Clause 52.212-1 Instructions

1. Submission of Offers. The offeror shall submit a signed and dated proposal at or before the exact time specified in this solicitation. Failure to provide all required documents or information may exclude the offeror from further consideration. An electronic copy will be accepted at the address identified below. An emailed proposal will only be accepted to the addresses below:

Contract Specialist:

Chatman, Jonathan F CIV USARMY ACC MICC (USA) jonathan.f.chatman.civ@army.mil

Contracting Officer:

Polk, Tesia L CIV USARMY ACC MICC (USA) tesia.l.polk.civ@army.mil

a. This is an electronic solicitation release. No hard copies will be mailed. Amendments to the solicitation will be posted.

b. All inquiries during the solicitation phase should be directed to the Contract Specialist and the Contracting Officer. Offeror is requested to review the solicitation and submit only written questions and/or comments with email subject line reference: Ref:

Solicitation Number W9124C26QA034, Questions and/or Comments Generator Monitoring. All questions must be submitted no later than 10:00AM on 9 Nov 2026 to allow a reasonable time for the Government to respond. All questions submitted after that date and time may not be answered.

2. General Instructions. These instructions are designed to provide general guidance for preparing proposals as well as providing specific instructions on proposal organization, format, and content. Offeror should include all documents and information requested and should be submitted in accordance with the instructions. The Offeror is cautioned to follow the instructions carefully, as the Government reserves the right to make an award based on initial proposals received without discussion. However, the government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

a. If an offeror believes that the requirements in these instructions contain an error, ambiguity, omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer in writing with supporting rational.

b. The proposal must be presented in a manner that clearly addresses the requirements, as set forth in the PWS. Proposals that are overly verbose or include mailto:jonathan.f.chatman.civ@army.mil mailto:tesia.l.polk.civ@army.mil marketing material may distract from the evaluators’ ability to ascertain compliance with the solicitation.

c. Offerors must structure their Technical Submission in a clean, highly structured paragraph format to facilitate an accurate and timely evaluation. To ensure that both human evaluators and Government AI/Automated Evaluation Tolls can rapidly verify compliance, the Technical Submission must utilize direct, explicit language and directly mirror the paragraph titles and section numbering of the PWS (e.g., PWS 1.1, PWS 1.2)

d. Offerors should write in clear, objective paragraphs, using bold section headings that match the PWS to eliminate ambiguity. Vague compliance statements, passive language, or generalized narrative blocks that combine multiple PWS sections are highly discouraged, as they may prevent evaluators from accurately assessing technical capability.

3. Proposal Preparation Instructions. Offeror’s proposal will consist of four (4) separate volumes:

a. Volume 1 – General

b. Volume 2 – Technical Approach (to include Capabilities Statement)

c. Volume 3 – Past Performance Information

Proposal Format. All pages of the offer must be appropriately numbered and identified with Solicitation Number: W9124C26QA034 in the header and/or footer of each page.

The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative Discussion. The Summary Section shall contain a brief abstract of the file.

Proprietary information shall be clearly marked. Proposal volumes shall include:

1. Volume 1, General: The offeror shall provide the name, title, and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually.

Volume II, Technical Proposal (to include Capabilities Statement): The Technical Proposal shall consist of a narrative of the offeror’s response to meet the requirements outlined in the Performance Work Statement (PWS). The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s submission. The contractor shall discuss their experience, certifications, licenses, and skills pertinent to this requirement. Legibility, clarity, and coherence are very important for the evaluation of offerors section of the solicitation. Offeror should assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the offeror’s proposal.

The Contractor shall include the following:

3. Volume III, Past Performance Information: Past performance information is not a mandatory submission requirement for this solicitation. If an offeror chooses not to provide past performance information, this omission will not be counted against them, and they will not be penalized or rated unfavorably. However, all offerors are highly encouraged to submit past performance information to assist the Government in its evaluation. In conducting its assessment, the Government may utilize past performance data provided directly within the offeror’s proposal, as well as information obtained from independent external sources, such as the Past Performance Information Retrieval System (CPRAS.gov) or similar federal databases. Offerors lacking a record of relevant past performance, or for whom information is not available, will receive a neutral rating and will not be evaluated favorably or unfavorably on this factor.

ii. Maintaining Inherently Governmental Functions: Notwithstanding the use of AI tools to support the evaluation process, all final evaluation judgements, including the assignment or assessment of adjectival ratings, best value determinations, and source selection decisions, will be made exclusively by duly appointed Government personnel. The Government retains sole responsibility for all inherently governmental functions and will not delegate decision making authority to any AI tool.

iii. Offeror Confidentiality and Data Protection: The AI tools utilized by the Government will be employed in a manner consistent with applicable regulations that govern the protection of proprietary and source selection sensitive information. The AI tool will be an output-only system. Any generated report data is not saved. No proposal data will be transmitted to or processed by external, non-Government systems without appropriate safeguards and authorizations in place.
