Questions for Arc Flash Study & Labeling
Question 1: Will there be additional technical direction in association with this task. Arc flash studies require an understanding of the quantities and types of electrical equipment such as panelboards, transformers, large motors, transfer switches, etc.
Answer 1: The as-builts we have on record will be provided post-award, in accordance with the requirements for each consecutive Task Order. If the Contractor(s) need additional information beyond that, Contractors are welcome to obtain passes and tour the installation. Post-award and time permitting, site-visits may be conducted prior to the issuance of the first Task Order.
Question 2: Will an equipment inventory be provided?
Answer 2: Equipment inventory will be provided with each Task Order, but not prior to the award for this solicitation.
Question 3: Will electrical one or single-line diagrams be provided?
Answer 3: Yes, single-line diagrams will be provided with each Task Order, but not prior to the award for this solicitation.
Question 4: Is there a device list either from a customer-provided tabulation, drawings, or a model available, as well as the study specifications?
Answer 4: Yes, device lists will be provided with each Task Order, but not prior to the award for this solicitation.
Question 5: Does this facility accept SKM Power Tool to perform the Arc Flash Studies?
Answer 5: Electrical analysis software can be used for electrical studies, but electrical analysis software packages that perform arc flash calculations do not account for an electrical manhole configuration in which the electrical worker is inside an enclosed area rather than standing adjacent to an enclosure. Increase the arc flash PPE requirements by a minimum of one (1) arc flash hazard category above the arc flash calculation result. IAW UFC 3-560-01 Para. 7.3
Question 6: Will a site visit be scheduled/required?
Answer 6: No, a site visit will not be scheduled prior to award of the base contract, but Contractors are welcome to obtain passes and tour the installation.
Question 7: Will local presence be required, or will it be considered in the evaluation, or will the award be made purely based on experience and pricing?
Answer 7: Please refer to Section M of the solicitation for the relevant evaluation factors. Factors not included in Section M will not be used for offering evaluation.
Question 8: Are questions/RFIs for this solicitation are to be submitted over email and not through PIEE?
Answer 8: Questions and RFIs via email are acceptable, but ensure that all Quotes are submitted via PIEE and are submitted in accordance with (IAW) the solicitation instructions.
Question 9: Are How many sites in total? Is it each transformer per site? If not, how many transformers are there per site on average?
Answer 9: Site estimates are provided on the second sheet of the Pricing Schedule.
Device lists will be provided with each Task Order, but not prior to the award for this solicitation.
Question 10: For sites with “Insufficient knowledge or data to show panel/equipment locations,” how will you provide data to us? Will you require us to perform site data collection?
Answer 10: Yes, if there is “Insufficient knowledge or data to show panel/equipment locations” the KTR will be required to conduct a site data collection.
Question 11: For “Insufficient data/calculations from electrical utility company,” please confirm that you will cooperate with us in the discussion with Utilities.
Answer 11: Once the contract is awarded, they will be given the KVA from the Utility company and the as-builts for the facilities they will be working in. DPW will assist with coordinating with the Utility contractor.
Question 12: Regarding “Additional electrical feeds or emergency generators tied into the facility,” please clarify if this is existing equipment or new installations that haven’t been foreseen yet.
Answer 12: Existing equipment. Any new installations of generators/equipment will require an updated analysis from the installing contractor.
Question 13: Please advise how you would like us to proceed with the percentage for each multiplier category?
Answer 13: Once the base price “Service Size” is filled out the KTR will use the percentage multiplier for size, number, facility size or any addition work, that would be performed.
Question 14: Can we add “site data collection” category? The price will vary significantly between a small equipment list and a large equipment list. And site data collection should not apply to sites with full information.
Answer 14: Regarding adding “site data collection”, this is covered under “Other Adders” in the Insufficient knowledge or data to show panel/equipment locations, Insufficient data/calculations from electrical utility company, and Additional electrical feeds or emergency generators tied into the facility.
Question 15: The current 5-year estimate calculation does not reflect correctly as Arc Flash study will be based on the actual equipment, please clarify as able.
Answer 15: The five-year estimation will be calculated off of the base price and the percentage multipliers. The quantities listed in Years 2-5 are just placeholders for estimating purposes. The specific buildings/quantities are unknown at this time.
Question 16: Is this a new requirement or is there prior contractual history for Fort Campbell, KY/TN that can be referred to.
Answer 16: Being as this is a new requirement for the installation, there is no incumbent or prior contractual history to refer to.
Question 17: Can you define the base cost quantitatively so that all contractors work with the same assumptions?
Answer 17: The base cost will quantitatively be set by the contractors. Assume that each tiered kVA Service size is the cost for one (1) location, one (1) Distribution Board/ Equipment, the smallest Facility Size and Data Availability is sufficient. The following percentages are applied to the base rate and number of buildings/ locations and then added together for increased cost to account for increased complexity.
Question 18: Can you confirm if the numbers in column B of the second sheet in the Pricing Schedule represents the number of buildings and follow-on defining characteristics?
Answer 18: Yes, the numbers in the second sheet of the Pricing Schedule for columns B, D, F, H, and J all represent rough estimates of locations, facility voltages, # of Distribution Boards/Equipment, Facility Size, Data Available, and possible Other Adders that will all increase overall costs. However, understand that not all locations are fully determined, and the quantities may vary with the issuance of each Task Order.
Question 19: Can In the PWS issued with the Sources Sought Solicitation, the scope included Arc Flash Analysis for 20 buildings. Has the scope changed?
Answer 19: The number of buildings provided in the Sources Sought Solicitation and the current Solicitation represent the rough estimated quantity of buildings for the first and following years. The rough estimate is to provide potential offerors an estimate of the number of buildings to establish rough expectations for each Task Order following the award of the Indefinite Delivery/ Indefinite Quantity Contract.
Question 20: Can the progress meetings be held virtually?
Answer 20: Due to the requirements of this contract and the frequent site visits for the facilities, the contractor should be able to be on site for meetings. If everything with this contract is running smooth, once awarded, we can readdress this.
Question 21: What is the expected frequency of the progress meetings?
Answer 21: The frequency of the progress meetings is on an as needed basis, the KTR can submit a Work in Progress (WIP) document or a contract Officer Representative (COR) report that outlines the progress for each building/service.
Question 22: The multipliers in the Pricing Schedule spreadsheet have minimal impact to the dollar values calculated in the 5 Year Estimate tab. For example, if you enter a 100% multiplier in Year 1 for 26-30 Distribution Boards, it adds $1 to the 5 Year Estimate fee in cell C26. Is this correct or is there an error in the spreadsheet calculation?
Answer 22: Yes, there is an error in the spreadsheet, expect an Amendment to the solicitation with a corrected Pricing Schedule to be published on 13 September 2024.
Question 23: The multipliers in the Pricing Schedule spreadsheet have minimal impact to the dollar values calculated in the 5 Year Estimate tab. For example, if you enter a 100% multiplier in Year 1 for 26-30 Distribution Boards, it adds $1 to the 5 Year Estimate fee in cell C26. Is this correct or is there an error in the spreadsheet calculation?
Answer 23: Yes, there is an error in the spreadsheet, expect an Amendment to the solicitation with a corrected Pricing Schedule to be published on 13 September 2024.
The amendment will establish a base rate that more significantly increases the additional costs for increased complexity.
Question 24: To clarify, offers must be submitted with only the 1449 Form and the Pricing Schedule?
Answer 24: Yes, offeror submissions will include two (2) Volumes: Volume -1 Price (Attachment 3, Pricing Schedule) and Volume 2 - Solicitation Documents (SF 1449).
Please refer to Section L (Pages 51 to 54) for additional details.
Question 25: Will there be an extension to the offer submission deadline?
Answer 25: No, there will not be an extension to the offer submission deadline at this time.
