c. Factor 2: Past Performance.
(1) Based on the information provided pursuant to the instructions in Section L, the Offeror shall thoroughly demonstrate, by way of their past performance, their likelihood of successfully performing the solicitation’s requirements. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS), Contractor Performance Appraisal Reporting System (CPARS), Federal Award Performance and Integrity Information System (FAPIIS) or similar systems and State Department Watch Lists. In assessing past performance, the Government will assess the Offeror’s overall past performance, and will examine how well the offeror performed in the following areas:
(a) Quality Control (QC)
(b) Timely Performance
(c) Effectiveness of Management Including Cost Management
(d) Compliance with Safety Standards
(e) Customer Satisfaction
(2) There are two aspects to the past performance evaluation. The more recent and relevant performance will increase the Government’s expectation of how the Offeror will perform in the future.
(a) Recency Assessment: An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort shall be ongoing or shall have been performed during the past six
(6) years from the date of issuance of this solicitation. Past performance information outside of six (6) years will not be evaluated.
(b) Relevancy Assessment: To be relevant, effort shall be similar in nature, size, magnitude, complexity and scope of single award IDIQ contracts. The Government will conduct an evaluation of recent past performance information obtained via the submissions of questionnaires or other sources to determine its relevancy to the effort being procured under this solicitation. Effort exerted in the management and execution of JOC or MATOC-like contracts, requiring the management/execution of multiple projects and multiple trades, are more relevant than effort exerted in stand-alone construction projects. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or sub-contractor whose contract is reviewed and evaluated. Offerors may identify state and local Government and private contracts that are similar to the Government’s requirements. If any firm has multiple functions or divisions, limit the project examples to those performed by the division, unit or team member submitting the offer.
Adjectival Ratings: Evaluation of the Factor 2, Past Performance will receive one of the adjectival ratings defined below.
Rating Description
Acceptable
Proposal meets the requirements of the solicitation
Unacceptable
Proposal does not meets the requirements of the solicitation
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government does nor a reasonable expectation that the offeror will be able to successfully perform the required effort.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
d. Factor 3: Price.
The Government will evaluate each offerors’ proposed coefficient to determine if the offerors’ proposed prices for each Task Order will be fair and reasonable, utilizing one or more of the price analysis techniques in FAR 15.404-1. The offeror shall demonstrate their understanding of the application of the coefficient to each Task Order proposal and also their ability to provide complete and/or balanced cost estimates using RS Means. If the Price Factor rating is determined to be unacceptable, it will render the offeror ineligible for Lowest Priced Technically Acceptable award.
Adjectival Ratings: Evaluation of the Factor 3, Price will receive one of the adjectival ratings defined below.
Acceptable The offeror’s price is fair and reasonable and meets the minimum contract requirements.
Unacceptable The offeror’s price is not fair and reasonable and/or does not meet the minimum contract requirements.
Definitions.
Reasonableness. The price proposal of all Offerors will be evaluated in order to determine whether the coefficient is reasonable and reflect a clear understanding of the contract requirements. Coefficient means a numerical factor that represents costs (generally indirect costs) and inclusive of the items as provided in the contract requirements.
Completeness/Accuracy. The offeror’s proposal is in compliance with the Price Volume instructions in the solicitation.
Unbalanced Pricing. Pricing that exists when, coefficient is significantly over or understated as indicated by the application of cost or price analysis techniques.
