OFFICE OF THE DIRECTOR

MEMORANDUM FOR RECORD

SUBJECT: Maneuver Center of Excellence (MCoE) Industry Day Mr. Brown’s Summary Comments

1. Office calls to refine MCoE IDIQ requirements. As we are inside 90 days of a potential SSEB, all requests for office calls to discuss IDIQ PWS requirements will be disapproved. Do not attempt to contact Ms. Susan Bailey or myself. Primary purpose is to protect all parties, to mitigate any perceptions of privileged information, and to avoid any conflicts of interests.

2. Consultations with Dr Bob Bauer or Mr. Dick Ardisson at Ft Knox. As we are inside 90 days of a potential SSEB, refrain from all attempts to discuss the MCoE IDIQ with Dr Bob Bauer or Mr. Dick Ardisson at Ft Knox. Primary purpose is to protect all parties, to mitigate any perceptions of privileged information, and to avoid any conflicts of interests. Neither have any direct links to the MCoE IDIQ and both desire to avoid any ethical conflicts in future employment opportunities.

3. MCoE IDIQ cost ceilings. We will manage the annual ($80M) & over-the-life ($415M) cost ceilings for the MCoE IDIQ. We must preserve contracting maneuver room thru FY15. In Oct 10, TRADOC will lock training missions for FY12, validate for FY13, and POM for FY14-15. We will sustain flexibility to meet required missions in FY15.

4. GFEBS funding transactions. The MCoE operates under the current GFEBS (wave 1) financial system. If you have not transitioned, get trained & transitioned. This is the system we use to pay the bills.

5. Funding availability. WE are moving into a cost culture Army. Funding is decreasing to pre-OIF levels. WE have lived off GWOT/OCO and high levels of O&M. Of the +60 contracts currently in force (Forts Benning & Knox), not all contracts will be funded in the future.

6. MCoE main efforts:

· Train MCoE Soldiers. Supports task orders 2, 3, 5, & 6. (Bdes, DOTD, DOT, G-3)

· Develop MCoE Futures. Supports task orders 1, 4, 6, & 7 (CDID, DOTD)

· Staff support to #1 & #2 above. Supports task orders 1 & 7. (G-3)

7. Split-based Operations. For a period of time, the IDIQ must support split-based operations...most likely thru 30 Dec 11. BRAC law specifies that all Armor School training, students, & cadre must be re-located NLT 15 Sep 11. Effective summer 2010, the FORSCOM NCOAs at Drum, Stewart, & Bragg will transfer to Benning MCoE command & control (but not physically re-locate)

8. Government furnished work space. In the future, the MCoE will not have sufficient work space to meet all contract requirements. All of us must think how we can support contract efforts in a virtual mode with alternative off-the-installation work space.

9. Small business opportunities. The MCoE is committed to providing opportunities to small businesses. If you are selected as a prime, you must be committed also. The SBA expects us to be fair & consistent in our selections/partnering, and to execute reasonable & prudent measures in our commitments.

10. MCoE Timelines:

Note: Our goal is zero protests. Our selection will be based on best value. Up to 8 primes may be selected. The SSEB will comprise of senior/experienced/qualified representatives from both Benning and Knox. While it is any company's right to protest, we ask that you remember any protest impacts the training of Soldiers...our #1 mission.
