SOLICITATION: W9124C-17-R-0005

QUESTIONS AND ANSWERS

3 JULY 2017

1. Question: In the Performance Work Statement it has it listed as follows "Mon.

Wednesday-meaning only Monday and Wednesday no Friday service; Mon.-Friday meaning every day Monday thru Friday no Saturday service. Is this correct or is it an error on your part, will make a difference in bidding.

Response: Corrections were made to the Performance Work Statement (PWS) and Amendment 0002 posted on 27 June 2017, on the FBO.gov website.

2. Question: On paragraph 2.1.12 Serviced section Hand Sanitizer stations you have a CLINs 0015 which is unit price for each hand sanitizer there needs to be separate CLINs for refill of each hand sanitizer. It states that the COR request to refill each station as requested there is an additional cost that needs to be added for each refill package.

Response: A new CLIN is not required. Normally we don't ever have to refill them because they are used for special onetime events that last only a day. If they are needed for a longer time period we have other avenues.

3. Question: Pit Latrines CLINs 0013 Need a separate CLINs for cleaning of Pit Latrine you only have it listed for pumping and disposing. Need to know the frequency schedule for all Pit Latrines to be pumped.

Response: The Pit Latrines will be pumped at a minimum once a month. This includes cleaning, pumping and disposing as stated in the PWS.

4. Question: Off Post dumping CLINs 0014. In the event the dumping facility used by the contractor is changed during the life of the contract would the government be willing to discuss new pricing for this CLINs.

Response: The subject solicitation will result in a Firm Fixed Priced Indefinite Delivery Indefinite Quantity contract that does not allow for price adjustments after award of contract or each subsequent order.

5. Question: In the bid package we don't see where they listed equipment for this contract.

In the last solicitation stated that 4 x 4 pump trucks would be required due to the units that are in the woods and cannot be accessed with regular pump trucks due to rough terrain and mud and dirt.

Response: Please see Section C, Performance Work Statement, Part 4 titled “Contractor Furnished Items and Services”, paragraph 4.2. It states, 4X4 Truck(s) for services and deliveries over rough and muddy terrain is required.

6. Question: On the Wage Determination sheet do we use the one in the contract that has an example on it or is there a separate sheet for this, if so where do we get the new form.

Response: Please use the one provided on the solicitation package W9124C-17-R-0005.

7. Question: In most solicitation the contracts request either Forrest Green or Tan, new or like new condition, is this the case and if not why?

Response: Our contract did not specify. As stated in section 1.4 SCOPE, 5.1 BASIC SERVICES, & 5.2.1- SERVICING- “Each portable chemical toilet shall be completely closed, well ventilated, contain a single seat chemical toilet and storage tank, toilet tissue, toilet tissue holder, toilet seat, urinal, door, latch, and coat hook.” Color is not specified, nor is a specific color required.

8. Question: After observing the conditions of the toilets, are you going to let a new contractor provide the same condition of current toilets? Are you going to allow a new contractor to provide toilets with graffitee in them like the current contractor?

Response: Referring to 5.2.3 Chemical Toilet Maintenance: Contractor is to perform maintenance as required on toilets to include repairing, cleaning the exterior surfaces, painting and replacing. No, Graffiti is not allowed.

9. Question: It is my understanding that all Serviced Disabled Veteran contracts, the contractor has to own 100% of the equipment and do 51% of the physical work. Is this the correct if not what is it?

Response: Please see solicitation clause number 52.219-27, Notice of Service-Disabled Veteran-Owned Small Business Set-Aside.
