| Reference | Question | Answer | Contractor | |
| 1 | Annex A, 2.1.2.1 Period Of Performance & 3.2 Transition |
“Phase-in/out Period 30 Days” “30 day transition period” These sections refer to a 30-day Phase-in/Transition period, however CLIN 0001 Phase-In has a Quantity of 0.50 Months. Will the Phase-in period be 30 days or 15 days? 15 Days
2 Annex A, 7.8 Vehicles - The Contractor shall provide an adequate number of vehicles.
7.8.1 - The Contractor shall have sufficient equipment readily available for backup
How many of each of the designated types of vehicles has historically been sufficient to service the requirements? Trucks: 8-Front load trash trucks; 5-Roll-off trash trucks; 1-wash truck; 1-Maintenace truck; 2-manager trucks (4x4); 2-QA trucks; 1-tractor truck and trailer to hall tires unless the plan is to remove tires by a different means in accordance with environmental considerations.
3 Annex A, 7.8.2.6. Vehicle for Recycling - The Contractor shall provide all equipment and collection vehicles necessary to collect recyclable materials only and shall not be used to collect MSW to prevent contamination of cardboard How many of each of the designated types of vehicles has historically been sufficient to service the requirements? Trucks: 2-Front load trash trucks. Contractor may utilize any other vehicle; however, the trucks must be cleaned as to not contaminate the recycleable materials.
4 Annex A, 7.11.4. Vehicle Licenses and Permits - The Contractor shall ensure that all drivers have current and valid North Carolina commercial driver’s license (CDL Class A) Will the Government please include CDL Class B to this requirement as this classification is legal for the operation of the type of vehicles contemplated? Refer to PWS Annex A 7.11.3, The contractor shall have appropriate certifications to operate the required equipment. Contractor is reminded that commercial driver's license (CDL) requirement is specific to the type of vehicle contract employees are driving. The Government has determined that both Class A and Class B licensures are required for this requirement. Contractor's are to ensure that their Managment Plan addresses the proper licensures for proposed Full Time Equivalents.
5 Annex E, 1.5.1 General Information - All replacement item costs associated with the performance of this contract shall be reimbursed under CLIN X0008. CLIN X0008 is for a monthly charge for Compactor maintenance not replacement cost reimbursement, please clarify? Annex E, Section 1.5.1 has been deleted. Amendment 0003 change this to CLIN 0008 - Item Replacement ODC. This CLIN is for the invoicing of compacting unit and container parts, this is a Not to Exceed CLIN.
6 Annex E, 1.5.1 General Information - Travel Contract Line Item Number (CLIN). All scheduled travel requires advanced notice and approval by the COR Please explain what travel expenses will be reimbursed. There is no traveling requirement for this contract. Section 1.5.1 of Annex E has been deleted.
7 Annex E, 1.5.2 General Information - The Contractor shall submit monthly invoices for reimbursement citing the appropriate CLIN. Each individual travel instance must be capture. Please explain what travel expenses will be reimbursed. There is no traveling requirement for this contract. Section 1.5.2 of Annex E has been deleted.
8 Annex E, 2.1, Scope - The Contractor shall track and report to the COR/ACOR all container weights and number of services per week. Will the Government please confirm that container weights are relative to open top and compactor containers only? Yes, the contractor is responsible for turning in ALL weight tickets for all types of dumpsters/compactors serviced.
9 Annex E, 2.3.1 Co-Mingled Recyclables - Fort Bragg is to begin co-mingling recyclables, which means all recyclable materials will be put into the same container for dumping. (Question 1) Will the Government please provide specifications for co-mingling program as there are no specifications listed in TE 5? (Question2) Co-mingling “all recyclable materials” including the woody debris, wood pallets and Electronics with the cardboard, plastics, paper and aluminum/tin cans may make the material un-recyclable. Will the government please consider only co-mingling the cardboard, plastics, paper and aluminum/tin cans, rather than “all recyclable materials” defined in section 2.1 Scope? Co-mingling is defined as plastics, paper, aluminum/tin cans, and cardboard. Woody debris and wood pallets are not considered co-mingled and are a by request service by units thru COR to direct a separate container. Currently this this includes cardboard containers, but will eventually include plastic bottles, cans, paper.
10 Annex E, 2.3.1.1 Cardboard/Co-mingled recyclables - The Contractor shall collect cardboard from troop barracks and other building residents receiving furniture and other items, including cardboard left by Contractor (Question1) Will these materials be placed in a container for collection or are they to be collected loose from outside the buildings? Cardboard will be placed in cardboard containers only/and must be broken down. Cardboard collection is included in the contractors schedule.
(Question 2) How will the contractor be notified that this material has been set out for collection?
11 Annex E, 2.3.1.9 Tires - Fort Bragg will make reasonable effort to remove tires from the waste stream that is to be transported and disposed of by the Contractor. However, if a tire(s) is found in the MSW while at the Contractor’s disposal site, the Contractor shall notify the COR and Contracting Officer. The COR and Contracting Officer will submit a request to the contracting officer via email correspondence to ensure the removal is logged and documented. Once approval from either the COR or Contracting Officer, the contractor shall secure and dispose of the tire(s) at the rate specified on the bid schedule for transportation and disposal of tires. The Contractor shall separate any tires found with rims and dispose the rim as recyclable metal. The contractor shall submit an invoice under CLIN X0009 Transportation and Disposal of Tires, (X indicated the contract year), to ensure payment is received (Question 1) Will the Government please alter this description for tire disposal payment? It is a regular, normal occurrence for tires to be placed in Front End Load (8yd) containers. The servicing of these containers does not permit the driver to view the contents of the container; therefore, tires would most likely be identified at the disposal location. At that point the contractor would be charged the applicable tire disposal fee without the time to “notify” the COR for disposal approval. The Contractor would be able to provide documentation for the government. Tires are collected at the Fort Bragg landfill in a trailer which will be transported by the contractor to the off post site. In the case where a tire is found either during pick up or after dumping at the disposal site that may have come from an 8cy dumpster the contractor will take appropriate action to dispose and ensure the COR is notified and provided the appropriate weight ticket.
(Question 2) CLIN X0009 is not for the transportation and disposal of tires, please correct. CLIN 0009 and all outlying CLINs have been removed. CLIN 0010 and corresponding CLINS are identified for transportation and disposal of tires.
12 Annex E, 2.3.1.3, Hazardous Items - Items such as refrigerators, freezers, and window air conditioner units may contain chlorofluorocarbon (CFC). Items containing CFCs shall be coordinated with the COR. Will the Government please specify if the refrigerant removal will be the financial responsibility of the Government or the Contractor? Annex E PWS 2.3.1.3. states "If special and/or hazardous wastes are discovered by the Contractor, the Contractor shall immediately notify the COR or Environmental Division (DPW, Environmental). These special wastes should not be transported once detected because they are subject to restrictions governing hazardous waste, such as a hazmat indorse commercial driver’s license, labeling, and placarding." This will be a government responsibilty, contractor is not to transport or dispose.
13 Annex E, 2.4.2.1 and 2.4.1.1 - Changes, either increases or decreases, exceeding 20% of the total number of containers or collections may require negotiation to adjust the contract price, as necessary to compensate for the changes. Will the Government please reduce the “changes” percentage to 10%? The cost fluctuation on such a large workload will require the small business to assume that significant capital expense may be incurred with no option to cover the expense. No, the Government will keep the 20%; however, the contractor is allowed to submit a Request for Equitable adjustment should the contractor find that there is a significant capital expense for the increase.
14 Annex E 2.4.2.4 - Contractor provided refuse containers shall be ordered from bid schedule. We could not find a CLIN to price for the Contractor provided refuse containers, is this a bid item or will Contractor provide pricing as and when the Government requests additional/replacement containers? The Government will be responsible for ordering all new containers. This is not a contractor duty/responsibility. Annex A and E have been corrected to address that the containers are a Government responsibility.
15 Annex E, 2.5.3, Scales - Collection equipment of the types used for the collection, storage, and transportation of MSW shall meet the standards established by the American National Standards Institute (as of the effective date(s) established in ANSI Z245.1, Safety Standards for Refuse Collection Equipment). Will the Government please interpret this requirement? The title is “Scales” though the body is relative to equipment specifications All refuse equipment must meet ANSI requirements in ANSI Z245.1-2017 Mobile Wastes and Recyclable Materials Collection, Transportation, and Compaction Equipment. The contractor shall meet these requirments.
16 Annex E, 3.3 Container Upkeep and 3.3.1 Other Direct Costs - The Contractor shall provide routine maintenance, repairs, and replacement to Government-owned vertical compactors, horizontal compactors, vertical balers, horizontal balers, dumpsters, litter cans, shredders, tippers, roll off containers, and roll away cover assemblies. Please confirm that the Government only intends to reimburse the cost parts used to repair/upkeep compactors and not the cost of parts used to repair/upkeep the other Government owned containers, e.g. lids, doors, rollers hinges etc? Governemt will reimburse for all replacement items for both compactors and containers, labor is all inclusive.
17 Section B CLIN X0005 Section B CLIN X0005 states a quantity of 400 units, though Annex E, Para 2.6 lists a quantity of 2000. Will the Government please clarify quantity? Quantity is 2,000, Annex E has been corrected to read 2,000.
18 Section B CLIN X0006 CLIN X0006 Special Collection II (42-cubic yards) restricts this CLIN to 42 CY container services, however, Annex A, Para 7.4.4.4 list other size roll off containers (30 & 20 CY). Are the other sized containers ever used for Special collections per 2.6.2 and if so can they be charged for under this CLIN? This CLIN should be for all size roll offs (20, 30, 32 and 42) and Compactors
19 Solicitation, Pg. 73 of 76 - Volume III, ii - Pricing for CLIN 0008, 2008, 3008, and 4008 Will the Government agree that 1008 should be included in this sentence? Yes, the Government agrees that 1008 was inadvertantely omitted.
20 Specifications - call for only 319 Front End Load, 8yd Cardboard container services per week. The specifications call for only 319 Front End Load, 8yd Cardboard container services per week. This workload does not efficiently require an exclusive FEL vehicle. Will the Government please eliminate the need for an exclusive FEL vehicle for this work? It is typically common practice to have a designated FEL for cardboard so not to contaminate the cardboard unless the contractor plans on washing out the truck which is also used for trash prior to servicing cardboard containers. See Annex E Section 2.3 Recycle Support.
21 CLIN X0008 - is for a monthly charge for Compactor maintenance not replacement cost reimbursement, please clarify? Is for a monthly charge for Compactor maintenance not replacement cost reimbursement, please clarify? CLIN 0008 has been identified as a - Item Replacement ODC.
22 Container weights Will the Government please confirm that container weights are relative to open top and compactor containers only? Question addressed above in Question 8. Weight tickets are required for all containers being serviced.
23 CLIN to price for the Contractor provided refuse containers We could not find a CLIN to price for the Contractor provided refuse containers, is this a bid item or will Contractor provide pricing as and when the Government requests additional/replacement containers? All containers will be Government Provided, both Annex A and Annex E have been corrected to address this requirement.
24 Reimburse cost for repair parts Please confirm that the Government only intends to reimburse the cost parts used to repair/upkeep compactors and not the cost of parts used to repair/upkeep the other Government owned containers, e.g. lids, doors, rollers hinges etc? The Government is reimbursing the cost of parts used to repair/upkeep both the compactors and government owned containers- the OCD CLINs 0008, will be inclusive for the compactors and roll offs.
25 Fort Bragg has established strategic goals to reduce materials in the waste stream through programs such as recycling. Requirement says Fort Bragg has established strategic goals to reduce materials in the waste stream through programs such as recycling. The implementation of these programs may reduce the estimated annual total tonnage of MSW. Is there any incentive to the contractor certain goal is met from recycling? Also can contract sell for profits any recycled materials? Yes, the incentive is for the contractor to promote the recycling program, as the contractor will receive all proceeds from the recycle program. The more that is recyclabled the more profit the contractor receives. PWS Annex A 1.1 "the MSW shall immediately become the Contractor’s responsibility once it has been deposited into collection containers at the various collections points."

29 Proposal Due Date Will the Government please extended for at least 10 days? After the site visit, and once questions are due to the Government, the Government only has 7 days to answer the questions before the bid is due. We also have to ship out the proposal AT LEAST 2 days before, and there is a weekend in between the 24th and the 31st.
