Key deliverables include detailed design documentation, system installation and testing protocols, user training materials, and a maintenance and support plan covering a 12-month period with potential renewal options. The system must comply with Department of Defense security standards, support role-based access controls, integrate with existing military infrastructure, and maintain audit trails for all access events.

The revised submission deadline is September 22, 2026, at 4:00 PM EDT, with quotes required in three volumes: Volume I (pricing schedule in Excel format), Volume II (technical capability in a searchable PDF not exceeding 25 pages, including unpriced staffing plan, equipment list, and project plan for both locations), and Volume III (past performance in a searchable PDF not exceeding 10 pages, documenting up to three relevant projects from the last three years). Offerors must submit completed SF-1449 forms and maintain active SAM registration. Quotes should be submitted via email to MAJ Paul Ciabotti (paul.m.ciabotti.mil@army.mil) and Eli O'Neal (eli.u.oneal.civ@army.mil). This is a Request for Quote (RFQ) solicitation issued by the Department of the Army Materiel Command Mission and Installation Contracting Command under solicitation number W9124726QA035, with no identified set-asides or contract vehicles specified in the available documentation.

· Mission Overview: This project delivers critical physical security modernizations for the 108th Air Defense Artillery Brigade (ADA BDE) at Fort Bragg, North Carolina. The contractor shall provide all engineering, labor, tools, equipment, materials, and supervision to upgrade, configure, and commission stand-alone Access Control Systems across both designated facilities in accordance with the detailed scope, RFI determinations, and technical specifications herein.

· Funding Status: Funding has been fully appropriated.

2. General Description of Work & System Architecture The contractor shall furnish all engineering, labor, material, equipment, incidentals, supervision, and transportation necessary to modernize the Access Control Systems (ACS) across BLDG X-4514 and BLDG C-1726. All work shall conform to contract specifications, manufacturer recommendations, state building codes, Unified Facilities Criteria (UFC), Federal, Department of the Army (DA), State of North Carolina, and Fort Bragg construction safety and environmental protection laws, regulations, and the Fort Bragg Installation Design Guide (IDG).

2.1 Core Architectural & Authentication Standards

· FICAM Compliance: The access control systems for both facilities (BLDG X-4514 and BLDG C-1726) must be stand-alone, Federal Identity, Credential, and Access Management (FICAM) compliant solutions.

· Authentication Level & Credential Type:

· Authentication shall be Certificate-Level Authentication (PKI).

· The system must save card certificates (Card Authentication Key , PIV-AUTH) and/or root certificates upon enrollment for both facilities.

· System certificate installation will be performed by the 108th ADA BDE.

· Card readers shall read directly from the CAC's FASC-N (FASC-N for contactless entry; FASC-N + PIN-to-PACS for keypad/dual-factor doors).

· The system shall strictly utilize Common Access Cards (CAC) as entrance credentials. Proximity cards and secondary/additional badging for identification are not permitted.

· The system must automatically deny access upon CAC expiration dates across both facilities.

· Intrusion Detection System (IDS) Demarcation: The Access Control System (ACS) and Intrusion Detection System (IDS) are separate, distinct systems and are not tied together. All existing IDS sensors, door contacts, motion detectors, and glass-break sensors are strictly out of scope.

· Cipher Locks: No mechanical or electronic cipher locks (e.g., X-10) are required under this scope of work.

· Equipment Substitutions: Commercial "or equal" equipment substitutions are permitted, provided they meet all FICAM compliance, technical, and operational requirements.

3. Tasks & Detailed Location Requirements
