PERFORMANCE WORK STATEMENT (PWS)

ACCESS CONTROL MONITORING SERVICES, USARCENT

PART 1

GENERAL INFORMATION

1. GENERAL. This is a non-personal services contract to provide Access Control Monitoring Services (ACMS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in tum is responsible to the Government.

1.1. Description of Services/Introduction. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform ACMS as defined in this Performance Work Statement except for those items specified as Government furnished property and services. All contractor provided supplies, materials, and equipment to be used in the work described herein are subject to the approval of the COR.

1.2. Background. Headquarters, U.S. Army Central Command (USARCENT) occupies Building 1947 (Patton Hall), 1 Gabreski Drive, Shaw AFB, South Carolina. With the ever present threat of all-hazard incidents, to include but not limited to, natural, manmade, and technological disasters, CBRNE and accidents on or affecting military and Government facilities and personnel, particularly those with missions impacting in the USARCENT Area of Concern, it is critical to maintain contracted personnel to operate and monitor the security systems installed to preclude access to, exploitation of or danger to Building 1947, and the personnel who work and visit therein. Until 2002 military personnel fulfilled the mission to monitor and control access to the headquarters building; however, the use of "borrowed military manpower" support in order to meet this purpose diverted talent from other critical missions and became increasingly counterproductive. With the use of electronic security technology and security procedures to enhance physical security of and control of access to Building 1947, contracted access control personnel can continue to replace the borrowed military manpower previously committed to access control as contractor is monitoring and reporting.

1.3. Objectives. The Contractor shall provide non-personal services support, in the form of Access Control Monitoring Service Specialists (ACMSS), to assist the Commander, Headquarters and Headquarters Battalion, USARCENT by providing the following basic service objectives:

1.3.1. Monitoring and operating electronic Access Control system, Security System, Closed Circuit Television systems and manual processes that support the access control of the facilities.

1.3.2. Facilitate access to the facilities by military and civilian employees whose place of duty is therein and by personnel who have validated visit requirements to conduct business or provide support within the headquarters building.

1.3.3. Support the Command's access key control, Random Anti-Terrorism Measures (RAM), and property pass programs.

1.4. Scope. ACMS include monitoring and operating electronic security systems and manual processes that facilitate the access control and security of Building 1947. The contractor shall accomplish these services in accordance with the specific requirements of this performance work statement (PWS) and in full compliance with DOD, U.S. Army, Installation (Shaw AFB) and organizational (USARCENT) policy, directives, orders and guidance.

1.5. Period of Performance. The period of performance shall be for a 14 day Phase-In Period, one (1) Base Year period of 11 months and four (4) 12-month option periods.

1.6. Quality Control.

1.6.1. Quality Control. Quality Control is the responsibility of the Contractor. The Contractor is responsible for the delivery of quality services/supplies to the Government (see FAR 52.246-1 Contractor Inspection Requirements).

1.6.2. The Contractor shall develop, implement, and maintain an effective Quality Control System which includes a written Quality Control Plan (QCP). The QCP shall implement standardized procedures and methodologies for monitoring and documenting contract performance to ensure all contract requirements are met. The Contractors’ QCP shall contain a systematic approach to monitor operations to ensure acceptable services, supplies and products described in the contract are performed at or above the standards defined in the PWS and Performance Requirements Summary (PRS).

1.6.3. The Contractor shall submit their QCP as part of the Contractor’s Phase-in Period. After acceptance of the QCP, the Contractor shall receive the Contracting Officer’s (KO) acceptance in writing or any proposed changes to the QC procedures. The Contractor shall submit QCP changes within five (5) days to the KO and Contracting Officer’s Representative (COR) for review and acceptance prior to implementation. The QCP shall address as a minimum:

1.6.4. Contractor’s organizational and management structure, titles, responsibilities and qualifications, work, and quality control verification. A comprehensive program to plan and deliver quality services and/or supplies described in the contract.

1.6.5. The QCP shall contain methods of communications (direct and indirect) with the Government regarding performance of the contract. Communication shall include regular and formal meetings with the Government for review and analyses of key process indicators, trend analysis of process deficiencies, and problem resolution.

1.6.6. Describe a method, acceptable to the Government, of identifying deficiencies in the quality of service performed under the contract before the level of performance becomes unacceptable. Describe a method for preventing and addressing processes for corrective actions without dependence upon Government direction.

1.6.7. An established inspection system covering all services required by the contract. The plan shall specify areas to be inspected on both a scheduled or unscheduled basis and the title of the individual who will do the inspection. Maintain a system to inspect their subcontractor services and products to ensure compliance with contract requirements, and applicable laws and regulations. Specify tasks or areas to be inspected on a scheduled or unscheduled basis, and how inspections are to be conducted. The contractor shall provide a current list of all titled positions and the names of the incumbents who will perform the inspections and the percentage of the work that will be inspected regularly.

1.6.8. Inspection Files. The contractor shall keep records on-site of all inspections conducted by the Contractor and the necessary corrective action taken. Documentation of all contractor quality control inspections and corrective actions shall be maintained by the contractor throughout the term of this contract.

1.6.9. The QCP shall have a customer comment processing system for correction of COR validated comments received verbally or through the Interactive Customer Evaluation (ICE) program. The system should be designed to provide feedback to the Government based on customer contact, investigation of unsatisfactory performance, rebuttal to unsatisfactory performance, or corrective action(s). The government collected and graded customer satisfaction comment cards will be part of the Government’s performance evaluation process.

1.6.10. The QCP shall include a disaster contingency plan and plan for performing the Mission Essential Services: Alarm Monitor (AM), Receptionist, and East Door Monitor. The plan shall establish procedures, identify personnel, document essential PWS disaster services, and identify the means of maintaining essential PWS services during disasters. Disaster means natural disasters (e.g., earthquake, major storm, flash flood, or hurricane), utility outage, terrorist attack, or other special circumstances identified by the Government.

1.7. Non-Conformance Report (NCR). When the Contractor's performance is unsatisfactory, an NCR will be issued. The Contractor shall reply in writing within the period specified in NCR, giving the reasons for the unsatisfactory performance, corrective action taken, and procedures to preclude recurrence.

1.8. Quality Assurance. The COR will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the COR must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). Although the Government will develop a QASP, Government surveillance of Contractor performance is not limited to the QASP or the performance objectives, outlined in this PWS, “Performance Requirements Summary (PRS).” The Government retains the right to evaluate all services required by the contract. When an observation indicates defective performance, the COR will require the Contractor or designated on-site representative to initial the observation to acknowledge the defective performance. The acknowledgement of the observation does not necessarily constitute Contractor concurrence with the observation, only that the Contractor has been made aware of the defective performance.

1.9. Property Management System (PMS). The Contractor shall establish a system to manage Government Furnished equipment in its possession to control, use, preserve, protect, repair and maintain. The PMS must be adequate to satisfy the requirements of the contract. The contractor shall be responsible for safeguarding all Government equipment, information and property provided for contractor use, or in the custody or control of the contractor. At the close of each work period, Government facilities, equipment, and materials shall be secured.

1.10. Random Anti-Terrorism Measures (RAM) Security Plan. The contractor shall assist the Government in the planning and execution of the USARCENT RAM program IAW the USARCENT RAM SOP. The COR will publish the monthly RAM calendar directing the execution date/time/entity for conducting all required monthly RAMs. A monthly RAM Report will be submitted by the Access Control Monitoring Manager (ACMM) to the COR and Installation ATO no later than 5 business days from the close of the month indicating all RAMs conducted and stating any issues or faults.
