1 None This solicitation requests secret security clearance. PIT is an 8(a) company, our company cannot get secret security clearance. Can you please advise whether we can submit our response without the secret security clearance?
IAW PWS 1.12.1. Security Clearance, “Contractor personnel shall have a SECRET security clearance at time of the proposal submission, and must maintain the SECRET level of security required for the duration of the contract”. In addition the security clerance shall be evaluated IAW FAR 52.212-2.
2 None Is this a new requirement or is there an incumbent contractor currently providing these or similar services? If so, please provide the name of the contractor and the current contract number.
No, this is not a new requirement. The current contract was awarded to ICP SYSTEMS LLC under contract number W9124J-17-C-0046.
3 None Please provide the historical level of effort and number of full-time equivalent personnel currently providing these services within each labor category.
TE 6 was revised to clarify workload data for travel. Please refer to the PWS paragraph 1.15. (Special Qualifications) and PWS Section 5 (Specific Tasks) to identify performance requirements.
Contractor personnel that are not part of the MCAT Teams are clearly identified in the PWS. Teams may include 5-6 personnel per team and 2 teams total depending on offerors technical solution and strategy.

8 None How many Mission Command Systems Integrators provide support today?
Please see the government response to question 3.
9 None PWS 1.11.3 states “When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential to successful performance under this contract.” However, the Basis for Award – Lowest Price Technically Acceptable evaluation method does not lend itself to hiring and maintaining a stable workforce.
Additionally, most contractor personnel supporting this requirement will require subject matter expert level knowledge and extensive experience to support this PWS. Would the government consider changing the evaluation to Best Value instead of
LPTA?
No, the government shall not reconsider best value instead of LPTA. LPTA is the appropriate source selection process as the service being acquired is well-defined. “Well-defined requirements” means that the technical requirements and “technical acceptability” standards are clearly understood by the Government and can be clearly articulated to Industry in the solicitation.
10 None Technical Exhibit 6, Estimated Workload Data indicates a list of 25 sample locations, but indicates MCAT teams could travel to any of about 720 different reserve sites in CONUS or OCONUS. PWS 1.4 and 5.2.3 indicate the MCAT teams “will support approximately 46 units per year at the MCAT 2 assistance visit and MCAT 3 formal assessment levels.” Are there a total of 46 or 92 MCAT TDYs to support these 46 units?
The total estimated MCAT 2/3 TDY is 46 travel events for the 2 (two) teams.
See Amendment 0001 for changes made to TECHNICAL EXHIBIT 6, Estimated Workload Data
11 Given the high level of education, experience and knowledge required for each of the labor categories detailed in PWS 1.15.4, why did the government include a wage determination? Are any of the labor categories or contractor personnel currently supporting this requirement expected to be hourly employees subject to the wage determination?
The applicability of the wage determination is contingent on the offerors proposed staffing solution.
Typically, WD are included in service contracts IAW provisions of 41 U.S.C.
chapter 67, Service Contract Labor Standards, and regulations of the Secretary of Labor (29 CFR part 4). This clause does not apply to contracts or subcontracts administratively exempted

1.4.1. ORGANIZATIONAL CONFLICT OF INTEREST (OCI)
1.4.1.2. Conflict of Interest, see FAR 9.5, Organizational and Consultant Conflicts of Interest.
1.4.1.3. "Organizational Conflict of Interest" means that because of other activities or relationships with other persons, a person is unable or potentially unable to render impartial assistance or advice to the Government, or the person's objectivity in performing the contract work is or might be otherwise impaired, or a person has an unfair competitive advantage. "Person" as used herein includes Corporations, Partnerships, Joint Ventures, Teaming Arrangements, and other business enterprises.
1.4.1.4. The term "contractor" as used in this section, includes any person, firm or corporation which has a majority or controlling interest in the contractor or in any parent corporation thereof, any person, firm, or corporation in which the contractor (or any parent or subsidiary corporation thereof) has a majority or controlling interest. The term also includes the corporate officers of the contractor, those of any corporation which has a majority or controlling interest in the contractor, and those of any corporation in which the contractor (or any parent or subsidiary corporation thereof) has a majority or controlling interest. All references to the “contractor” as contained in this section shall apply with equal force to all of these included.
1.4.1.5. "Contract" shall be used as applicable to the level at which this section is being invoked.
1.4.1.6. Impact on Future Agency Contracts:
1.4.1.6.1. The following examples illustrate situations in which questions concerning organizational conflicts of interest may arise. They are not all inclusive, but are intended to help the Contracting Officer (KO) apply general guidance to individual contract.
1.4.1.6.2. Unequal access to information: Access to "nonpublic information" as part of the performance of a task order provided under the contract or work performed under a separate Government contract could provide the contractor a competitive advantage in a later competition. Such an advantage could easily be perceived as unfair by a competing vendor who is not given similar access to the relevant information. If the requirements of the Government procurement anticipate the successful vendor may have access to nonpublic information, the successful vendor should be required to submit and negotiate an acceptable mitigation plan. Alternatively, the "nonpublic information" may be provided to all vendors.
1.4.1.6.3. Biased ground rules: A contractor in the course of performance under a task order contract has in some fashion established important "ground rules" for another requirement, where the same contractor may be a competitor. For example, a contractor may have drafted the statement of work, specifications, or evaluation criteria of a future procurement. The primary concern of the Government in this case is that a contractor so situated could slant key aspects of a procurement in their own favor, to the unfair disadvantage of competing vendors. If the requirements of the Government procurement anticipate the contractor may have been in a position to establish important ground rules, including but not limited to those described herein, the contractor should be required to submit and negotiate an acceptable mitigation plan.
1.4.1.6.4. Impaired objectivity: A contractor in the course of performance of a task order or contract is placed in a situation of providing assessment and evaluation findings over itself, or another business division, or subsidiary of the same corporation, or other entity with which it has a significant financial relationship. The concern in this case is that the contractor's ability to render impartial advice to the Government could appear to be undermined by the contractor's financial or other business relationship to the entity whose work product is being assessed or evaluated.
In these situations, a "walling off" of lines of communication may well be insufficient to remove the perception that the objectivity of the contractor has been tainted. If the requirements of the Government procurement indicate that the successful vendor may be in a position to provide evaluations and assessments of itself or corporate siblings, or other entity with which it has a significant financial relationship, the affected contractor should provide a mitigation plan that includes recusal by the vendor from the affected contract work. Such recusal might include divestiture of the work to a third party vendor.
1.4.1.7. In order to prevent a future OCI resulting from potential bias, unfair competitive advantage, or impaired objectivity, the contractor shall be subject to the following restrictions:
1.4.1.7.1. The contractor shall be excluded from competition for, or award of any Government contracts as to which, in the course of performance of this contract, the contractor has received advance procurement information before such information has been made generally available to other persons or firms.
1.4.1.7.2. The contractor shall be excluded from competition for, or award of any Government contract for which the contractor actually assists in the development of the screening information request, specifications or statements of work.
1.4.1.7.3. The contractor shall be excluded from competition for or award of any Government contract which calls for the evaluation of system requirements, system definitions, or other products developed by the contractor under this contract or resulting task orders.
1.4.1.7.4. The contractor shall be excluded from competition for, or award of any Government contract which calls for the construction or fabrication of any system, equipment, hardware, and/or software for which the contractor participated in the development of requirements or definitions pursuant to this contract or resulting task order.
1.4.1.8. This section shall not exclude the contractor from performing work under any amendment or modification to this contract or from competing for award for any future contract for work that is the same or similar to work performed under this contract.
1.4.1.9. The agency may in its sole discretion, waive any provisions of this section if deemed in the best interest of the Government. The exclusions contained in this section shall apply for the duration of this contract and for three
(3) years after completion and acceptance of all work performed hereunder.
1.4.1.10. If any provision of this section excludes the contractor from competition for, or award of any contract, the contractor shall not be permitted to serve as a subcontractor, at any tier, on such contract. This section shall be incorporated into any subcontracts or consultant agreements awarded under this contract unless the Procuring Contracting Officer (PCO) determines otherwise.
1.4.1.11. Affirmative Duties and Responsibilities for Government contractors:
1.4.1.11.1. The contractor warrants that to the best of its knowledge and belief, and except as otherwise set forth in the contract, the contractor does not have any organizational conflict of interest(s) as defined in paragraph 1.4.1.3.
above. The contractor agrees that, if after award, it discovers an actual or potential organizational conflict of interest at the contract level it shall make immediate and full disclosure in writing to the Tactical Command and Control Communications and Computers (TAC/C4) Readiness Services PCO. Changes in the contractor's relationships due to mergers, consolidations or any unanticipated circumstances may create an unacceptable organizational conflict of interest might necessitate such disclosure. The notification shall include a description of the actual or potential organizational conflict of interest, a description of the action that the contractor has taken or proposes to take to avoid, mitigate, or neutralize the conflict, and any other relevant information that would assist the TAC/C4 PCO in making a determination on this matter.
1.4.1.11.2. The contractor, upon identification of a potential conflict, shall submit requests to participate in the task order for written approval per task order, unless the contractor is aware of multiple task orders that may create the appearance of a conflict, or be an actual conflict. In the case of the later, the contractor shall notify the TAC/C4 PCO as soon as the conflicts/apparent conflicts have been identified. This provision shall be in effect throughout the period of performance of this contract, any extensions thereto by change order or supplemental agreement, and for three years thereafter.
1.4.1.11.3. The contractor shall permit a Government audit of internal OCI mitigation procedures for verification purposes. The Government reserves the right to reject a mitigation plan, if in the opinion of the TAC/C4 PCO, such a plan is not in the best interests of the Government.
1.4.1.11.4. The contractor shall hold the Government harmless and will freely indemnify the Government as to any cost/loss resulting from the unauthorized use or disclosure of any third-party proprietary information by its employees, the employees of subcontractors, or by its agents.
1.4.1.11.5. The TAC/C4 PCO's decision as to the existence or nonexistence of an actual or potential organizational conflict of interest shall be final.
1.4.1.11.6. The contractor shall include the same provisions as are expressed in this section, including this paragraph, in all subcontracts awarded for performance of any portion of this requirement. This restriction is applicable throughout the period of performance of the subcontract, and any extensions thereof by change order or supplemental agreement, and for three years thereafter.
