Notes:

1. Applicable Labor Category Additions will be stated in the PWS for each position.

2. Employees are not required to have served in the military at the ranks shown. DoD Grade Equivalent and Typical Military

Experience shown indicate the general level of qualifications, training, and experience required for the Labor Category.

Specific qualification, education, and experience requirements (along with waiver/substitution criteria) will be detailed in each TO.

3. Additions are cumulative. For example, the total labor rate for a Senior SME 2 performing Team Chief and flight duties would be calculated as Senior SME 2 + Team Chief + Flight Duty 3.

4. Station Danger Pay and Post (Hardship) Differential Pay allowance factors, IAW Department of State Standardized Regulations

(DSSR), may be used to increase labor category rates for specific dangerous or austere mission locations.

5. Labor rates of awardee shall be part of the resulting contracts.

6. Team Chief/Site Lead qualifications are determined by the Position Title.

7. Team Chief/Site Lead responsibilities are defined as:

a. Large Team is greater than 20 team members.

b. Medium Team is 10 to 19 team members.

c. Small Team is 9 or fewer team members.

d. Highly Complex deals with advanced military equipment (Apache or Blackhawk helicopters, Patriot missile systems, etc) or advanced/scientific subjects (Army level doctrine, aerospace academics, etc.). May also include politically sensitive or higher level interaction (Ministry of Defense, Flag Officers, etc.).

e. Moderately Complex deals with less advanced military equipment (HMMWV maintenance, TOW missiles, etc.) or less advanced subjects (small unit tactics, logistic planning, etc.).

f. Relatively Simple deals with common military equipment (M4 rifles, 82mm mortars, etc.) or common military subjects (drill and ceremony, marksmanship, operator vehicle maintenance, etc.).

8. Flight Duty level should correspond with the Position Title. For example, a Senior SME 2 performing flight duties would receive the Flight Duty 3 addition and a Technician 1 performing flight duties would receive the Flight Duty 1 addition.

9. A separate Other Direct Cost Line Item Number will be incorporate at the Task Order level that will be utilized to account for any additional cost associated with relocation cost, housing allowance, cost of living allowances, hazard duty and any other cost that is not covered by this Cap labor Price Matrix.
