Some of the labor categories are Service Contract Act and traditionally these incumbent personnel are hired by the successful offeror. | 51 | Section L - Instructions, Conditions and Notices to Bidders | Page 80/ e. Factor 4 Management Plan iii) "The intended methodology for accommodating fluctuating workloads….." | Can the government clarify "accommodating fluctuating workloads" as TE3 and Part 5 of the PWS do not indicate "fluctuating workloads"? | The data in TE3 are estimates only. Fort Bragg operational tempo is subject to unique national security demands, including large scale, rapid combat deployments and responses to humanitarian crises. Furthermore, the predominant demographic at Fort Bragg is young soldiers, young families and high birth rates. As the largest US military installation in the world, Fort Bragg tends to experience high numbers of the various types of family violence. The FAPM must often respond quickly and in effective, meaningful ways to identified trends. "Fluctuating workloads" simply refers to those times at Fort Bragg where there are all-out, intense efforts to come up with responses to said trends and deployments. This includes the need for creative scheduling to provide additional after hours/weekend outreach events. It may also include ad hoc brainstorming sessions, ordering materials and creating appropriate marketing tools. | |
Section L - Instructions, Conditions and Notices to Bidders | Page 80/8. Volume III - Price (Factor 6) d. Factor 3 - Staffing Approach | Would the Government consider adding a requirement for offerors to include in their technical response the specific SCA Occupation Code and Title they will use in performance of this opportunity? This will enable the source selection board to fairly evaluate whether the offeror's proposed solution is fair, reasonable and technically acceptable. For example, proposing a General Clerk to perform outreach services and parent education could raise concern over the offeror's staffing methodology, putting the program at risk. | See response to Question 7 and 22.
Section M - Evaluation Factors for Award | Page 82 / Basis for Award | Will the Government consider making this a Best Value opportunity? This would be to the benefit of the Government by providing greater incumbent capture and stability in the workforce through lower turnover. With the recent "Great Resignation" in the labor force, making this a Best Value opportunity allows for pricing that is both competitive and sufficient to attract and retain competent staff. | No, the Government will not consider making this a best Value Opportunity.
Section M - Evaluation Factors for Award | Page 82 / Basis for Award | With this as a LPTA opportunity, the concern is low bids may result in lowering the compensation resulting in the loss of incumbent staff and therefore impacting continuity of services. This lowering can also be detrimental in obtaining quality of employees needed for adequate contract performance and can result in interrupted services due to high turnover. Will the Government be looking at the offeror's proposed SCA labor categories as part of its evaluation to determine fair and reasonable pricing? | The Government will award to the lowest priced technically acceptable proposal. Price will be evaluated for reasonableness. The Governemnt will not evaluate price for realism.
Section M - Evaluation Factors for Award | Page 84/iii - v refers to un-priced labor matrix | Please clarify the reference to "un-priced labor matrix" as the instructions do not have a requirement for an un-priced labor matrix? If the government is requiring an un-priced labor matrix as part of the technical approach will the government increase the page limit or accept the un-priced labor matrix as an attachment and exclude it from the page limit? | See response to question 52. The un-price labor mix is an attachment and excluded from the page limit
Section M - Evaluation Factors for Award | Page 84/ d. Factor 4: Management Plan iii. "The management plan ensures the offerors’ ability to successfully accommodate fluctuating workloads,…." | Can the government clarify "fluctuating workloads" as TE3 and Part 5 of the PWS do not indicate "fluctuating workloads"?

Attachment 3, Price Matrix Template | Attachment 3, Price Matrix Template | Would the Government consider adding a requirement for offerors to include in their Pricing Matrix the specific SCA Occupation Code and Title they will use in performance of this opportunity? This will enable the source selection board to fairly evaluate whether the offeror's proposed solution is fair and reasonable and may help in preventing low bid offers which may result in higher risk of loss of incumbent staff, position vacancies, and higher turnover. Would the Government consider adding on the Pricing Matrix non-exempt positions, the requirement for [Insert Labor Category] to be adjusted to [Insert SCA Labor Category and Occupation Code]? | The Offeror is responsible for reviewing the PWS, RFP, applicable laws, and regulations, to determine the appropriate labor categories for the Offeror’s proposed staffing solution.
Section L - Instructions, Conditions and Notices to Bidders | Page 77, d. Page limit does not include list | For Volume II Technical Capability - Will the government consider adding the Factor 1: Phase-In plan to list of pages NOT included in page count? | No, the Government will not add Factor 1: Phase-In plan to the list of pages NOT included in page count.
Section L - Instructions, Conditions and Notices to Bidders | Page 79, c. | 62 | Section L - Instructions, Conditions and Notices to Bidders | Page 79/ 5. Proposal Preparation Instructions Table 1, Volume II Technical Capability | Will the government increase the page limit to at least 25 pages? | The Government will increase the page count to 25 pages.
TE3 | CAP tab, rows 9 & 10 | Both of the subject rows are labelled "Information and Referral." Could the Government please clarify the difference between the two rows? | The difference between the two is that the one with the shorter time .25 hours (15 minutes) is for simple contacts, which are 15 minutes or less. The other category, is an estimate for extended contacts, which is anything over 15 minutes, but typically longer, with an estimated average of .5 hours or 30 minutes.
TE3 | Admin tab | The monthly numbers appear to vary in meaning. Some appear to be hours, while others are workload counts. For example, row 6 (Registrations/Requests via Email) has 8 in each monthly column, presumably equal to 2 hours per week, 4 weeks in each year; however, row 7 (serve as POC for Reg for Special Events) shows a 1 in some columns, presumably for 1 event per quarter. Can the Government please clarify which columns are workload and which are hours? | The Admin Tab was amended for clarity. All values now reflect estimated total hours per month
TE3 | Admin tab | Several of the conversions from the column B explanations to the hours have varying conversion factors. Can the Government please clarify the number of days per month (appears to be 21.65 in row 5, but is 20 in rows 8 & 23)? | The Admin Tab was amended for clarity. All values now reflect estimated total hours per month
