MEMORANDUM FOR RECORD:

SUBJECT: Offeror’s questions and answers for Solicitation Number W9124C23R0006, Placement and Cleaning Chemical Portable Toilets for the Directorate of Public Works, Fort Jackson, South Carolina.

Question 1: Phase-in Period: CLIN 0001 is 2 months for Phase-in Period, and 10 months for CLIN 0002 (base period) which accounts for the first year. However, SOW section 1.5 outlines 30 days for Phase-in and PWS Part 7.1 Technical Exhibit 1 “Performance Requirements Summary” PRS#1 outlines 20 days for placement from time of award.

Answer: That’s correct Section 1.5 does outline 30 days for Phase-In Period and Section 7.1, Technical Exhibit 1 outlines 20 days for placement of portable chemical toilets. However, the Government determined that 20 nor 30 days is accurate for a Phase-In Period on count of the volume portable chemical toilets required for this contract. Therefore, the Government came to conclusion the awarded contractor will need 60 days or 2 months to place portable chemical toilets during the Phase-In Period.

Question 2: Total counts: CLINs 0002 and 0016 outline 894 total toilets (675 and 219 respectively), however, Section 1.4, Section 5.2, and Technical Exhibit 3 all outline 845 permanent placed units. There is a variance of 49 units that I cannot reconcile. Parts 1.4 and 5.2 outline that 120 on-call units must be ready, but I believe that is the “as needed” unit use outlined in the other CLINs.

Answer: The corrected quantity is 898, Leave/Service Chemical Portable Toilets in CLIN’s 0016, 1015, 2015, 3015, and 4015 is correct. See attached Revised Performance Work Statement.

For the question of “120 on-call units” is on a as needed bases.

Question 3: The 0000, 2000, 3000 series of CLINS have Additional Cleaning (under line X009) and replace damaged units (under line X011). While the 1000 and 4000 series of CLINs have two lines of replace damaged units under lines X009 AND X011. I believe that the 1000 and 4000 series are missing the Additional Cleanings in line X009 and have erroneously doubled up on replacement.

Answer: Updated CLIN’s 1009 and 4009 from Replace Damaged Chemical Toilets for 12 months to Additional Cleaning of Portable Toilets of 500 each.

Question 4: CLINs 1002, 2002, 3002 and 4002 are only for 10 months, I believe that should be 12 months.

Answer: All of Option CLIN’s 2 is changed from 10 months to 12 months

Question 5: There is a discrepancy in the permanent latrines on the SF1449 compared to the PWS. Will you please clarify if the quantity is 675 as stated on the SF1449 or 845 at stated in the PWS.

Understood, but the quantity of the 675 from CLIN 1 and the 219 from CLIN 16 equals 894, not the 845.

Answer: The corrected quantity is 898, Leave/Service Chemical Portable Toilets in CLIN’s 0016, 1015, 2015, 3015, and 4015 is correct. See attached Revised Performance Work Statement.

Question 6: I apologize one other CLIN I think might be inaccurate is CLIN 1009, I believe this was meant to be “Additional Services” Quantity 500.

Answer: Updated CLIN’s 1009 and 4009 from Replace Damaged Chemical Toilets for 12 months to Additional Cleaning of Portable Toilets of 500 each.

Question 7: On the Past Performance Evaluation that needs to be completed, will this be done by your office since we have the current contract and have had it for the past 32 years?

Answer: The Government will be evaluating past performance. See Section M, under Evaluation Criteria, Factor 3 Past Performance.

Question 8: On the price list for clins item 0016, it states this is for the additional (219) perm. toilets that have been added to the contract. It is on the price list to turn in prices, but it is not on the Technical Exhibit that states there are (845) toilets.

Answer: The corrected quantity is 898, Leave/Service Chemical Portable Toilets in CLIN’s 0016, 1015, 2015, 3015, and 4015 is correct. See attached Revised Performance Work Statement.
