4.0 WORK TO BE PERFORMED

4.1 Service Scheduling. Within seven (7) days after award of contract, the contractor shall submit to the COR for acceptance a service schedule indicating the time and sequence of work. If unforeseen events cause a variation in the scheduled service, the contractor shall notify the COR in advance of the delay or as soon as possible if unable to notify in advance. Failure to provide the service or variation from the accepted schedule will require written explanation by the contractor. If and when additional service(s) are added, the schedule will be modified.

4.2 Scope of work.

There are two main buildings at the USFS Institute of Forest Genetics (IFG) that have administrative office space, a large conference room, research labs, and storage spaces. The Administrative Office Building is served by two heat pump units that are in good condition and do not need attention. The Mirov Lab/Conference Room Building is served by a large McQuay Air Handler (AHU) that includes an air-cooled direct-expansion cooling section, and there is currently an inoperable hot water boiler that serves the AHU heating coil and reheat coils within the building. There are also separate split systems serving other portions of the lab building that are not in need of service.

The overall goal of this contract is to provide a fully functional HVAC system for the IFG lab space. In order to do this, the contractor shall provide investigation, diagnostics, repair and/or replacement of existing HVAC equipment in accordance with this PWS and attached pictures and drawings.

The HVAC systems in the Mirov Lab/Conference Room Building are made up of the following major components:

Large McQuay Air Handler model RPSC2CCS with the following features:

o Chiller section with direct-expansion cooling o Heating coil served by the hot water boiler o Ultraviolet treatment for the airstream o Minor air leaks were noted at some exterior supply duct seams and around the air handler access doors.

Raypak hot water boiler (propane-fired, model number H8-0992B) with associated pumps and accessories to provide heating hot water to the AHU and the re-heat coils in the building system.

This unit is not currently operational and needs to be replaced. The nameplate shows 831,600 BTU/HR Output and 990,000 BTU/HR Input.

There is a Johnson Metasys building automation system (BAS) that is operational but in need of some maintenance and/or repairs as some subsystems do not appear to be reporting data to the central control controller.

An American Standard split-system that serves the conference room, this unit is in good condition and NOT in need of service.

Two Mitsubishi mini-split units serving refrigerated storage spaces, these are recently installed and NOT in need of service.

The existing HVAC controls are currently operating in a state of reduced functionality. There are multiple zones served by either Variable Air Volume (VAV) or Constant Air Volume (CAV) boxes. These boxes are currently distributing air to the building, but the thermostats do not appear to be reporting zone temperatures to the control system. The sensors and controllers need to have some troubleshooting and repairs completed to restore their proper operation.

Any newly installed equipment must meet energy efficiency requirements as required by ASHRAE 90.1.

CLIN 0001 (Base) – Before performing replacement or repair work, the contractor must perform an audit of the existing Boiler, AHU, and controls system to confirm what system components need to be replaced or repaired for the system to be brought back to full functionality. The known problems with the systems are documented above. A report of this audit documenting the existing system components and necessary replacement, or repair actions shall be submitted to the Government before work on the system commences. Submit a workplan and material/product data for Government review and acceptance prior to start of work on site.

CLIN 0002 (Base) – As part of this audit, the contractor must perform a test and balance (TAB) survey of the existing air handler to document the fan performance and existing airflow at the terminal units. The supply and return fans shall be set to their respective maximum flow rates and the air supply/exhaust outlets and return/outdoor air inlets measured and recorded. Where applicable, the minimum and maximum flows for a unit shall be recorded (for example, for a VAV box that has a minimum and maximum airflow).

CLIN 0003 (Base) –The Contactor is required to provide and install a new boiler and accessories (if investigation and diagnosis reveals that pumps, valves, or other existing items are not currently functioning) needed for the heating hot water system to provide hot water to the heating coils connected to the existing system. All applicable manufacturer instructions and recommendations shall be followed. Once the boiler replacement work is completed, the heating hot water pump performance shall also be measured and recorded. The Contractor shall exercise caution to not to damage the integrity of the existing roof, lath and plaster ceiling structure, walls, utilities, and conduits during the installation process and take proactive steps to protect and preserve those features.

CLIN 0004 (Base) – Air-Side Repair Work:

As noted above in the existing conditions, the supply ductwork and air handler access doors require maintenance and re-sealing in some places. These seams and seals shall be repaired to bring the air handler back to a state of full functionality.

CLIN 0005 (Base) – HVAC Controls Work:

Also documented above is the current state of the Johnson Metasys controls system. Some of the devices are not reporting to the building automation system, and these shall be repaired or replaced as needed to restore full functionality of the controls system. This may include thermostats, temperature sensors, airflow sensors, and other similar devices connected to the boiler system, air handler, or terminal units (VAV and CAV boxes) that report data to the automation system.

CLIN 0006 (Base) –Retro-commissioning:

Once any new equipment has been installed and any necessary repairs have been made to the existing equipment, the system operation must be validated by a retro-commissioning effort. As-built drawings should be referenced to determine sequences of operation that the system must perform to be considered fully functional. A full set of construction drawings has not been located for this building or system(s), but some controls system drawings and other system documentation has been compiled, which will be made available to the contractor. This commissioning shall be performed by a commissioning agent meeting the following requirements:

Commissioning Agent (CxA) must have a minimum of two years of commissioning experience, including two projects of similar size and complexity to this project. CxA must be certified in one of the following:

NEBB Building System Commissioning Professional (CxCP) ACG Certified Commissioning Authority (CxA)

Certified Commissioning Supervisor BCA Certified Commissioning Professional (CCP) AEE Certified Building Commissioning Professional (CBCP) University of Wisconsin-Madison Qualified Commissioning Process Provider (QCxP) ASHRAE Building Commissioning Professional (BCxP)

Deliverables for the commissioning process:

Commissioning plan including methodology for performing equipment commissioning, roles and responsibilities of various people involved (contractor, subcontractors, owner, CxA, Government, etc.) and test scripts for functional performance testing of the New Boiler and Existing Air Handler to demonstrate proper system function, including any safety devices present in the systems (such as a freeze stat in the AHU or flow switch in the boiler pumping loop).

Commissioning report documenting the results of the tests performed.

Issues Log that documents problems encountered during inspections and testing, the party responsible for correction, and a description of the resolution of the issue including a date the issue was resolved.

Operation and Maintenance Manuals for the installed equipment, and warranty certificates for the new equipment.

CLIN 0007 (Base) –User Training: Following the completion of the above commissioning process, the contractor is to provide a minimum of 4 hours of user training for the USFS staff to enable them to operate and maintain the system(s).

Include and maintain information on safety bulletin board as required by EM 385-1-1 section 01.A.07.

The work areas shall be closed off to unauthorized personnel. All project-associated activities shall be performed without damaging or contaminating adjacent work and areas. Where such work or areas are damaged or contaminated, the Contractor shall restore work and areas to the original condition at no additional cost to the Government.

All accidents shall be reported to the COR immediately both verbally and followed up in writing (email) as soon as possible. As warranted, the USACE Safety Office shall be notified using ENG 3394 through the Contractors Site Safety and Health Officer (SSHO). This is to be accomplished within the same shift, preferably as soon after the accident as is practical. A completed Occupational Safety and Health Administration (OSHA) Form 300; and ENG 3394 shall be submitted to the Safety Office within 5 days after an accident. In the event of serious injury or damage, work shall stop and everything shall be left in place exactly as it was at the time of the accident, except when rendered safe actions are warranted to prevent the possibility of more damage or injury. Medical expenses for Contractor personnel are the responsibility of the Contractor.

Designate a Safety person at the project site to function as the Site Safety and Health Officer (SSHO). The SSHO or an equally-qualified Designated Alternate SSHO shall be at the work site at all times to implement and oversee the Contractor’s safety program and government-accepted Accident Prevention Plan. The SSHO’s training, experience, and qualifications shall be IAW EM 385-1-1 paragraph 01.A.17, entitled Site Safety and Health Officer (SSHO), and all associated sub-paragraphs. The SSHO must ensure the requirements of EM 385-1-1 section 1 and 29 CFR

1926.16 are met for the project. Any observed violation of safety requirements can be grounds for the Government to stop work. Work shall not continue until the violation is corrected.

USACE will hold contractors accountable for their safety and health performance.

A Competent Person shall be provided for all of the hazards identified in the Contractor’s Safety and Health Program in accordance with the accepted Accident Prevention Plan, and shall be on-site at all times when the work that presents the hazards associated with their professional expertise is being performed. Provide proper credentials of the Competent Persons(s) to the COR for acceptance in consultation with the USACE Safety Office prior to start of the project.

The equipment used by the Contractor for the specified service shall be in satisfactory operating condition and shall be maintained in good condition. The Government reserves the right to require the Contractor to discontinue the use of unsatisfactory equipment and to require that such equipment be replaced with acceptable equipment to maintain contract compliance. The decision of the Contracting Officer as to serviceability of the equipment shall be final.

Equipment shall meet current Federal, State and local safety requirements and all applicable requirements of the

USACE EM 385-1-1.

The SHM must have been engaged in safety and occupational health for at least 3 years with at least 50% of the time each year devoted to safety and occupational health.

b) The APP shall be job specific and shall address any unusual or unique aspects of the project or activity for which it is written. The APP shall interface with the Contractor’s overall safety and health program (SHP). Any portions of the Contractor’s overall safety and health program referenced in the APP shall be included in the applicable APP element and made site-specific. The Government considers the Prime Contractor to be the “controlling authority” for all work site safety and health of the Subcontractors. The Contractor is responsible for informing their Subcontractors of the safety provisions under the terms of the contract and the penalties for noncompliance, coordinating the work to prevent one craft from interfering with or creating hazardous working conditions for other crafts, and inspecting Subcontractor operations to ensure that accident prevention responsibilities are being carried out. The Contractor, COR, and Site Safety and Health Officer (SSHO) shall sign the APP.
