Q1. What are the dimensions of the Boiler?

Answer to Q1:

Q2. The “retro-commissioning” process described in the RFQ appears to be more of a functional testing scope than a retro-commissioning or retrofit commissioning scope because the commissioning is to start “once any new equipment has been installed and any necessary repairs have been made.” A full commissioning process would involve the commissioning professional at project commencement, resulting in a higher level of confidence in the QA process and the building systems performance. Are any of the following retro-commissioning or retrofit commissioning activities required for this project?

o Perform a retro-commissioning scoping phase walkthrough of the facility with the owner’s representatives and identify ‘quick-fixes’/improvements that can be easily implemented at minimum cost, review available building documentation and identify existing and missing documents and identify items needing repair before meaningful investigation can continue.

o Perform preliminary retro-commissioning review of the building automation system code and select controls trending.

o Review and/or work with the client to develop the Current Facilities Requirements Documentation.

o Examine and analyze energy using systems to make retro-commissioning energy efficiency recommendations for the existing systems while meeting the current facility requirements.

o Review design / HVAC upgrades workplan and new equipment submittals (boiler & controls).

o Developing systems readiness checklists (SRCs) o Verifying contractor completion and documentation of SRCs, startup forms, TAB reports, duct leakage test reports (if applicable), flush & treat plans (if applicable), controls point-to-point, etc.

o Site observations & witnessing of major equipment startup, TAB readings, duct leakage testing (if applicable), flush & treat (if applicable), etc.

o Work with the owner to update the Current Facilities Requirements and O&M Plan with any changes made during the retro-commissioning process.

o Any commissioning tasks not listed in the RFP.

Answer to Q2.

In-Scope of Solicitation Activities In or Out of Performance-based Work Statement (PWS) Requirements, and if in PWS, under which contract requirement Section or CLIN?

o Perform a retro-commissioning scoping phase walkthrough of the facility with the owner’s representatives and identify ‘quick-fixes’/improvements that can be easily implemented at minimum cost, review available building documentation and identify existing and missing documents and identify items needing repair before meaningful investigation can continue.

Not a requirement in the PWS. Equipment in the Admin building and other areas of the Mirov Lab not listed in the solicitation are not included in this contract.

o Perform preliminary retro-commissioning review of the building automation system code and select controls trending.

In PWS para 4.2 (CLIN 0006) – part of requirement to Develop Cx Plan and the HVAC Controls Work o Review and/or work with the client to develop the Current Facilities Requirements Documentation.

In PWS para 4.2 for equipment being replaced and/or repaired as far as needed to develop a Cx plan Part of CLIN 0003 and 0004 o Examine and analyze energy using systems to make retro-commissioning energy efficiency recommendations for the existing systems while meeting the current facility requirements.

Not in PWS o Review design / HVAC upgrades workplan and new equipment submittals (boiler & controls).

In PWS para 4.2 (CLIN 0003 and 0004) – part of requirement to Develop Cx Plan o Developing systems readiness checklists (SRCs)

In PWS para 4.2 (CLIN 0006) – part of requirement to Develop Cx Plan o Verifying contractor completion and documentation of SRCs, startup forms, TAB reports, duct leakage test reports (if applicable), flush & treat plans (if applicable), controls point-to-point, etc.

In PWS para 4.2 (CLIN 0006, 0002, 0003) - Maintain Issues Log and Document with Cx activities within Cx Report o Site observations & witnessing of major equipment startup, TAB readings, duct leakage testing (if applicable), flush & treat (if applicable), etc.

In PWS para 4.2 (section 4.3) - Maintain Issues Log and Document with Cx activities within Cx Report o Work with the owner to update the Current Facilities Requirements and O&M Plan with any changes made during the retro-commissioning process.

In PWS para 4.2 (CLIN 0006) - Provide O&M manuals and warranty certificates for new/repaired equipment

Q3. Based on the RFQ, only the heating hot water system, AHU, and VAVs serving the Mirov Lab/Conference Room Building are included in the project scope. Commissioning typically includes all of the energy-using systems in the building. Are any of the other systems required in the commissioning scope?

o Is there any plumbing, electrical, renewable energy, or other non-HVAC system scope required?

o Are the exhaust fans serving the Mirov Lab/Conference Room Building in the scope?

o Are any of the systems in the Administrative Office Building in the scope?

Answer to Q3:

Any systems that are connected to the controls system that is required in the PWS to repair are identified, and if there are problems with their operation, that should be tracked on the issues log, but would require a contract modification to address the problem if repair work is needed on additional equipment from the new boiler system and air handler, which are the two systems being replaced/repaired per the PWS.

Q4. Please provide the following documentation for the building if possible:

o Current Facilities Requirements.

o Original building commissioning documentation if available (O&M manuals, as-built drawings, final report, systems manual, functional performance test documentation, etc.)

Answer to Q4:

Any documentation that was located thus far was provided as attachments to the solicitation.

Additional drawings or other documents may be in possession of the USFS but were not located prior to contract solicitation.

Q5. Regarding 4.2 Scope of work the fourth bullet point down Minor air leaks were noted at some exterior supply duct seams and around the air handler access doors.

o Can you please send us pictures of all the exterior duct leaks along with a map of their locations?

Answer to Q5:

From PWS paragraph 4.2: Unfortunately there is no map, but here are pictures of the areas with leaks.

Note: There are a few holes on the duct work side; this is the exterior most facing towards the admin building/site entrance.

The air handler unit has leaks along some of it’s seams/doors.

Air leaks can be heard in this location on the inner side behind the air handler next to the Mirov Lab building

Q6. Regarding CLIN 0002 (Base) As noted above in the existing conditions, the supply ductwork and air handler access doors require maintenance and re-sealing in some places.

These seams and seals shall be repaired to bring the air handler back to a state of full functionality.

o Can you please send us pictures of all the supply ductwork access doors that are leaking along with a map of their locations?

Answer to Q6:

See pictures above from the prior question, as they are the same pictures for this question.

Q7. Regarding CLIN 0002 (Base) As part of this Audit, the contractor must perform a test and balance (TAB) survey of the existing air handler to document the fan performance and existing airflow at the terminal units. The supply and return fans shall be set to their respective maximum flow rates and the air/exhaust outlets and return/outdoor air inlets measured and recorded. Where applicable, the minimum and maximum flows for a unit shall be recorded 9 for example, for a VAV box that has a minimum and maximum air flow.

o Can you please provide the pulley sizes of the motor and fan pulleys on the main air handlers supply and return fan along with the buildings exhaust fans?

o Can you please provide the belt sizes and quantities for the supply and return fans on the main air handler and building exhaust fans?

o Can you please provide all the filter sizes and quantities on the main air handler.

o Can you please provide a supply and return air grill count along with the CFM required on all the grills?

o Can you please provide a VAV box (terminal unit) count, along with the box size and minimum and maximum set points required?

Answer to Q7:

The pulley sizes of the motor, fan pulleys, and belt sizes will need to be researched using the Air Handler info provided/ and field verification. See Pictures:
