Questions for Arc Flash Study & Labeling
Question 1: Will there be additional technical direction in association with this task. Arc flash studies require an understanding of the quantities and types of electrical equipment such as panelboards, transformers, large motors, transfer switches, etc.
Answer 1: The as-builts we have on record will be provided post-award, in accordance with the requirements for each consecutive Task Order. If the Contractor(s) need additional information beyond that, Contractors are welcome to obtain passes and tour the installation. Post-award and time permitting, site-visits may be conducted prior to the issuance of the first Task Order.
Question 2: Will an equipment inventory be provided?
Answer 2: Equipment inventory will be provided with each Task Order, but not prior to the award for this solicitation.
Question 3: Will electrical one or single-line diagrams be provided?
Answer 3: Yes, single-line diagrams will be provided with each Task Order, but not prior to the award for this solicitation.
Question 4: Is there a device list either from a customer-provided tabulation, drawings, or a model available, as well as the study specifications?
Answer 4: Yes, device lists will be provided with each Task Order, but not prior to the award for this solicitation.
Question 5: Does this facility accept SKM Power Tool to perform the Arc Flash Studies?
Answer 5: Electrical analysis software can be used for electrical studies, but electrical analysis software packages that perform arc flash calculations do not account for an electrical manhole configuration in which the electrical worker is inside an enclosed area rather than standing adjacent to an enclosure. Increase the arc flash PPE requirements by a minimum of one (1) arc flash hazard category above the arc flash calculation result. IAW UFC 3-560-01 Para. 7.3
Question 6: Will a site visit be scheduled/required?
Answer 6: No, a site visit will not be scheduled prior to award of the base contract, but Contractors are welcome to obtain passes and tour the installation.

Questions for Arc Flash Study & Labeling
Question 7: Will local presence be required, or will it be taken into account in the evaluation, or will the award be made purely based on experience and pricing?
Answer 7: Please refer to Section M of the solicitation for the relevant evaluation factors. Factors not included in Section M will not be used for offer evaluation.
Question 8: Are questions/RFIs for this solicitation are to be submitted over email and not through PIEE?
Answer 8: Questions and RFIs via email are acceptable, but ensure that all Quotes are submitted via PIEE and are submitted in accordance with (IAW) the solicitation instructions.
