QUESTIONS AND ANSWERS

Ref Volume Question

PWS Technical Page 7, PWS 1.3 directs database development/maintenance to track 750

ECPs which is not contained in PWS paragraph 1.4, Scope. Likewise, database development is not a required skill specified for the ECP System

Administrator as defined in Section 1.6.7.1 (Pg 12), and all sub paragraphs.

What does the Government envision as database development/maintenance tasks? Please provide database scope and end state vision enabling industry ability to respond to FFP type contract.

All of this is information is already described in the PWS, see below:

5.6.7 TRADOC Enterprise Classroom Program (ECP) Automated

Classroom Database (CDRL A007). The contractor shall create a

TRADOC Enterprise Classroom Program (ECP) Automated Classroom

Database that supports automated record keeping of the following data for all TRADOC ECP classrooms at the Cyber COE not less than 90 days after contract award: Classroom and building numbers where ECP equipment is located (750 classrooms located in approximately 13 buildings), Number and types of equipment (manufacturer, model number, serial number, etc.), fiscal year equipment was originally fielded, projected maintenance year

/life cycle timeframe for equipment, hand receipt/inventory information

(DA Form 3161/2062), Building Facility and Classroom Maintenance

POCs, Trouble tickets/work orders logged per classroom. This database is needed to properly document all activities required to operate and/or maintain ECP equipment located in resident classroom facilities so that this information can be passed on to different personnel performing these activities as needed and as outlined in Paragraph 5.0. The database can be created using Microsoft EXCEL or ACCESS programs and must be assessable online via the Cyber COE internal SharePoint knowledge management website and/or the Fort Gordon Lifelong Learning Center

(LLC) web portal.

PWS Technical Page 31, Para 5.6.6 requires the development of Standard Operating

Procedures (SOP). Will the Government clarify when this initial submission of the SOP is due to the Government? Also, will the

Government identify the frequency of SOP updates that are considered deliverables?

SOP is due 90 Days after Award, then updated as required, at a minimum the SOP must be updated annually

RFP Technical Page 25, Part 6. Applicable Publications. Please provide access to the

Applicable Publications. These publications are required by all of the offerors in order to prepare a proper technical response that complies with all applicable regulations, publications, manuals and local policies and procedures.

Applicable References can be found at the Defense Information

Systems Agency website at http://www.disa.mil/Network-

Services/UCCO/Policies-and-Procedures which can be downloaded.

PWS Price Page 7, Para 1.1, the contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to TRADOC Enterprise

Classroom Program (ECP) Training Support Services as defined in this

Performance Work Statement. Similar language is repeated in paragraph

4.1 on page 18. This language is inconsistent with Section 1.6.4 place of performance where the effort that is stated to be performed wholly at government facilities within Ft. Gordon. Will the Government remove or revise this statement, and depending on that response clarify those specific things that the contractor is responsible for providing?

We will revise this statement to reflect that services will be performed wholly at government facilities at Fort Gordon, GA. The contractor is only expected to provide personnel (Program Manager, System

Administrators), cell phones and transportation (these last two items are to support work performed by System Administrators)

PWS Technical Page 14, Para 1.6.10 indicates that all personnel are considered Key.

However, 5152.204-4001 on page 60 indicates that only the PM is Key.

Will the Government please confirm which positions under this contract will be considered Key?

Both the Program Manager and System Administrators are key positions.

Part 5

Exhibit 2

Price The solicitation repeats multiple times that performance of this effort is to be conducted in Government facilities. Exhibit 2 indicates that the

Program Manager is to be approximately 60 hours of performance each year. Will the Government confirm that the Program Manager will perform

PM tasks outside the Government provided facility?

Yes, the PM will perform most tasks outside the government provided facility. Only exception would be meetings onsite with the COR periodically (monthly or quarterly).

Part 5 Price/Technical Page 19, Para 5.2 requires that the contractor provide a mobile device to respond to work order calls. Will the Government confirm that the mobile device is to respond to after hour work order calls? Will the Government indicate how many mobile devices are to be provided by the contractor? If these are to be provided by the Contractor in direct support of the Contract, please clarify why there are no ODCs authorized?

Each System Administrator should be provided with a mobile device to be used during work hours only. The mobile device will provide a way for them to respond to customer calls for assistance throughout the day or to respond to COR inquiries. This is a routine part of the System

Administrators duties and historicially, mobile devices have always been provided by the contractors who have performed this work without the government having to price costs associated with the use of cell phones as separate line items in the contract.

http://www.disa.mil/Network-Services/UCCO/Policies-and-Procedures http://www.disa.mil/Network-Services/UCCO/Policies-and-Procedures

Cellphones services should be included in your labor rates.

Part 5 Price/Technical Page 19, Para 5.2 requires that the contractor provide their own transportation as may be needed for work order support. Since this is transportation beyond their assigned work space, that local travel should be allowed as a direct billable. Will the Government consider allowing a reimbursable CLIN for local travel? If not, then the last bullet under para

5.2 should be removed.

The assigned work space for the Systems Administrators consists of the entire geographical area where classrooms are located. The office space provided for them is not considered their assigned work space in its entirety. Transportation cost should be included in your labor rates.

Instructions Past Performance Page 67, as this is a WOSB procurement would the Government allow key personnel experience to satisfy one or more of the past performance references?

Past performance of prime or subcontractor.

PWS Technical Page 12, Para 1.6.7.1The labor category requirements for the ECP System

Administrator provides an extensive list of certifications for a fully qualified candidate. The Ft. Gordon labor pool includes military veterans, specifically those holding MOS 25B as the military equivalent for this job description, whom have the required DoD 8140.01/DoDM

8570.01certifications, SECRET clearance, and experience with PC and audio visual troubleshooting and trouble ticket tracking. However, candidates in this market holding current MS office certifications and especially COBOL programming skills/knowledge are rare. Does the government need all of the certifications/skills listed in section 1.6.7.1?

Please clarify if there are certain minimum certifications required e.g.

Security+ and others are desired/preferred certifications e.g. COBOL?

Likewise, will the government accept years of experience along with the aforementioned IT certifications in lieu of AA degree requirement?

We don’t need all the certifications. At a minimum the following are required:

a) Network+

b) Audiovisual (AV) certificates: InfoComm International

Certified Audiovisual Technology Specialist (CTS minimum certification level accepted) or InfoComm International

Certified Audiovisual Technology Specialist Installation.

Be proficient in the operation and management of the following equipment: IT/AV System components including servers, common desktop workstation configurations, personal computers (PC), Army-approved software (AGM), and related peripherals.

PWS updated

Eibot, LLC and the contract # is W91249-13-P-0207

If submitting the proposal through email, should all three volumes be combined as one file or three separate files?

Three separate files per Addendum 52.212-1

Are you looking for us to include PPIRS/CCASS ratings with our proposal, or is that something you will seek out on your own during evaluation? The page limit for volume II is set at 3 per reference.

The Government will pull PPIRS

Funding The bottom of page states: “Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.”

Question : Do you have an estimate as to when the funds will be available?

Funds are currently available

m. Adapter, Client for Microsoft Networks, and Client for

NetWare Networks

Question: Are there systems covered under the effort that are still using all these protocols? Most of these protocols have been out of use for many years and represent a significant security vulnerability.

a) Network+

b) Audiovisual (AV) certificates: InfoComm International

Certified Audiovisual Technology Specialist (CTS minimum servers, common desktop workstation configurations, personal

PWS updated to reflect changes

The expected hours for the Program Manager seem to indicate that the expectation is that the duties will be performed by the staff on-site, and not a separate person.

Question: Can you confirm that?

The PM is separate from the System Administrators. The System

Administrators cannot perform PM’s duties.

Paragraph 5.3, System Administrator Responsibilities/Skills required for

TRADOC ECP and DOT CRXXI Operations bullet, Page 22 of 89, Paragraphs x) and y) state:

x) Maintain a user log containing the contact information of individuals who reserve the classrooms and the timeframe the room was used (DOT CRXXIs only). This information will be used in support of the Quality.

y) Assurance Surveillance Plan (QASP). These logs will be made available to the Government on a weekly basis (CDRL

A004).

Question: These two paragraphs seem to belong together. Can you provide a clearer breakdown as to what is to be in each paragraph?

Yes, these two (x,y) belong together and the clearer breakdown is:

Maintain a user log containing the contact information of individuals who reserve the classrooms and the timeframe the room was used

(DOT CRXXIs only). This information will be used in support of the

Quality Assurance Surveillance Plan (QASP). These logs will be made available to the Government on a weekly basis (CDRL A004).

PWS is updated to reflect changes.

IAW PWS Para 1.6.10 "The Program manager or alternate shall be available between 0800 and 1700, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons."

Question: Technical exhibit 2 allots 60 hours for the Program Manager. Is the Contract Manager referenced above the Program Manager (PM) and if so, how can the PM be available Monday through Friday 0800 and 1700 with only 60 billable hours? Please clarify.

The PM should be able to be reached 0800 to 1700 each work day

He/she must be available for onsite meetings, etc. for 60 hours during the period of performance.

Contract manager has been replaced with Program Manager in the

PWS.

A Secret clearance is required for the contractor, will the Army sponsor the

Facility Clearance?

The Army will NOT sponsor the SECRET Facility clearance.

When are proposals due and what are is the anticipated award date and contract start date?

a. Proposal due date is 26 August 2016 @0700 a. m

b. Anticipated award date 9/15/2016

c. contract start date 9/30/2016

Who is the incumbent, contract # and value?

Eibot, LLC W91249-13-P-0207

Is the staffing the same for this requirement as the current contract? If not, what are the changes?

The staffing has changed in the number of Systems Administrators

(SA) required. Current contract requires one SA this contract will require three SAs.

Will the incumbent personnel have the first rights of refusal?

YES, the incumbent personnel will have the first rights of refusal

If so, will the government consider removing the resume requirements since the incumbents would have all the qualifications and meets the PWS;

therefore, levelling the playing field for all bidders?

The incumbent must meet all the resume requirements. The only exception to this would be the Associates Degree. We will except related work experience in the IT field (at least 3 years of full time experience) as a substitute for the Associates Degree. Also, minimum certification requirements follow:

a) Network+

b) Audiovisual (AV) certificates: InfoComm International

Certified Audiovisual Technology Specialist (CTS minimum servers, common desktop workstation configurations, personal

Section 1.6.7..10 states training other than mandatory security training are to be reimbursed – please advise the training and costs associated

Any certification changes that occur during the Period of Performance of the contract will be reimbursed to the Government from the contractor for the full burdened cost of training.

Section 1.6.7.10 is updated

Section 1.6.7.3 states replacement personnel in 5 business days, will the government consider a minimum of 21 days to allow for an uncleared individual to at least apply for a clearance with interim given all candidates a fair chance at the role?

NO, replacement personnel must be onsite within 5 business days.

Section 1.6.7.2 – Program Management – does the PM have to be onsite?

The PM must be available 0800 to 1700 each day by phone or email.

Technical Exhibit 1 – states management plan after award; however, Subfactor B requires a management approach; what’s the difference between the two?

A management approach is narrative on the company’s management philosophy. A management plan is the contractor’s explanation of how work to be performed under the contract will be managed.

Section 1.6.10 – states PM and System Admin are key personnel; p.60 states PM is key person. Please clarify which positions are considered key personnel.

Both the PM and System Admin are considered key personnel.

P. 66 – Subfactor B requires approach across numerous geographic locations….please clarify since this contract is to be performed at Ft.

Gordon.

The worksite for this contract will only be Fort Gordon.

Same section as above question – we are asked to provide the names of the personnel performing this contract, statement seems to pertain to the incumbent – please clarify?

Yes, want to ensure that incumbent has been contacted since first right of refusal will be applied to this contract.

Please clarify what the government would like to see as proof of security clearance?

A statement from your security manager which will be verified by Fort

Gordon post security.

Past performance – if a vendor doesn’t have all 3 past performances, but have some; how will we evaluated or is there a substitution?

See past performance in Adendum 52.212-2

P.70 – Options – please clarify if all years Base, option 1 and option 2 are evaluated since it’s a 3-year contract?

Yes, all years are evaluated

Page 14 of the solicitation states the key personnel are “Program Manager and System Administrator.” Page 60 states “(c) The Key Personnel in this contract are as follows: Program Manager.” Who is (are) the key personnel?

Both the Program Manager and System Administrators are key personnel.

Page 27 states “Database should be completed not less than 90 days after contract award.” Page 30 discusses Technical Exhibits and states CDRL

A007 due dates “120 Days after Award, then updated as required. “ When is the TRADOC Enterprise Classroom Program (ECP) Automated

Classroom Database” to be developed 90 or 120 days after award

The database should be developed 90 days after contract award

CDRL updated in PWS

Under SUBFACTOR 1A: Technical Ability (page 66) and 1.6.7.1 (page

13-14) state that the ECP System Administrators are required the following:

Possess the following certifications which are needed to run TRADOC

ECP Equipment:

a) Network+

b) A+

c) Microsoft Office User Specialist (MOUS) Certifications (involving

Access, Excel, and Word).

d) Windows O/S, Mac O/S, Unix O/S, CCNA(Cisco) (Total of 4 on this line)

e) COBOL(AS400)

f) HTML

g) DOS

h) VISUAL BASIC

i) Audiovisual (AV) certificates: InfoComm International Certified

Audiovisual Technology Specialist (CTS minimum certification level accepted) or InfoComm International Certified Audiovisual Technology

Is it correct that potential personnel are required to have all twelve (12) of these certifications? Or will the personnel be given a time period in order to obtain certain ones after the contract is awarded?

a) Network+

b) Audiovisual (AV) certificates: InfoComm International

Certified Audiovisual Technology Specialist (CTS minimum servers, common desktop workstation configurations, personal

4. Under 1.6.7.1 (page 13-14) it states that ECP System Administrators are required to “Possess, at a minimum, an Associate’s Degree in Information

Technology, Computer Sciences Technology or equivalent technological sciences field.” But in SUBFACTOR 1A: Technical Ability (page 66) it does not list that requirement. Is the System Administrator required to have the mentioned Associates Degree and if so does it need to be included in Volume I?

The incumbent must meet all the resume requirements. The only exception to this would be the Associates Degree .

1.6.7.1.6 Be familiar with and have a working knowledge of the equipment listed in Technical Exhibit(TE) 1 (Part 7).

There is no Part 7 or Equipment List mentioned in the PWS

Reference 1: 1.6.10 Key Personnel: “The following personnel are considered key personnel by the government: Program Manager and

System Administrator” (p. 14).

Reference 2: 5152.204-4001 Key Personnel Requirements, (c): “The Key

Personnel in this contract are as follows: Program Manager” (p. 60).

Reference 3: Proposal Preparation Instructions, Management Approach &

Staffing Approach: “The Offeror shall provide resumes for key personnel”

(p. 66).

Reference 4: Technical Exhibit 2, Estimated Workload Data: “Program

Manager: 1 / System Administrators: 3” (p. 29).

Discussion: These sections of the solicitation are ambiguous in identifying clearly who are the Key Personnel for this contract, and what resumes are required.

Question: Could the Government confirm (a) that both the Program

Manager (PM) and the System Administrators are considered Key

Personnel, and (b) that resumes are required for the PM and for all three

System Administrators?

Both the PM and System Administrators are key personnel. Resumes are required for all key personnel.

Reference: 4.2 Secret Facility Clearance: “The contractor shall possess and maintain a SECRET facility clearance from the Defense Security Service”

(p. 18).

Question: Will the Government consider amending the requirement as follows: “At the time of award, the contractor shall possess a SECRET facility clearance from the Defense Security Service, and shall maintain it for the life of the contract.”

NO

Question: Will the Government confirm that an Interim SECRET facility clearance is acceptable to begin work on this contract?

An interim SECRET Security Clearance is not acceptable

Reference: Proposal Preparation Instructions, Technical Ability: “Possess the following certifications which are needed to run TRADOC ECP

Equipment …” (p. 66).

Discussion: In the outline of tasks and presented in section 5 of the PWS, there is no breakdown or alignment of specific responsibilities with respect to individual System Administrators.

Question: Could the Government confirm that the certifications listed in the referenced section are not all required of each Sys Admin, as long as (a) each certification is held by at least one of the proposed contractor personnel, and (b) the contractor effectively delivers support services throughout the life of the contract?

related work experience in the IT field (at least 3 years of full time experience) as a substitute for the Associates Degree. Also, minimum certification requirements follow:

a) Network+

b) Audiovisual (AV) certificates: InfoComm International

Certified Audiovisual Technology Specialist (CTS minimum certification level accepted) or InfoComm International

Certified Audiovisual Technology Specialist

Installation.(EXCEPTION: We will allow one of the Systems

Administrators to have the AV certification. All SAs must have the rest of the certs) servers, common desktop workstation configurations, personal

In addition to the questions below. Please provide the equipment list reference in this section and TE.

1.6.7.1.6 Be familiar with and have a working knowledge of the equipment listed in Technical Exhibit(TE) 1 (Part 7).

This Statement is not in the PWS

1) Page 10, paragraph 1.6.7.10 states: Any training provided by the

Government to contractor personnel, with the exception of mandatory security training listed in above in sections 1.6.6.6 through 1.6.6.9 of this PWS is subject to reimbursement from the contractor for the full burdened cost of training.

Question: We are unclear as to who reimburses who. Is the government reimbursing contractor for qualifying training?

Believe "contractor" should be changed to "government."

If the government must train contractor personnel to be able to perform tasks properly, then the contractor must reimburse the government the cost for training. In this contract, however, the training requirement would not apply.

Contractors must provide proof that employees have certifications referenced in the PWS prior to contract award.

2) Page 12, Paragraph 1.6.7.1 TRADOC ECP Systems

Administration. Requirement does not include CompTIA Security

+ as a requirement.

Question: Is Security + certification a requirement for this or any position on this contract? Based on our experience we believe this is a requirement for System Administrators to perform on US

Army Installations.

See below: Network+ is the same as Security + -related work experience in the IT field (at least 3 years of full time experience) as a substitute for the Associates Degree. Also, minimum certification requirements follow:

a) Network+

b) Audiovisual (AV) certificates: InfoComm International

Certified Audiovisual Technology Specialist (CTS minimum certification level accepted) or InfoComm International

Certified Audiovisual Technology Specialist

Installation.(EXCEPTION: We will allow one of the Systems servers, common desktop workstation configurations, personal

3) Page 12, Paragraph 1.6.7 lists staffing requirements. This paragraph when compared to paragraphs 1.3 and 5.6.7 present an unclear picture as to the duties of the contract staff.

Question: Will contract staff eventually maintain and provide system administration for all 750 classrooms or will the effort only maintain a database of the equipment used in the 750 classrooms?

The contract staff will only maintain 11 (eleven classrooms –

CRXXIs). They will maintain a database of up to 750 classrooms. Duties required for the 750 classrooms would be to act as help desk liasons for the TRADOC ECP helpdesk and local G6/S6 personnel to facilitate trouble ticket resolutions and or assist with new equipment installation for the rooms as required.

Question: If the effort will eventually provide system administration for all 750 classrooms should the proposal include option positions to support future growth?

See answer above. No future growth for positions is required.

4) Page 13, paragraph 1.6.7.2 describe the Program Management duties. Many of the requirements seem to be relevant to a site lead rather than a program manager. In addition, the degree requirement seems a little low for a program manager.

Question: Can you please clarify exactly what you expect of the program manager vs a site lead?

Program Manager duties are already clearly outlined. There would be a point of confusion if we also required a Site Lead.

Requirements for the Program Manager are listed below. The

Systems Administrators may not act as PMs. The scope of these duties goes beyond what a Site Leader would do:

5.1. Program Management The contractor shall provide complete program management and administrative tasks to ensure the requirements of the contract are met and to ensure the contractor adequately controls and supervises all personnel who perform services under this contract. The Program Manager (PM) is the key point of contact for this effort. The PM shall supervise, coordinate work schedules, resolve minor concerns/issues and complete the administrative tasks associated with this PWS. The PM shall be familiar with all duties and qualifications stated in the PWS under all sections.

The Program Manager shall also be responsible for the following:

a) Provide analysis of project requirements and accurate cost estimates

b) Provide project coordination and process improvements thru the QCP

c) Provide and gather required information to assist with coordination support efforts

d) Supervise contractor employees

e) Communicate orally and written with COR

5) Page 14, paragraph 1.6.10 includes duties for a contract manager.

This term is not used or defined elsewhere in the document.

Question: Is this use of “contract manager” intended to mean

Program Manager? If not, can you please define this position?

The reference to contract manager means the same thing as program manager. PWS has been updated to reflect the change.

6) Page 14, paragraph 1.6.10 requires the contract (presumably program) manager to be available between 0800 and 1700, Monday thru Friday. However, page 29, Technical Exhibit 2

“Estimated Workload Data” estimates only 60 hours per year to the Program Manager.

Question: How can a PM be available 0800 and 1700 but only consume 60 hours per year?

The PM should be able to be reach during 0800 and 1700 and available for onsite activities like IPRs for 60 hours during the period of performance

7) Page 19, paragraph 5.2 indicates that the contractor is responsible to provide their own transportation, presumably in a privately owned vehicle (POV). If the intent is to provide support to 750 classrooms in 13 buildings that would require significant transportation, not only of the individual technician, but also require room to carry computers or other equipment between buildings.

Question: Will the government consider providing transportation

(such as a government owned vehicle (GOV) or consider standard mileage reimbursement for gasoline as well as wear and tear on the contractor’s POV?

NO. The cost of transportation and mileage for vehicles has historically been provided as part of the fixed price of the contract.

8) Page 31, paragraph 5.6.7 indicates a potential for 750 classrooms in 13 buildings while page 19, paragraph 5.2 states the support for

8 to 11 classrooms.

Question: Can you clarify exactly how many classrooms are to be supported by this effort?

8 to 11 classrooms will require full Systems Admin support.

The other classrooms will be monitored to assist with

TRADOC ECP trouble ticket facilitation and new equipment installation as required.

9) Page 68, Evaluation Factors for Award, paragraph c. Evaluation

Criteria does not indicate any weighting on the various criteria.

Equipment: …” (pp. 12-13).

Discussion: The proficiencies listed in this section are problematic in several ways. First, Microsoft Office User Specialist (MOUS) has been replaced by Microsoft Office Specialist (MOS). In addition, COBOL, HTML, DOS, and VISUAL BASIC are programming languages typically assessed in terms of years of experience (perhaps verified through an individual organization’s test) rather than industry-recognized, standard certifications.

Question: Could the Government please review this section of the solicitation, ensure that the proficiencies listed are currently relevant, and clarify which ones must be verified through certification and which can be conveyed by a given level of experience?

The contractor must meet all the resume requirements. The only exception to this would be the Associates Degree for Systems

Administrators. We will except related work experience in the IT field

(at least 3 years of full time experience) as a substitute for the

Associates Degree. Also, minimum certification requirements follow:

a) Network+

b) Audiovisual (AV) certificates: InfoComm International

Certified Audiovisual Technology Specialist (CTS minimum certification level accepted) or InfoComm International

Question 1:

As there appears to be an ambiguity between the Reference (A) and (B) requirements for submitting

“Key Personnel”. The proposal instructions as provided by the Referenced

(B) modification at pages

5 and 6 of 7, imply that all personnel performing under this contract are considered to be “Key

Personnel” and therefore the names, proof of certifications, security clearances and other documentation, including resumes must be submitted. Please clarify if only the Program Manager and/or the Offeror’s designated alternate are considered to be “Key

Personnel” and a resume for the

Offeror’s Program Manager and/or the alternate are required to be submitted in the described format, or all personnel performing under the contract are considered “Key

Personnel” for which resumes must be submitted as described in the proposal instructions

However, it is the Contractor’s responsibility to propose and deploy the correct labor types, mix, number and hours required to satisfactorily and professionally meet all PWS requirements.

Question 1: Will the government re-evaluate its required personnel qualifications? There are certifications mentioned that should not be a necessity and certifications not mentioned that is a requirement to be on an Army network.

5152.204-4001 KEY PERSONNEL REQUIREMENTS (MAR

2009) (LOCAL CLAUSE)

(a) Certain experienced professional and/or technical personnel are essential for successful accomplishment of the work to be performed under this contract. These "Key Personnel" were identified by name within the contractor’s proposal and their resumes were submitted for evaluation during the source selection process. The contractor agrees that such personnel shall not be removed or replaced within the performance of this contract unless the following measures are taken:

(1) If one or more of the key personnel, for any reason, becomes or is expected to become unavailable for work under this contract for a continuous period exceeding 30 work days, or is expected to devote substantially less effort to the work than indicated in the proposal or initially anticipated, the contractor shall, subject to the concurrence of the Contracting Officer (KO) or designated

Contracting Officer Representative (COR), promptly replace personnel with personnel who possess equal, or better, qualifications as the original employee

(2) All requests for approval of substitutions hereunder must be in writing and provide a detailed explanation of the circumstances necessitating the proposed substitutions. The request must contain a resume for the proposed substitute, and any other information requested by the KO or designated COR. The KO or designated

COR must concur in writing with the change.

(b) If the KO or designated COR determines that suitable and timely replacement of Key Personnel who have been reassigned, terminated or have otherwise become unavailable for the contract work is not reasonably forthcoming or that the resultant reduction of productive effort would be so substantial as to impair successful completion of the contract, the KO may terminate the contract for default or for the convenience of the Government, as appropriate, or make an equitable adjustment to the contract to compensate the

Government for any resultant delay, loss or damage.

(c) The Key Personnel in this contract are as follows: Program

Manager.

Question 2: Who is considered key personnel for this contract? In

1.6.10 (pg14/89)it mention all the personnel however under

5152.204-4001 (c) (pg60/89) Key Personnel requirement it list

Program Manager only. Both paragraphs are below. Currently it appears to lean towards the incumbent or personal services by the government asking for names of personnel proposed to fill positions vs. qualification to do the task.

Both the PM and Systems Administrators are key personnel

3) 1.6.7.3 Replace, within five (5) business days, any contract personnel found to be unqualified or otherwise determined unsuitable by the government. This five day timeframe also includes any contractors who submit their resignation under the current contract. The government will exercise the right, if deemed necessary, to select an appropriate method (pretest, hands on practical exercise, etc.) to determine if the contractor is qualified/suitable to perform the requirements stated in section

Paragraph 1.6.7.1 above.

Question 3: Will the government allow (10) days vs. (5) business day referring to 1.6.7.3. This doesn't seem to be amble time for a short notice resignation of current contractors consider contractors must consider displaced workers.

The 5 business days requirement to replace displaced workers remains the same.

4) 4.3 Training/Certification: The Contractor shall provide on day one proof of required training and/or certifications described in

Part 1.

Question 4: Because it appear that maybe some certifications are missing from the list for current personnel. Will the government give the contractor 6 months to be in compliance of Army

Regulation for IT minimum requirements?

No, contractors must have certifications at the time of contract award. The following clarification follows:

Administrators. We will except related work experience in the IT field

(at least 3 years of full time experience) as a substitute for the

Associates Degree. Also, minimum certification requirements follow:

a) Network+

b) Audiovisual (AV) certificates: InfoComm International

RE: Technical Exhibit 2, Estimated Workload Data

Q: Please clarify if TE2 provides historical data for the whole contract period (i.e. one (1) System Administrator per contract year at 1,920 hours/year, for a total of 5,760 hours), or if TE2 provides estimated workload data for three (3) System Administrators per contract year (i.e.

5,760 hours per contract year for a total of 17,280 hours over the contract lifecycle).

Reference: Proposal Preparation Instructions / Volume II: Past

Performance: “Offeror shall identify and submit recent and relevant performance/experience information from at least three (3) but no more than five (5) Federal, State, or Local Government task orders or contracts that the Offeror has performed” (Amendment 1, p. 6).

Discussion: Limiting Past Performance citations to Government contracts may unduly restrict competition by Small Businesses that have significant experience with commercial customers, in areas that align with the requirements of the CRXXI solicitation.

Question: Would the customer consider revising these instructions to read

“Federal, State, Local Government, or Commercial task orders or contracts that the Offeror has performed”?

Past performance from the commercial market place is acceptable

Addendum 52.212-1 is updated.

Is it possible to extend the due date for proposals?

Proposal due date is 26 August 2016 @0700 a. m

Is Technical Exhibit 2 an estimate of historical hours for a contract year or the entire period of performance?

Technical Exhibit 2 is an estimate of historical hours for a contract year.

Is this requirement for one Technical FTE and a part time Project Manager?

This requirement is for one full-time PM (60 hrs of onsite time, the rest of period of performance the PM must be available via phone or email during the work week, 0800-1700)

Are you able to provide the applicable labor category for the System

Administrator?

Government does not fully understand the question.
