About this file

This is a Questions and Answers (Q&A) clarification document for solicitation W9124C26QA024, issued on 10 September 2026, addressing an ATC Turf Field Maintenance contract. The document clarifies ambiguities and conflicting provisions in the Performance Work Statement (PWS) and associated solicitation materials.

Key personnel and certification requirements have been significantly clarified: IAT Level I certification is not required for any personnel, as the work is unclassified and field staff will not access Department of War information systems. Security clearances are not required for field personnel; only standard installation access badges through Fort Jackson's Visitor Control Center (Gate 4) with valid REAL ID-compliant driver's license and background screening are mandated. The Contract Manager and Alternate must possess 3-5 years of experience. Regarding the scope of work, the contract covers maintenance of 15 artificial turf fields across multiple locations (Jackson Blvd, Lightning St, Jenkins Rd, Golden Arrow Rd, Pickens St, Hurtgen Forest Rd, Hilton Field, and Lightning Village), with most fields measuring 131' x 131' and one measuring 160' x 160'. Scheduled maintenance is estimated at 3,220 annual hours per labor category (Turf Supervisor and Team Member), representing historical workload data for informational purposes only. Unscheduled maintenance CLINs (0002, 1002, 2002, 3002, 4002) carry $50,000 Not-to-Exceed (NTE) amounts per period covering labor, materials, parts, and equipment collectively, with estimated 4,140 hours annually per labor category. Pricing and labor rate methodology is to be discussed directly with the Contracting Officer. The removal of grass and weeds from turf and concrete barriers is included in the amended PWS, with weed control responsibility limited to scheduled maintenance cycles only. The contractor must furnish all tools, parts, and equipment; provide inspection worksheets to the Contracting Officer's Representative (COR) upon completion of preventive maintenance; and include one-year warranties on all repairs. The Government will address separately a water intrusion issue affecting the Jackson Boulevard field through Fort Jackson's Directorate of Public Works. Fields are normally used Monday-Saturday, 6:00-7:00 a.m., with field-using organizations notified in advance of scheduled maintenance. Medical Liability Insurance of $1,000,000 per occurrence and $3,000,000 aggregate is required and will follow FAR 52.237-7 guidelines upon contract award. The most current Wage Determination should be obtained from SAM.gov.

Solicitation Number: W9124C26QA024 Subject: ATC Turf Field Maintenance – Q&A Clarification Date Issued: 10 September 2026

Q1. Does the IAT Level I certification requirement in PWS 1.10(d) apply to the turf maintenance personnel performing field services, or was this requirement included inadvertently?

A1. The IAT Level I certification requirement does not apply to field-service turf maintenance personnel. These personnel will not require access to Department of War (DoW) information systems and will not perform duties that meet Information Assurance Technical (IAT) functions.

Q2. The PWS states the work is unclassified and that a DD Form 254 is not required, but also references active interim personnel security clearances at proposal submission. Please confirm whether security clearances are actually required for field personnel.

A2. Security clearances are not required for field personnel, as the work to be performed under this requirement is unclassified.

Q3. Please provide the approximate square footage or dimensions of each of the fifteen artificial turf fields so offerors can accurately price the scheduled maintenance.

A3. Jackson Blvd - 4 fields: 131' x 131', 131' x 131', 131' x 131', 131' x 131' Lightning St - 2 fields: 131' x 131', 131' x 131' Jenkins Rd - 2 fields: 131' x 131', 131' x 131' Golden Arrow Rd - 2 fields: 131' x 131', 160' x 160' Pickens St - 1 field: 131' x 131' Hurtgen Forest Rd - 1 field: 131' x 131' Hilton Field - 1 field: Dimensions not provided in the source Q&A.

Lightning Village - 2 fields: 131' x 131'

Q4. For the unscheduled-maintenance CLINs, please confirm whether the stated NTE amounts cover labor, repair parts, materials, and equipment collectively, and whether the estimated 4,140 hours per labor category represent anticipated usage over the full five-year period.

A4. The stated not-to-exceed (NTE) amounts cover labor, repair parts, materials, and equipment collectively. In addition, the estimated 4,140 hours for each labor category represent anticipated usage over the full five-year ordering period.

Q5. Could you please provide the dimensions or square footage for each field, or the total turf area if only an aggregate figure is available?

A5. Jackson Blvd - 4 fields: 131' x 131', 131' x 131', 131' x 131', 131' x 131' Lightning St - 2 fields: 131' x 131', 131' x 131' Jenkins Rd - 2 fields: 131' x 131', 131' x 131' Golden Arrow Rd - 2 fields: 131' x 131', 160' x 160' Pickens St - 1 field: 131' x 131' Hurtgen Forest Rd - 1 field: 131' x 131' Hilton Field - 1 field: Dimensions not provided in the source Q&A.

Lightning Village - 2 fields: 131' x 131'

Q6. Unscheduled Maintenance CLIN Pricing / Labor Categories The solicitation's pricing instructions state that CLINs 0002, 1002, 2002, 3002, and 4002 are for Unscheduled Maintenance & Repairs and require a unit price, such as an hourly rate or other defined unit stated in the PWS. The Government price sheet also identifies these CLINs as "Hourly Rate Per Labor Category."

Attachment 1, Estimated Workload Data, identifies separate estimated hours for:

- Turf Supervisor - Unscheduled Maintenance: 4,140 hours

- Team Member - Unscheduled Maintenance: 4,140 hours Please clarify whether offerors are expected to provide:

(a) separate hourly rates for the Turf Supervisor and Team Member labor categories;

(b) one blended hourly rate encompassing both labor categories; or

(c) another pricing methodology.

Please also clarify how the Government intends to calculate the evaluated price for the unscheduled-maintenance CLINs using the stated hourly rates and estimated workload.

A6. Pricing and labor rates are to be discussed with the Contracting Officer.

Q7. $50,000 Not-to-Exceed Amounts for Unscheduled Maintenance The Government price sheet identifies the unscheduled-maintenance CLINs as Not-to-Exceed amounts of $50,000 for the Base Period and escalating amounts for the option periods.

Please clarify whether the stated NTE amounts represent:

(a) the maximum amount that may be ordered/spent under each CLIN during the applicable period;

(b) a Government-estimated funding amount;

(c) a limitation applicable to labor only; or

(d) a limitation applicable to labor, materials, parts, equipment, and all other costs.

Additionally, please clarify how offerors should price labor and repair parts when the cumulative cost of a future unscheduled repair could approach or exceed the applicable NTE amount.

A7. The stated NTE amounts are a limitation applicable to labor, materials, parts, equipment, and all other costs.

Q8. Estimated Workload Data - Scheduled Maintenance Attachment 1 identifies 3,220 estimated hours for the Turf Supervisor and 3,220 estimated hours for Team Members for scheduled maintenance.

Please clarify the basis for these estimated hours and whether the Government intends for offerors to use these figures as the Government's estimated workload for pricing purposes.

Also, please confirm whether the 3,220 hours are total annual hours, total hours per six-month maintenance cycle, or total estimated hours for the entire contract period.

A8. The 3,220 estimated hours represent the total estimated annual hours (per 12-month period) based on historical maintenance schedules and routine service frequencies outlined in the PWS. These figures are provided as historical/estimated workload data for informational purposes only.

Q9. IAT Level I Certification Requirement PWS paragraph 1.10(d) states that the IAT Level I certification requirement does not apply to field-service turf maintenance personnel because those personnel will not access Department of War information systems or perform IAT functions. However, the same paragraph subsequently states that the Contractor shall ensure that all employees possess and maintain current IAT Level I professional certification during contract execution.

Please clarify whether IAT Level I certification is required for:

(a) field-service turf maintenance personnel;

(b) Key Personnel only;

(c) all Contractor employees performing any work under the contract; or

(d) no personnel under this requirement due to the first sentence of paragraph 1.10(d).

Please confirm the controlling requirement for proposal purposes.

A9. (d) No personnel under this requirement. The PWS was amended on 2 September 2026 to address the last sentence in paragraph 1.10(d).

Q10. Security Clearance / Personnel Security Requirements PWS paragraph 1.6 states that the work is unclassified and that a DD Form 254 is not required. It also states that security clearances are not required for field personnel. However, paragraph 1.6.2 subsequently states that Contractor personnel must have an active interim personnel security clearance at the time of proposal submission and maintain the required level of security throughout contract performance.

Please clarify whether any personnel security clearance is required for field-service personnel under this solicitation. If no clearance is required, please confirm that installation-access processing and applicable Fort Jackson/IACS requirements are the only personnel access requirements for field-service employees.

A10. Security clearance is not required for field-service personnel under this solicitation.

The Contractor shall ensure all personnel requiring physical access to Fort Jackson to perform work under the contract obtain an official installation access badge. Contractor personnel shall report to the Gate 4 Visitor Control Center (VCC), located at 6271 Boyden Arbor Road, Columbia, SC 29223, to initiate and complete the installation access vetting process. Contractor personnel shall present a valid state-issued driver's license (REAL ID-compliant) and one additional approved form of primary identification, complete the required installation access request form, and consent to an installation security background screening. Individuals who receive an unfavorable background screening result shall be denied access to Fort Jackson.

Q11. Key Personnel Minimum Experience - Contract Manager and Alternate PWS paragraph 1.10(a) states that the Contract Manager and Alternate Contract Manager must demonstrate a minimum of "3-5 years' experience."

Please clarify whether the minimum requirement is:

(a) three years;

(b) five years; or

(c) another specified amount of experience.

A11. The minimum requirement is 3-5 years, as stated.

Q12. Wage Determination / Labor Classification The solicitation includes Service Contract Act Wage Determination 2015-4429, Revision 32, while the Estimated Workload Data identifies the labor categories "Turf Supervisor" and "Team Member."

Please identify the applicable Wage Determination labor classification(s) that the Government expects offerors to use for the Turf Supervisor and Team Member positions, or confirm that the offeror is responsible for determining the appropriate SCA classification based on the actual duties performed.

A12. The most updated Wage Determination can be found on SAM.gov. The Estimated Workload Data is an estimate, not a guarantee, and provides historical or projected quantities.

Q13. Medical Liability Insurance Requirement The insurance addendum requires Medical Liability Insurance of $1,000,000 per occurrence and $3,000,000 aggregate.

Because this requirement concerns artificial turf maintenance, grooming, cleaning, and repair services, please clarify whether the Medical Liability Insurance requirement applies to all offerors performing this requirement and, if so, what specific activity or service is intended to trigger the medical liability coverage requirement.

A13. Yes. Once the contract is awarded to a vendor, Medical Liability Insurance will follow the RFO FAR 52.237-7 guidelines.

Q14. Who will be the dedicated Government point of contact for the contractor during contract performance, particularly for coordinating field access, scheduling, field conditions, and issues requiring Government direction or approval?

A14. Once the contract is awarded, the Government POC will be listed on the solicitation.

Q15. What types of events or activities typically take place on each of the fields included in the scope? Will a schedule or calendar of field usage be provided to the contractor so maintenance activities can be coordinated around scheduled events?

A15. The fields are normally used Monday-Saturday, 6:00 a.m.-7:00 a.m. A schedule will not be provided; however, the organizations for the turf fields will be notified in advance of the scheduled maintenance days.

Q16. During the site visit, we observed weeds and other vegetation growing along the perimeter and, in some areas, encroaching onto the artificial turf. Please clarify whether removal and control of this vegetation is included in the contractor's scope and, if so, what level of weed control is expected.

A16. The removal of grass and weeds from the turf and concrete barriers will be included in the amended PWS.

Q17. If turf maintenance is required only twice annually, who will be responsible for controlling weeds and vegetation that develop between scheduled maintenance visits? Please clarify where the contractor's weed-control responsibility begins and ends.

A17. The synthetic turf system has operated without an active preventative maintenance contract since installation in 2020. Site conditions reflect localized vegetative encroachment along perimeter barriers rather than widespread infestation across the primary playing field. Weed abatement, perimeter vegetation control, and herbicide applications shall be executed solely during scheduled maintenance cycles. The Contractor shall not be held liable for interim vegetative growth occurring between authorized service intervals.

Q18. During the site visit, we observed that the fields appear to have little to no remaining infill after approximately six to seven years of use. Is the contractor expected to furnish and install new infill as part of the maintenance scope? If so, can the Government provide the required infill type, specifications, and expected quantity or application rate for each field?

A18. According to PWS paragraph 1.3, the Contractor shall also perform unscheduled maintenance and repair services as needed throughout the year when emergency conditions arise. The Contractor shall schedule and coordinate replacement parts or repairs identified during preventive maintenance. Parts identified during troubleshooting shall be purchased by the Contractor, with prior approval from the COR before incurring any labor costs associated with repairs. All unscheduled maintenance parts required for repairs shall be provided by the Contractor.

Q19. If an area of turf is damaged, deteriorated, or otherwise beyond what can reasonably be corrected through routine maintenance, what is the required procedure? Should the contractor document and report the condition for Government direction, or are repairs and/or replacement expected to be included within the contractor's scope?

A19. IAW PWS paragraph 1.3, upon completion of preventive maintenance, the Contractor shall provide one copy of the inspection worksheets to the Contracting Officer's Representative (COR).

The Contractor shall also perform unscheduled maintenance and repair services as needed throughout the year when emergency conditions arise.

The Contractor shall furnish all tools and equipment necessary to perform the work described in the PWS. The Government will not provide tools, equipment, or supplies. All repairs performed during maintenance services shall include a one-year warranty on workmanship and labor. The Contractor shall document these repairs and associated warranty information in a quarterly report provided to the Government for scheduled and unscheduled repairs.

IAW PWS paragraph 5.2.5, upon completion of preventive maintenance, provide one copy of the inspection worksheets from Appendix A to the COR. This is a required deliverable.

IAW PWS paragraph 5.2.3, a comprehensive inspection shall be conducted on each turf field to assess the condition of the turf and infill and identify problem areas.

Q20. During the site visit, we observed significant washout/water intrusion affecting the field located on Jackson Boulevard. The condition appears to involve drainage or water diversion beyond normal turf maintenance and may require some form of barrier, wall, or other corrective measure to prevent continued water intrusion. What work, if any, is expected of the contractor regarding this existing condition? Will the Government address the underlying drainage/washout issue separately before turf maintenance or restoration is performed?

A20. No work will be required on the Contractor's behalf to address the water intrusion. The issue will be addressed through the Fort Jackson Directorate of Public Works. There is no estimated timeframe for when the issue will be rectified. In the meantime, maintenance shall still take place.
