About this file
This is a Women-Owned Small Business (WOSB) Solicitation for Commercial Products and Commercial Services issued by the Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) at Fort Bragg, North Carolina. The solicitation number is W91247-26-Q-A009, issued March 2, 2026, with an offer due date of March 16, 2026, at 1:00 PM Eastern Daylight Time. The requirement is for maintenance and repair services of Government-owned washers and dryers (Maytag, Speed Queen, and Whirlpool models) at Pope Army Airfield, Camp Mackall, Fort Bragg, and Aberdeen Training Facility. The contract uses a Lowest Price Technically Acceptable (LPTA) evaluation method with two evaluation factors: Technical Capability (Phase-in Approach and Staffing Approach) and Price. The solicitation is set aside 100% for small businesses, specifically WOSB concerns, under NAICS code 811412 with a size standard of $19 million.
The contract structure includes a 30-calendar-day phase-in period (April 1-30, 2026) followed by an 11-month base period (May 1, 2026 to March 31, 2027) and four 12-month option periods through March 31, 2031. Contract line items include labor (CLINs 0001, 0002, 1001-4001) priced on a firm-fixed-price basis and Other Direct Costs (CLINs 0003, 1002-4002) on a cost-reimbursement basis with specific not-to-exceed amounts ($74,625.72 for base year ODC; escalating through option years to $83,991.91). The contractor must furnish all labor, equipment, tools, transportation, supervision, and supplies necessary for maintenance and repairs in accordance with the Performance Work Statement and manufacturer guidelines. Inspection and acceptance occur at Fort Bragg with Cameron Mathews as the primary point of contact. A mandatory site visit is scheduled for March 5, 2026, at 10:00 AM at Warrior Transition Battalion Barracks, Building 4-2027, with limited attendance of two representatives per firm.
