SECTION M - EVALUATION FACTORS FOR AWARD

ADDENDUM TO FAR 52.212‐2, EVALUATION‐‐COMMERCIAL ITEMS
M.1 FAR 52.212-2 Addendum
M.1.1 FAR 52.212-2, paragraph (a), is changed to read:
Award will be made in accordance with the evaluation criteria set forth below.
Quote will be evaluated using the criteria listed in the “Evaluation Approach and Factors for Award” section of this addendum. Noncompliance with the solicitation requirements may raise serious questions regarding pricing and a contractor’s ability to perform. Failure to include all information requested may adversely affect the evaluation. A quote that merely reiterates or promises to accomplish the requirements of the solicitation will be considered unacceptable. A quote that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation.
Award will be made to the offeror which has the lowest price. The Government with utilize the five (5) year total to determine the lowest price.
M.1.2 FAR 52.212-2, paragraph (c), is deleted in its entirety.
M.2 Evaluation approach and Factors for Award: Volume I - Price
M.2.1 The Government will evaluate that the Contractor has fully completed the pricing schedule in Attachment 3.
M.2.2 The Government will evaluate Contractor proposed pricing using price analysis techniques as outlined FAR 15.404-1(b). Accordingly, the analytical techniques prescribed in FAR 15.404-1(b) may be used singularly or in combination ensure the price is fair and reasonable.
M.2.3 Unbalanced Pricing. As part of evaluation, proposals will be reviewed to identify any unbalanced pricing.

Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. In accordance with FAR 15.404-1(g), a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
M.2.3 Base Rate. For evaluation purposes, the Government is using a $300 base cost for multipliers. Contractors shall not input the $300 base cost as Attachment 3 will automatically include this value in summing the 5-Year Total on the tab "5 Year Estimate."
M.3 Evaluation Approach and Factors for Award: Volume II – Solicitation Documents
M.3.1 The Government will review to ensure the Contractor completed (fill-in and sign) the solicitation sections indicated below using the file (without modification to the file) provided with the solicitation. An authorized official of the firm shall sign the SF 1449, all solicitation amendments (if applicable), and all certifications requiring original signature.
