About this file

This file contains Questions and Answers (Q&A) related to solicitation W9124726QA003 for Fort Bragg Laundry and Dry Cleaning services. The document addresses 51 clarifying questions submitted by potential offerors regarding contract scope, operational requirements, pricing, and performance expectations.

Key operational details include: pickup and delivery occur once weekly on Tuesdays during normal business hours (0730-1200); the current requirement supports one location with multiple locations to be added due to program changes; contractor personnel must obtain Common Access Cards (CACs) for installation access; and turnaround times and special handling requirements are defined in the Performance Work Statement (PWS). The guaranteed minimum is 1,875 pieces based on the 5-year award period, with historical annual volumes reaching approximately 54,000 pieces and peak months between April-October potentially exceeding 4,000 pieces monthly. The incumbent contractor was D & S Textile Services under previous contract W9124725CA036 valued at $389,430.62 for bridge services, though the government notes that current Army guidance effective September 2025 has changed laundry service requirements significantly, making prior contract data not fully representative. Pricing requirements span the base year, four option years, and a six-month FAR 52.217-8 extension period, with the government declining to prescribe escalation methodology. Prime contractors may subcontract processing work while retaining full management and accountability, subject to FAR 52.219-14 limitations on subcontracting (50% for services to non-similarly situated entities), and are financially liable for all lost or damaged government property regardless of subcontractor fault.
