About this file

This file is an Industry Questions and Answers document for solicitation W91247-26-Q-A009 regarding Maintenance and Repair of Washers and Dryers. The incumbent contractor is Avalon Contracting Inc. under Contract W912472-23-C-9000. The Government anticipates approximately 130 work orders monthly, averaging 1.7 machines per work order. The total Other Direct Costs (ODC) allowance is $74,625.72 for the Base Year, increasing 3% annually for option years, with no monthly threshold but an annual not-to-exceed cap. Approximately 80% of the current inventory is past eight years of age, and the incoming contractor will assume 260 open service orders at contract start. The standard completion requirement for work orders is 2 business days from notification, necessitating that contractors maintain a stock of commonly used repair parts.

Key operational requirements include that contractors are responsible for transportation, removal, and installation of replacement machines, as well as transporting damaged machines back to the Government storage warehouse. Material handling costs may be included under ODC CLINs, but G&A and profit on parts purchases cannot. Machines deemed too uneconomical to repair—whether due to parts unavailability or repair costs exceeding $500—will be replaced if available; otherwise, the Contracting Officer's Representative (COR) may authorize repairs if funding permits. Any washer/dryer becoming inoperative on three occasions within 15 calendar days will be replaced with another functional government-owned machine. The Government will provide a Technical Exhibit identifying all machine locations and the annual preventative maintenance schedule. Building J-2535 Bays 3 and 4 are available for parts storage and repairs, and contractors may request office space at Contractor's Row subject to availability. Evaluation will follow FAR 52.212-2 for commercial products and services, with past performance not considered as an evaluation factor.

Industry Questions and Answers W91247-26-Q-A009 – Maintenance and Repair of Washers and Dryers

Questions Government Responses

1. Who is the incumbent contractor and contract number?

Avalon Contracting Inc. and Contract number W912472- 23-C-9000.

2. What is the monthly threshold of work orders per month?

Work Order numbers vary and can increase with machine age. Average Work Orders for the most recent year are around 130 a month with around 1-2 (1.7 Exactly) machines per work order on average.

3. What is the parts and freight monthly allowance?

Total ODC allowance will be $74,625.72 for the Base Year and will increase 3% each option year thereafter.

There will not be a monthly threshold, but the annual allowance shall be a Not to Exceed Amount as listed above.

4. Since a lot of the equipment have past their life cycle if the part(s) for the machine is over $500.00 will it just be replaced with a new machine or will it be repaired?

This will depend on the availability of replacement machines and amount of available funds for ODC costs.

If replacement machines are available the broken machine could be deemed “Too Uneconomical” to repair and will be replaced. If replacements machines are not available the COR may authorize repair costs over $500.00 if ODC funding is available.

5. Please provide the approximate age range of the washers and dryers currently in service, or the percentage of machines that are older than eight years.

Currently around 80% of inventory is past eight years of age.

6. Please provide the current number of open-service orders that the incoming contractor will assume at contract start.

Current number of Open DMO’s is 260. This number will vary in the coming months.

7. When damage is determined to be Non-Fair Wear and Tear, such as vandalism or misuse, is the contractor still responsible for completing the repair under the contract?

In the case of NFWT the contractor will identify the damage as NFWT, identify what is needed to repair the machine (time and materials with cost) and wait for approval from COR to proceed with repairs. If approved by COR for repair, it will be treated as a standard DMO.

8. Under the reimbursable parts CLIN, is the contractor allowed to include material handling, G&A, and profit on parts purchased for repairs?

The contractor will be allowed to include material handling under the Other Direct Costs (ODC) CLINs.

G&A and profit on parts purchased for repairs shall not be included in the ODC CLINS.

9. Does the Government currently have a replacement plan for washers and dryers that have reached the end of their economic life, or should the contractor assume continued repair of the existing machines?

DPW Housing Division conducts the Life Cycle Replacements across the Installation, this is conducted on an as needed basis, sometimes coinciding with barracks renovations but is constrained by funding limitations and machine availability coming out Huntsville, AL where the higher headquarters is located for the barracks “Household Goods” and where those household goods allocations are made. Existing machines past their life cycle still in use shall be repaired until life cycle replacement occurs.

10. If parts required for repair are no longer available or have been discontinued, what is the process for determining that the machine should be replaced?

It will be deemed too uneconomical to repair as the repairs cannot be conducted without available parts.

11. Will the Government provide the contractor with office space or workspace on the installation with internet access to support administrative functions related to the contract?

Building J-2535 Bay 3 and Bay 4 (Government storage warehouse) can be utilized for storage of parts, to perform repair(s) to machines, and includes one (1) testing station.

This does not include office space. Contact information for warehouse manager will be provided to the Contractor by the COR. The awardee can request space at Contractor’s Row on Fort Bragg with DPW facility manager. This is subject to space availability on Contractors Row.

Contractors Row is located on the installation where contractors can store equipment, vehicles, and can place office trailers, storage buildings etc.

12. Can the Government provide historical data on the average number of service calls or repairs per month over the past two years?

Yes, historical data is provided in the PWS as reference material only and is not to be used as projected workload demand.

13. Is the contractor responsible for transportation, removal, and installation of replacement machines when equipment is deemed unrepairable?

Yes, Contractor will be responsible for transportation, removal, and installation of machines for all machine replacements. Contractor will also be responsible for transporting the damaged machines back to the Government Storage Warehouse.

14. Is the contractor responsible for repairs when damage is clearly caused by misuse such as forced lid locks, broken doors, or other similar conditions?

Yes, In the case of NFWT (Non-Fair Wear and Tear) the contractor will identify the damage as NFWT, identify what is needed to repair the machine (time and materials with cost) and wait for approval from COR to proceed with repairs. If approved by COR for repair it will be treated as a standard DMO.

15. Is the contractor expected to maintain a stock of commonly used repair parts, or will parts be ordered on an as-needed basis?

Yes, the Contractor should maintain a stock of commonly used parts as the standard completion requirement for DMO’s is 2 business days from the time of notification.

16. Can the Government provide the estimated distribution of washers and dryers by building or area on the installation to assist contractors in estimating travel time between service locations?

Yes, a breakdown of all machine locations as well as annual PM schedule will be provided to the Contractor in a Technical Exhibit (TE). The TE will identify the building number, how many machines are at that location separated by type, and which month that building is required to have preventative maintenance conducted.

17. If the contractor identifies machines that are repeatedly failing or beyond economical repair, what process should be followed to request replacement of those machines?

Any washer/dryer that becomes inoperative on three occasions within any fifteen (15) calendars day period shall be replaced with another functional government owned machine.

18. Will the Government consider adding past performance as an evaluation factor for this solicitation to determine the best value to the Government?
