Offeror should include all documents and information requested and should be submitted in accordance with the instructions. The Offeror is cautioned to follow the instructions carefully, as the Government reserves the right to make an award based on initial proposals received without discussion. However, the government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. b. Proposals must be presented in a manner that clearly and directly addresses the requirements set forth in the Performance Work Statement (PWS). Proposals that are overly verbose or include superfluous marketing material may distract from the evaluators' ability to verify compliance and may be downgraded.

3. Proposal Preparation Instructions. Offeror's proposal will consist of four (4) separate volumes:

a. Volume 1 General

b. Volume 2 Technical Approach (to include Capabilities Statement)

c. Volume 3 Past performance information

d. Volume 4 Cost/Price

Proposal Format. All pages of the offer must be appropriately numbered and identified with Solicitation Number: W9124C26QA024 in the header and/or footer of each page.

4. Proposal Content. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the

Narrative discussion. The Summary Section shall contain a brief abstract of the file.

Proprietary information shall be clearly marked. Proposal volumes shall include:

1. Volume I, General: The offeror shall provide the name, title and telephone number of the company/division point of contact regarding decisions made with respect to your proposal and who can obligate your company contractually.

Signed and dated copy of page 1 of SF1449, and acknowledgment of any amendments.

2. Volume II, Technical Proposal (to include Capabilities Statement): The Technical

Proposal shall consist of a narrative of the offeror's response to meet the requirements outlined in the Performance Work Statement (PWS). The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror's submission on an Acceptable/Unacceptable basis. The contractor shall discuss their experience, certifications, licenses and skills pertinent to this requirement. Legibility, clarity and coherence are very important for the evaluation of offerors section of the solicitation. Offeror should assume that the

Government has no prior knowledge of their experience and will base its evaluation on the information presented in the offeror's proposal.

Element 1: Technical Approach and Understanding. The proposal must demonstrate a clear understanding of and a sound approach to performing all services outlined in the

PWS, including the specific tasks in Part 5 (e.g., multi-leveling field vacuuming, extensive fiber brush grooming, use of magnetic metal sweepers, and specialized synthetic turf cleaners).

Element 2: Deliverables and Quality Control. The proposal must outline a plan to meet all deliverables and reporting timelines listed in PWS Technical Exhibit B and include a draft Quality Control Plan (QCP) that completely addresses all requirements and criteria outlined in PWS Paragraph 1.5.1.

Offerors shall not provide “by name” personnel. Instead, Offerors shall submit a description of the knowledge, skills, abilities, relevant certifications/licenses, years of experience, and education for each key role to demonstrate compliance with the PWS. This information allows the Government to assess qualification adequacy without appearing to approve specific personnel hiring.

Volume III: Past Performance information: Because this procurement uses Lowest

Price Technically Acceptable (LPTA) procedures, a standalone Past Performance volume is not required. The Government will assess recent and relevant past performance information using data available from Government systems such as

CPARS.gov and other authoritative sources. The contractor is encouraged to provide past performance information on up to five (5) recent contracts of similar scope and complexity.

The Government will evaluate the offeror’s total proposed price to ensure it is reasonable and accounts for all labor, materials, and services required to perform the work described in the PWS.
