About this file
This document is a Questions and Answers file for Solicitation W9124726QA04, a federal training requirement for the 35th Combat Support Battalion (CSB) Advanced Technical Training.
The requirement consists of instructor-led, in-person training delivery for four certification courses: CompTIA Network+ (36 student slots), Cisco CCNA (42 slots), Certified Kubernetes Administrator (CKA) (40 slots), and CompTIA Linux+ (40 slots), totaling 158 student seats. Training must be delivered at a contractor-provided facility within 25–30 miles of Fort Bragg, with the contractor responsible for classroom space, student workstations, and network bandwidth. Each course iteration must support a minimum of 10 and maximum of 20 students, with an ideal class size of 12 students per iteration. The Government guarantees minimum enrollment of 10 students per scheduled iteration. Pricing is structured on a per-student-slot basis across eight Contract Line Item Numbers (CLINs): four for course delivery (CLINs 0001, 0003, 0005, 0007) and four for certification exam vouchers (CLINs 0002, 0004, 0006, 0008). Contractors must invoice for the full 158 vouchers; unused funds will be deobligated at contract end, and vouchers not used for passing students will be allocated back to the unit. Only one class iteration will run at a time.
Performance standards require 90 percent or higher achievement on end-of-course exams for student eligibility to receive certification vouchers. Pre- and post-course tests are separate from the 40-hour instructional content delivery. Mid-course evaluations are required only for the 80-hour CCNA course. Students are directed to take certification exams at the nearest Pearson Vue test center within four weeks of course completion. The period of performance is one year beginning September 30, 2026, with priority training delivery during the weeks of October 5–9 and October 12–16 to support C2Now fielding. Students may bring their own laptops. All security and administrative deliverables listed in the Performance Work Statement are required, but Program Management Training and Information Assurance Training Support are not included in this requirement.

Attachment D reflects a total of 15 class iterations (Item 2: Network+ 3 classes, CCNA 4, CKA 4, Linux+ 4;
Items 4, 8, and 9 each cite a quantity of 15). Does the Government anticipate any of these iterations being conducted concurrently? If so, please identify the maximum number of classes the contractor should be prepared to support simultaneously, so that instructor staffing and classroom capacity at the facility described in PWS 1.6 can be priced accordingly.
Only one class will run at a time

Section B establishes separate voucher CLINs (0002, 0004, 0006, 0008) in quantities matching the course slot counts (36/42/40/40), while PWS C 5.2 authorizes voucher issuance only to students who pass the post-course test. For pricing purposes, should offerors price the full quantity of 158 vouchers in the Firm-Fixed-Price quote, or will vouchers be invoiced only for students who meet the post-course passing requirement? Please also confirm whether unused voucher quantities will be deobligated at the end of the period of performance.
Invoice for the full amount 158 vouchers, if they are unused funds will be deobligated at the end of the period of performance. If a student does not pass the end of course exam the voucher will be allocated to the unit.

6; 4 Solicitation Section C; PWS
1.4 and 1.6
Section C of the solicitation states that the requirement includes instructor-led courses delivered in-person or virtually, while PWS 1.4 states that training will be conducted in-person and PWS 1.6 requires a physical training facility within a 25-to-30-mile commuting radius of Fort Bragg. Please confirm whether in-person delivery at a contractor-provided local facility is mandatory for all four courses, or whether virtual delivery is acceptable for any portion of the requirement. If in-person delivery is mandatory, please confirm that the contractor is responsible for furnishing the classroom space, student workstations, and network bandwidth described in PWS 4.1 and 4.5.
In-person instruction is mandatory, the contractor is responsible for providing classroom space, student workstations and network bandwidth

1 and PWS
3-5; 12, 23 Section B, CLINs 0001/0003/0005
/0007; PWS C
5.1; Attachment D
Section B prices course delivery on a per-slot basis (Each), while PWS C 5.1 requires each iteration to support a minimum of ten (10) and a maximum of twenty (20) students, and Attachment D reflects 15 iterations across 158 slots, which averages approximately 10 to 12 students per class. Because instructor labor, facility, materials, and lab costs are incurred per iteration rather than per student, actual class fill materially affects unit price. Please confirm the minimum student enrollment the Government will guarantee per scheduled iteration, and whether the Government would consider a per-iteration CLIN structure for course delivery with vouchers remaining priced per student.
The Government will guarentee a minimum of ten (10). The Government will consider a per iteration cost if we drop below the minimum (not anticipated).
*Quote should be based on PWS
11 Since there are (8) CLINS separated into actual course delivery and exam vouchers. However, the PWS states 10-20 students per iteration, is there a specific number of iterations you would like? For example, in the CompTIA Network+ course, it shows (36) total students to be trained. Does it matter if we group/price them into (12) students for (3) iterations (events) or
(18) students for (2) iterations (events)? If this does not matter at this point, do you want us to just list the unit price (student) for all (36) students?
The ideal amount of students per iteration is 12 in order to promote greatest success and productivity between the insturctor and students. We will inusre a minimum of 10 are in each iteration.
12 PWS states this but once an exam voucher is provided for those who pass the post course test, will 35th Signal Brigade direct the students to take the exam at the nearest Pearson Vue test center? I ask this because some customers ask for onsite exam testing on the final day of class to be administered by the training vendor which we do not administer.
The students are directed by 35th CSB to take the exam at the most convienient Pearson Vue test center within 4 weeks of finishing the course
13 Pre/post-course tests – extent, expectation, time allotment. Pre, post, and mid-course tests will eat into the delivery hours of the class. Does the government consider these activities as part of the total 40 hours of instructional content? For example, CCNA is delivered as a 40 hour class, but there are 64 total hours (3 days self-study). This is standard and part of authorized materials from Cisco
The pre and post test courses are in addition to the 40 hour course, conducted before the course material starts and after all material is finished.
14 Facility – government provided or rented by contractor? In-person instruction is mandatory, the contractor is responsible for providing classroom space, student workstations and network bandwidth
15 Mid-course evals – What does the government expect/accept to accurately “gauge student progress”
Mid course evals are only required for CCNA since it is an 80hr course. It is the same pre test with an expectation all students have improved or understand where they stand with the material.
16 Delivery timeframe – November C2Now fielding is mentioned. Is the government expecting an October delivery?
We are expected a Decmber delivery but due to WFX 27-1 October is the only month with avaiability for the unit to prepare NETOPS teams prior to C2NOW fielding
17 Pre-course mentioned in intro but not in deliverables or part 5, specific tasks of PWS. Could you please expand upon the pre-course and post-course test? Do practice exams suffice?
Yes these are practice exams, the pre test is to guage where the students stand for the instructors.
18 Will students be able to bring their own hardware (laptops) or will they need contractor-provided laptops?
Yes students can bring their own laptops
19 PWS paragraph 1.4 Delivery method. PWS paragraph 1.4 states that training will be conducted in person, and PWS paragraph 1.6 requires a proposed physical training facility within a 25-to-30-mile commuting radius of Fort Bragg. Section C of the RFQ describes instructor-led courses delivered "in-person or virtual." Please confirm the required delivery method, and whether virtual delivery is acceptable for any of the four courses.
RFQ has been corrected to remove virtual language. In-person instruction is mandatory, the contractor is responsible for providing classroom space, student workstations and network bandwidth
20 Section M Is there a page limit for any of the evaluation factors listed in Section M
No page limit
21 Since there are (8) CLINS separated into actual course delivery and exam vouchers.
The ideal amount of students per iteration is 12 in order to promote greatest success multiple iterations is acceptable to meet the requirements given a schedule that works for the unit and instructors. Per student pricing is preferred
22 Once an exam voucher is provided for those who pass the post course test, will 35th Signal Brigade direct the students to take the exam at the nearest Pearson Vue test center? I ask this because some customers ask for onsite exam testing on the final day of class to be administered by the training vendor which we do not administer.
35th will direct the students to sign up for an exam
23 Training Slots vs.
Course Iterations
The PWS identifies 158 total training slots consisting of:
| • | CompTIA Network+ – 36 slots |
| • | Cisco CCNA – 42 slots |
| • | Certified Kubernetes Administrator (CKA) – 40 slots |
| • | CompTIA Linux+ – 40 slots |
It also states that each course iteration will support a minimum of 10 and maximum of 20 students. Can the Government confirm that the quantities above represent individual student seats rather than separate course iterations?
the quantities are individual student seats
24 Anticipated Number of Course Iterations
For pricing and instructor scheduling purposes, can the Government provide the anticipated number of class iterations for each course? For example, should the 36 Network+ students be expected to attend approximately two to four separate 40-hour classes?
the ideal number of students is 12 which would have each class needing 2-4 iterations
25 Delivery Modality The solicitation notice references instructor-led delivery that may be in-person or virtual, while the PWS indicates training will take place at a contractor-provided facility within approximately 25–30 miles of Fort Bragg. Please confirm whether:
| • | in-person delivery is mandatory; |
| • | virtual delivery is permitted; or |
| • | the Government may select either delivery method |
during the period of performance.
RFQ has been corrected to remove virtual language. In-person instruction is mandatory, the contractor is responsible for providing classroom space, student workstations and network bandwidth
26 Training Facility If training is conducted in person, please confirm whether the contractor is responsible for providing the classroom/training facility for all course iterations or whether Government facilities may be available.
RFQ has been corrected to remove virtual language. In-person instruction is mandatory, the contractor is responsible for providing classroom space, student workstations and network bandwidth
27 Student Workstations and Equipment
Please confirm whether the contractor must provide physical computers/workstations for each student or whether Government personnel will bring Government-issued laptops and the contractor is responsible primarily for instructional materials and virtual lab environments
RFQ has been corrected to remove virtual language. In-person instruction is mandatory, the contractor is responsible for providing classroom space, student workstations and network bandwidth
28 Anticipated Training Schedule
Does the Government have an estimated schedule or expected distribution of course iterations between September 30, 2026 and September 29, 2027? This information will help us appropriately plan instructor availability and facility requirements.
The Government does not have a estimated schedule beyond requesting training during the weeksof 5-9 OCT and 12-16OCT
29 Certification Exam Vouchers Please confirm that certification examination vouchers should be priced on a per-student basis and are required only for students who successfully meet the applicable post-course testing requirement.
Invoice for the full amount 158 vouchers, if they are unused funds will be deobligated at the end of the period of performance. If a student does not pass the end of course exam the voucher will be allocated to the unit.
30 PWS §1.4 and RFQ Section C
The PWS states training will be conducted in person, while the RFQ states instructor-led courses may be in-person or virtual. Please confirm the required delivery mode.
RFQ has been corrected to remove virtual language. In-person instruction is mandatory, the contractor is responsible for providing classroom space, student workstations and network bandwidth
31 RFQ line items 0001–0008
Please confirm whether “Each” means one student slot, and whether certification vouchers are priced for all slots or only for students who pass the post-course test.
Each is a student slot, vouchers are priced for all 158 seats
32 PWS §1.4 and C.5 The PWS mentions completing training prior to the unit’s final C2Now equipment transition and fielding in November 2026, but the period of performance begins 30 September 2026. Please clarify the priority courses and required completion timeline.
The Period of performance will be one year
33 PWS §1.1 Please confirm whether Program Management Training and Information Assurance Training Support are included in this RFQ or whether the requirement is limited to the four certification courses and vouchers.
we are not requesting this training for students this is required for governement contractors
