PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

U.S. Army Security Assistance Training Management Organization (USASATMO) Ft. Bragg, North Carolina 28310-5000

Part 1

General Information

1. GENERAL: This is a non-personal services contract to provide Security Assistance Training (SAT) in support of U.S. Army Security Assistance Training Management (USASATMO). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Security Assistance Training and Advisory support to customer-nations, as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

1.1.1. Program Goals. To provide agile, specialized and cost effective Security Assistance Teams (SATs) in order to facilitate security assistance programs that build partnership capacity as well as defense and security relationships;

that promote specific U.S. security interests, including all security assistance activities; develop allied and friendly military capabilities for self-defense and multinational operations; and provide U.S. forces with peacetime and contingency access to host nations in support of United States Army Campaign Plan and U.S. national security objectives.

1.2 Background: USASATMO is a subordinate command under the U. S. Army Security Assistance Command (USASAC), a Major Subordinate Command (MSC) of Army Material Command (AMC). USASATMO executes the overseas portion of the U.S. Army’s Security Assistance Enterprise Outside Continental United States (OCONUS) training and technical assistance mission. USASATMO plans, forms, prepares, deploys, sustains and re-deploys Continental United States (CONUS)-based (from the continental U.S.) Security Assistance Teams (SATs) to execute OCONUS (overseas) Security Cooperation missions in support of Geographic Combatant Command Theater Security Cooperation Programs and U.S. foreign policy (For the purposes herein, the terms “Security Assistance” and “Security Cooperation” mean “Foreign Military Aid.”).

1.2.1. USASATMO staffs teams with active component Army, active component members of other services, reserve component Army, reserve component members of other services and DoD civilians. USASATMO may use contractor services if none of these are available for a given SAT mission. Because of long lead-times for non-contract personnel, and current operations tempo, USASATMO anticipates an increasing requirement for contractor support. Specific skill requirements will be identified at the Task Order (TO) level. When it is known that uniformed personnel will not be available, contractor support will become the first option considered. In other cases, the more rapid reaction time of Contractor may be a governing factor in using contractor teams. SATs deployed as a result of this contract may be a single Contractor employee, a combination of Department of Defense personnel and Contractor employee(s), or entirely Contractor employees.

1.2.2. USASATMO requires a variety of expertise while preparing to deploy an Aviation SAT, during the Aviation SAT execution phase and during the post deployment stage of an Aviation SAT mission cycle.

The aviation services required are divided into two (2) categories: training related services and technical assistance related services.

1.3 Objectives: The basic service objectives include the following:

1.3.1. Training provided to increase the military capability and capacity of the purchasing nation or agency.

1.3.2. Technical advice to improve the military readiness of the host-nation.

1.3.3. Develop and build-on long term relationships between the U.S. Government and the host-nation.

1.4 Scope: Contractor shall provide services, either in the form of aviation training or technical advice (hereafter referred to collectively as “services”), to approved foreign countries. Services shall be performed on site of the purchasing country. Services performed will be wide reaching in scope from basic flight crew skills to highly technical flight and operational planning skills. The contractor may be required to provide briefings at the request of the U.S. Country Team to representatives or leaders of the host nation on the progress of the training or aviation operations in general.

1.5 Ordering Period: The ordering period shall be for five (5) years, unless the Government extends ordering period by bilateral modification IAW Section B.1 of the RFP at which time CAP Labor Rates may be re-negotiated.
