This file is a consolidated Question and Answers (Q&A) document addressing 55 vendor inquiries regarding Solicitation W9124926RA025, an AR/VR learning environment acquisition for the Department of the Army Electronic Maintenance Ordnance School (OEMTD) at Fort Gordon, Georgia. The solicitation is a total small business set-aside under NAICS 541511 with a $34 million size standard, structured as a non-personal services contract with a single firm-fixed-price CLIN 0001 covering all work packages. The contract requires development of augmented/virtual reality training content for the AN/TPN-31(V)8 ATNAVICS system to support the 948B Warrant Officer Intermediate Course, including program management (WP1), fifteen five-year software licenses (WP2), thirty commercial client devices including iPads and Meta Quest 3 headsets (WP3), custom content development (WP4), and train-the-trainer instruction (WP5), all within a single 12-month base performance period ending September 29, 2027 with no option years.
Key contract requirements clarified in the Q&A include: the Government will provide ownership of newly created ATNAVICS training content while contractors retain background intellectual property rights; all personnel with access to export-controlled technical manuals must be U.S. Persons; devices will operate in a fully offline, standalone configuration using contractor-provided local networks with commercial connectivity available only for provisioning and maintenance; the XR platform and content must comply with DoD Impact Level 5 cloud authorization requirements and NIST SP 800-171 standards for handling Controlled Unclassified Information; a separate travel CLIN has been added to account for required on-site work at Fort Gordon; contractors bear costs for platform subscriptions, cloud hosting, 3D scanning equipment, device management software, and device warranties; the Government will furnish access to the ATNAVICS equipment, lesson plans, device storage, and TARP trainer; technical evaluation will include review of sample modules or digital twins; and offerors must propose equivalent hardware and software configurations meeting functional requirements rather than brand-specific mandates. The proposal due date was extended to September 23, 2026 at 10:00 AM EST, with consolidated Q&As provided before the submission deadline.

Will the Government accept an equal or superior enterprise-grade VR headset (for example, HTC VIVE Focus Vision, enterprise-managed, TAA-compliant, hot-swappable battery) meeting the same functional intent, including additional batteries and replacement face interfaces? If Meta Quest 3 is mandatory, please confirm that Meta account enrollment and commercial internet connectivity for firmware updates are acceptable at the OEMTD schoolhouse. | Please see updated PWS. |
| 048 | Network | Will the client devices operate on a Government network (NEC-approved) or on contractor-provided or commercial connectivity, consistent with PWS 4.5? | Consistent with PWS Section 4.5, the client devices will NOT operate on the NEC-managed Government network (NIPRNet or Army-wide Wi-Fi). |
Daily Operational Environment: During standard training operations, the devices will function in a 100% offline, standalone configuration. Any device-to-device communication required for instruction (e.g., streaming the student’s headset view to the instructor's) must be conducted via a closed, local, non-government-connected wireless router provided by the Contractor. This local network must be physically isolated from all Army networks.
Initial Setup and Maintenance Connectivity: The Contractor is authorized to utilize temporary, contractor-provided commercial connectivity (such as an isolated 5G/LTE cellular hotspot) solely for initial device provisioning, software license activation, and periodic maintenance or patching cycles.
Software Licensing Constraint: The Contractor must ensure that all proposed software and licensing mechanisms are capable of operating in this offline environment. Software requiring continuous or frequent "phone home" commercial internet connections to maintain activation is not acceptable.
| 049 | Licenses | PWS 4.4.1 defines three "Full" and twelve "Operator" licenses. Please confirm the intended capability of each license type (for example, Full = author/edit/publish content and view student results; Operator = execute training and record results). | Please see updated PWS. |
| 050 | Data rights | PWS 1.6.14 provides that all training content and materials produced under the contract are Government-owned. Please confirm that the underlying commercial learning-environment software and platform remain commercial computer software licensed to the Government under DFARS 252.227-7015, and that Government ownership applies to the ATNAVICS training content, models, media, and materials developed under the contract. | Confirmed. The underlying commercial learning-environment software and XR authoring platform remain commercial computer software and are licensed to the Government under standard commercial terms consistent with DFARS 252.227-7015 (Technical Data—Commercial Products and Commercial Services). |
Government ownership under PWS Section 1.6.14 applies exclusively to the newly developed ATNAVICS training content, 3D models, digital twins, custom animations, media, storyboards, and instructional materials produced under this contract.
To ensure the Government can fully utilize its owned content, any Contractor-owned background software code, engines, or reusable frameworks embedded within the delivered training modules shall be licensed to the Government under a non-exclusive, royalty-free, perpetual, world-wide license for use within the context of the delivered training system.
051 Hosting Is contractor-hosted cloud delivery of the software and content (DFARS 252.204-7012 compliant, U.S. Government cloud region) acceptable, or does the Government require on-premise hosting or an Army ATO/RMF authorization for the software? Contractor-Hosted Cloud Delivery is Preferred: The Government's preferred hosting solution is a secure, contractor-provided Software-as-a-Service (SaaS) or Platform-as-a-Service (PaaS) model. The Government will not provide on-premise servers for the contractor to host the platform.
Cloud Authorization Requirements: Because the training content derived from Government Furnished Information (GFI) is considered Controlled Unclassified Information (CUI), any cloud environment used to host, store, or stream the software and content must be authorized at DoD Impact Level 5 (IL5), in accordance with the DoD Cloud Computing Security Requirements Guide (CC SRG). Offerors must propose a solution that resides within a U.S. Government cloud region (e.g., AWS GovCloud, Microsoft Azure Government) that carries a Provisional Authorization to Operate (P-ATO) at this level.
Army ATO/RMF Scope: The XR platform itself is not required to obtain a direct Army network connection ATO, as it will not be hosted on the Army network. The primary authorization requirement is the use of a DoD IL5-accredited cloud environment. The client devices operating within the schoolhouse will be managed under a separate, local "Assess Only" security package for standalone systems.
| 052 | CLIN structure | Technical Exhibit 1 refers to a "Hardware CLIN" with payment withheld until acceptance, but Section B contains a single CLIN 0001. Should hardware be separately priced as a sub-line, and how should the post-year-5 annual renewal price required by PWS 4.4.3 be presented in the offer (for example, as a separately stated, non-evaluated line)? | Updated, please reference solictation |
| 053 | Government-furnished information | Are TM 11-5840-381-10, -23, and -23P distribution-restricted or export-controlled (DFARS 252.225-7048), and will the GFI carry CUI markings? | Yes. The Government confirms that TM 11-5840-381-10, TM 11-5840-381-23, and TM 11-5840-381-23P are both distribution-restricted and export-controlled: |
Distribution Limitation: All three manuals are marked under Distribution Statement D, which limits distribution to the Department of Defense and U.S. DoD Contractors only.
Export Controls: The technical data contained within these manuals is export-controlled under the Arms Export Control Act. Accordingly, DFARS 252.225-7048 (Export-Controlled Items) applies to this effort.
CUI Markings: All GFI provided to the Contractor under this contract will carry explicit Controlled Unclassified Information (CUI) markings, specifically categorized under CUI//SP-EXP (Export Controlled) and CUI//SP-FEDCON (Federal Contract Information).
The Contractor must store, process, and handle all such GFI—and any draft training deliverables derived from it—in accordance with the data safeguarding requirements of DFARS 252.204-7012 (NIST SP 800-171 standards) and DoDI 5200.48 (CUI Management).
| 054 | Scope | Is the ultimate goal of the scope of work to deliver a working solution at the end of performance, or are we supposed to provide a working solution with all of the capabilities at the beginning? | The scope of work is to meet milestones and deliverables outlined in the PWS. |
| 055 | SAM.gov posting | Would the CO consider extending the due date for offers? It only allows a total of 6 days to prepare a proposal. | The proposal due date has been update to 10 am on 23 Septmeber 2026. |
