About this file

This is a Questions and Answers document for Solicitation W9124726QA04 regarding the 35th CSB Advanced Technical Training contract.

The requirement is new with no incumbent contractor. The Government will conduct only one class iteration at a time, with a guaranteed minimum enrollment of ten (10) students per scheduled iteration and a maximum of twenty (20) students. Four courses are required: Network+ (3 iterations), CCNA (4 iterations), CKA (4 iterations), and Linux+ (4 iterations), totaling 15 class iterations across 158 student slots. In-person instruction is mandatory; the contractor must provide classroom space, student workstations, and network bandwidth within a 25-to-30-mile commuting radius of Fort Bragg. The Government will deobligate unused voucher funds at the end of the performance period. Offerors should price the full quantity of 158 vouchers in the Firm-Fixed-Price quote; if a student does not pass the end-of-course exam, the voucher will be allocated to the unit. The student performance standard is 90% or higher on the end-of-course exam. The pricing structure is per-slot basis for course delivery CLINs (0001/0003/0005/0007) with separate voucher CLINs (0002/0004/0006/0008) matching course slot counts of 36/42/40/40 respectively. The Government will consider a per-iteration cost structure if enrollment falls below the minimum of ten students, though this is not anticipated.

4, 23 Part 7, Attachment D, Items 2, 4, 8, 9;

PWS 1.5 / 1.6

Attachment D reflects a total of 15 class iterations (Item 2: Network+ 3 classes, CCNA 4, CKA 4, Linux+ 4;

Items 4, 8, and 9 each cite a quantity of 15). Does the Government anticipate any of these iterations being conducted concurrently? If so, please identify the maximum number of classes the contractor should be prepared to support simultaneously, so that instructor staffing and classroom capacity at the facility described in PWS 1.6 can be priced accordingly.

Only one class will run at a time

4, 12, 13, 18-19 C 5.2; PWS 1.4;

C 5.1;

Attachment B

(PRS 5.2)

The PWS states differing acceptance standards for student performance: PWS 1.4 requires a minimum of 90% of students to improve on their day-one pretest score; C 5.1 requires at least 90% of students to demonstrate operational proficiency through hands-on practical exercises; and C 5.2 and Attachment B describe a mid-course evaluation and post-course test with no pretest. Please confirm which standard governs acceptance, and identify the Government's desired passing score on the contractor-administered post-course test used to determine student eligibility for a certification voucher.

The standard for student perfomance is 90% or higher on the end of course exam

PWS C 5.2 (p.

13), Attachment D Item 7 (p. 23)

Section B establishes separate voucher CLINs (0002, 0004, 0006, 0008) in quantities matching the course slot counts (36/42/40/40), while PWS C 5.2 authorizes voucher issuance only to students who pass the post-course test. For pricing purposes, should offerors price the full quantity of 158 vouchers in the Firm-Fixed-Price quote, or will vouchers be invoiced only for students who meet the post-course passing requirement? Please also confirm whether unused voucher quantities will be deobligated at the end of the period of performance.

Invoice for the full amount 158 vouchers, if they are unused funds will be deobligated at the end of the period of performance. If a student does not pass the end of course exam the voucher will be allocated to the unit.

6; 4 Solicitation Section C; PWS

1.4 and 1.6

Section C of the solicitation states that the requirement includes instructor-led courses delivered in-person or virtually, while PWS 1.4 states that training will be conducted in-person and PWS 1.6 requires a physical training facility within a 25-to-30-mile commuting radius of Fort Bragg. Please confirm whether in-person delivery at a contractor-provided local facility is mandatory for all four courses, or whether virtual delivery is acceptable for any portion of the requirement. If in-person delivery is mandatory, please confirm that the contractor is responsible for furnishing the classroom space, student workstations, and network bandwidth described in PWS 4.1 and 4.5.

3-5; 12, 23 Section B, CLINs 0001/0003/0005

/0007; PWS C

5.1; Attachment D

Section B prices course delivery on a per-slot basis (Each), while PWS C 5.1 requires each iteration to support a minimum of ten (10) and a maximum of twenty (20) students, and Attachment D reflects 15 iterations across 158 slots, which averages approximately 10 to 12 students per class. Because instructor labor, facility, materials, and lab costs are incurred per iteration rather than per student, actual class fill materially affects unit price. Please confirm the minimum student enrollment the Government will guarantee per scheduled iteration, and whether the Government would consider a per-iteration CLIN structure for course delivery with vouchers remaining priced per student.

The Government will guarentee a minimum of ten (10). The Government will consider a per iteration cost if we drop below the minimum (not anticipated).

*Quote should be based on PWS
