e. What counts as a page? A page shall be an 8 ½ X 11” digital format. Printing shall be easily readable

(10 point font or larger). When both sides of a sheet display printed material, it shall be counted as two pages. The Offeror shall number each page in order to eliminate any confusion. g. Glossary of Abbreviations and Acronyms. Each volume shall contain a glossary of all abbreviations and acronyms used, with an explanation for each.

ii.) The letter shall acknowledge that the offeror agrees to hold the prices in its offer firm for 90 days from the date specified for receipt of offers.

iii.) The letter shall state the Offeror’s DUNS number, CAGE Code, Tax-ID number, and address.

iii.) If any representation or certification cannot be completed in SAM, fill in the provision provided in the solicitation and submit with the proposal.

6. Volume II – Technical Capability (Non-Price Factors).

a. The Technical Volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. Legibility, clarity and coherence are critical. Responses will be evaluated as detailed in Addendum to FAR Clause 52.212-2, Evaluation – Commercial Items. Offerors should address, as specifically as possible, the actual methodology used for accomplishing the PWS requirements. Proposals should not simply rephrase or restate the Government's requirements, but rather should provide convincing rationale to address how the Offeror intends to meet these requirements. Statements that the Offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will raise questions regarding an Offeror’s technical ability to perform the services contained herein and may be grounds to eliminate the proposal from further consideration for contract award.

Offerors should assume that the Government has no prior knowledge of their experience, and that it will base its evaluation on the information presented in the Offeror’s proposal.

b. Factor 1 – Phase-in Plan. The Offeror shall submit a Phase-in Plan that adheres to the following requirements:

i.) The Offeror shall provide a Phase-in Plan that affects a smooth and orderly transfer of contract responsibility in accordance with PWS paragraph 1.21.1. The fourteen (14) thirty (30) calendar day Phase-in Plan shall include a chart/timeline of events that discusses who will manage the phase-in; who comprises the technical transition team by labor category; how the Offeror's staff will observe current operations; and what procedures will be used to assume full operational control without break or degradation of critical service, by the start date of reaching full operational capacity.

c. Factor 2 – Management Plan. The Offeror shall submit a Management Plan that includes the following:

i.) An organizational chart which identifies the management structure of the proposed team. The plan shall include a description of the roles and responsibilities of the proposed Program Manager (and Alternate Program Manager, if applicable) and his/her relationship to the proposed on-site staff. The Offeror shall identify all key personnel and any utilization of subcontractors.

ii.) A detailed description of the duties and responsibilities of the employees located at Shaw AFB, how the Offeror will manage and oversee contract performance, and any other information that can help demonstrate how the Offeror’s can successfully perform the tasks detailed in the PWS.

iii.) The intended methodology for accommodating workloads, minimizing personnel turnover, and recruiting and retaining qualified and experienced personnel.

d. Factor 3 - Mission-Essential Contractor Services Plan. The Contractor shall develop a plan in accordance with DFARS 252.237-7024 that addresses the following:

i.) Challenges associated with maintaining essential contractor services during an extended event, such as a pandemic that occurs in repeated waves;

ii.) The time lapse associated with the initiation of the acquisition of essential personnel and resources and their actual availability on site;

iii.) The components, processes, and requirements for the identification, training, and preparedness of personnel who are capable of relocating to alternate facilities or performing work from home;

iv.) Any established alert and notification procedures for mobilizing identified “essential contractor service” personnel; and v.) The approach for communicating expectations to contractor employees regarding their roles and responsibilities during a crisis.

e. Factor 4 - Staffing Plan. The Offeror shall submit a Staffing Plan that includes the following:

i.) The Staffing Approach will be evaluated to determine the Offeror’s ability to recruit, retain, and provide a workforce with the required knowledge, skills, and qualifications in sufficient levels to satisfy the requirements stated in the PWS. The Government will evaluate how the offeror identified personnel/ labor categories deemed necessary to satisfy the requirement of the PWS.

The Government will evaluate the personnel qualifications to ensure qualifications are commensurate with all PWS requirements. The Offeror’s approach to designating personnel for assignment to the specific functional areas of the PWS will be evaluated for reasonableness, the likelihood of success with minimal disruption and risk to the Government, and to assess the Offeror’s ability to assign personnel with the proper qualifications to specific functional areas.

The Offeror’s approach to accommodating workloads, minimizing turnover, and retaining qualified personnel will be evaluated to determine the reasonableness of the approach and the likelihood of success. The Government will evaluate how the offeror is going to ensure that all the requirements of the contract/PWS will be met during vacancies in the offeror’s staff due to resignations, leave, etc. When evaluating alternative approaches to staffing levels based on estimate workload, the contractor shall provide in sufficient detail, how the work will be accomplished with less/more than the number of FTE’s. Simply stating that the offeror will cross utilize employees is insufficient detail and thus will be given an unacceptable rating.

ii.) The staffing plan includes an un-priced labor matrix that clearly and adequately identifies all members of its team by DoL labor category and any exempt positions.

iii.) The offeror’s unpriced labor matrix clearly identifies the labor category and number of full-time equivalents (FTEs) and/or part-time personnel.

7. Volume III – Price

a. The Offeror shall complete the CLIN schedule as follows:

Fill in the unit price and extended price for each CLIN. In the event of a mathematical discrepancy between the unit price and extended price, the unit price will govern.

Submit prices out to a maximum of two decimal points. If prices are proposed to more than two decimal points, the Government will round down the number to two decimal points.

Provide the estimated total cost (if any) incurred to comply with the Service Contract Reporting (SCR) requirement. Offerors will determine, in the Schedule (CLINs 0003, 1002, 2002, 3002, and 4002) to price or not-separately-price the SCR requirement. CLINs 0003, 1002, 2002, 3002, and 4002 shall be the CLINs under which the Contractor shall bill for all costs associated with the SCR requirement.

CLIN prices cannot be left blank. If the Offeror does not intend to charge for a specific

CLIN, indicate such by entering “NSP” (not separately priced) in the extended price of the

CLIN.

b. The Offeror shall submit a completed CLIN Totals table (RFP Attachment 4). In the event of a mathematical discrepancy between the stated CLIN prices and the CLIN totals, the CLIN prices will govern.

c. The Offeror shall submit a price matrix that mimics the un-priced labor matrix required by Factor 4 and also includes the following:

a. Direct labor rates

b. Fringe rates

c. Overhead

d. G&A

e. Subcontractor overhead (if applicable), and

f. Profit

d. The price matrix shall be submitted in Microsoft Excel format and contain a separate tab for each period of performance (Phase-in, Base, Option 1, Option 2, Option 3, and Option 4) as well as a summary tab that totals all periods of performance. Formulas used to calculate all prices shall be reflected in the electronic spreadsheets. Excel workbooks shall not contain hidden spreadsheets, and no links should exist to files not included with the submission.

e. A sample Price Matrix is included as Attachment 3 to this solicitation. Offerors may use the sample

Price Matrix as the basis for their price proposal.

f. The Government will evaluate its option to extend services in accordance with FAR Clause 52.217-8 as detailed in the Addendum to FAR 52.212-2 in this solicitation. Offerors shall not propose pricing for this six-month extension.
