But since we are keeping the exterior walls, meaning it’s technically not a full renovation, we’re required to comply with one of the following: All other renovations choose one of the following options: 1. Reduce measured building energy use by at least 30%, below FY 2003 or earlier, energy use baseline. 2. Reduce measured building energy use by at least 20% below FY 2015 energy use baseline. 3. Reduce model energy use (from all sources including renewable energy) by 30%compard to the ASHRAE 90.1 baseline building design for Commercial or Multi-Family High-Rise Residential Buildings, or the IECC baseline (using the Simulated Performance Alternative found in Section 405 of the IECC for Low-rise Residential buildings. (Refer to paragraph “Commercial and Multi-Family High-Rise Residential Buildings” for calculations of energy consumption reduction.) Numbers 1 and 2 would require us to install meters to determine the actual energy use, I suppose over the course of a year (We are not sure what happens if the energy use at the end of year one is too high…). So, we’d probably be going with number 3 since it’s purely modeling, no actually measuring. But if none of these are life cycle cost effective, we essentially provide the most energy efficient design that is life cycle cost effective. Based on my experience of energy modeling for LEED projects, it will be VERY difficult to demonstrate 30% energy savings. The reason is the size of the building. It is only 3,000 square feet or so. Energy savings compound as buildings get larger. WE have only been able to demonstrate 30% savings or more on a building that used a ground source heat pump system, and it was a sizeable school. The only systems I can see possibly working are: 1. Ground source heat pumps (would require geothermal wellfield 2. VRF system 3. Four-pipe VAV with very high efficiency chillers and boilers. Residential heat pumps, which cost-wise would be ideal for a building this size, will not be adequate. We will have to use very low-e glazing, add insulation to the exterior walls, and have a very high R-value roof system. Solar panels are also an option but are obviously cost prohibitive and something we doubt Ft Bragg will want for a 3,000 square foot building. UFC 1-200-02 seems to be always listed as a requirement on many projects but feel like it’s rarely enforced in terms of demonstrating energy savings due to the type of mechanical system is typically provided. A. Is there a geothermal well field nearby we can tie into? B. Are we to provide a system that follows the design criteria or will DPW provide the desired mechanical system to level the playing field? We need this decision ASAP in order to continue our preliminary design and pricing to meet your submittal date." | SOW | There is no geothermal well field available.
