The mission of the MCOE is to: (1) provide the nation with the world’s best trained Infantry, Armor, and Cavalry, maintenance support Soldiers as well as adaptive leaders, imbued with the Warrior Ethos; (2) provide a Force Generation Installation capable of deploying and redeploying Soldiers, civilians, and units anywhere in the world on short notice; (3) define required capabilities for Infantry, Armor, and Cavalry to meet the needs of the Future Force. The MCOE also provides support for proponent units worldwide, and is responsible for providing the Training and Doctrine Command (TRADOC) with a full spectrum of support in doctrine, training, capability development, and training support products for the maneuver force. The MCOE’s function in these areas is to serve as the user representative in the development of training methodologies and products, concepts, doctrine, organizational requirements and materiel capability requirements for each functional area, as well as to provide instructors to teach classes across the MCOE. The MCOE has the responsibility to develop training strategies, concepts and products for the current and future forces, including the Heavy Brigade Combat Team, Stryker Brigade Combat Team, and Infantry Brigade Combat Team (HBCT/SBCT/IBCT) Airborne, Ranger and Special Forces as well as other proponent organizations such as the Battlefield Surveillance Brigade, (BFSB) and Cavalry organizations. The MCOE accomplishes this mission by the integration of virtual, constructive and live training, exploitation of existing and emerging technologies, and training, doctrine and capability development.

The MCOE requires contractor knowledge, expertise and services to support Department of the Army (DA) and Department of Defense (DoD) initiatives for the Maneuver Force in development, assessment, analysis, staffing, integration and documenting concepts, doctrine development, organization requirements, materiel requirements and production of training and doctrine products. There will be no charge to the Contractor for this training. Contractors shall automatically have a lower priority than Government employees and therefore will not have confirmed seats, except for mandatory ITC-type classes. As a result of training the Contractor may not extend the milestones of any of the deliverables.

11. This is a non-personal service contract. TRADOC has determined that this contract is not being used to procure services prohibited by Subpart 37.1 of the Federal Acquisition Regulations.
