While the SAM Opportuni ty Notice publishe d Aug 02, 2022, 03:31 PM indicate s that this is a Total Small Business Set-Asid e (FAR 19.5), there is no written indicati on of this within the RFP. Can USACE please confirm that this contract is a Set-Asid e?

This project will be a Total Small Business Set-Aside.

As a Small Business addressin g multiple concurre nt solicita tions, we are requesti ng that USACE kindly extend the proposal due date buy a minimum of two weeks. As the non-incu mbent, we have determin ed the need to assimila te a large quantity of site backgrou nd material and document ation as part of developi ng the most cost-eff ective site-spe cific technica l approach and pricing for USACE on this project. In addition , we anticipa te that addition al time will be needed between USACE's projecte d Q&A response date of 08/17/20 22 and the proposal submissi on date in order to integrat e any changes and have our team properly price the response impacts.

This project will be extended RFP Section L.3.2 requests submissio n of resumes for Key Personne l. RFP Section C.3.4 lists 19 position s under the title of Key Personne l, a number of which are not traditio nally consider ed "Key" by virtue of required qualific ations or years of experien ce (e.g., Horticul tural Technici an, GIS Technici an, Landscap e Speciali st, Staff Biologis t, etc.). Would USACE consider reducing the number of position s designat ed as "Key" for which resumes are required , and that will subseque ntly require CO approval for change/s ubstituti on post award across the duration of the contract (RFP L.2.3.2) ?

Response: No, provide key personnel and labor rates as stated in the PWS.

Because this is an IDIQ contract with the potential for multiple concurren t Task Orders (TO), several of the Key Position s listed in RFP Section C.3.4 will likely be staffed using more than one individu al (e.g., TO Project Managers , Senior Biologis ts, etc.). Should multiple resumes for these position s be submitte d (and subseque tly evaluate d) as part of our Factor 2 response (RFP L.3.2)? How many resumes should be provided , or is only one resume desired/ allowed?

Response: A minimum of one resume per key personal and associated rate. If the offeror feels more of one position are needed can provided resumes at time of future task order proposals for consideration.

RFP Section L.4.2 requests submissio n of represen tations and certific ations from Section K of the RFP, however, Section K contains only three clauses incorpor ated by referenc e. Is the correct referenc e for this actually containe d in Section I, or is other informat ion being requeste d?

The clauses referenced in Section K are correct and there is no other information being requested.

RFP Section L.4.3 requests submissio n of Pre-Awar d Survey "informa tion describe d below" which appears to be missing from the RFP. Can USACE please indicate what informat ion is being requeste d?

The Pre Award Survey is not being required.

RFP Section L.2.2.c reference s as part of the Table of Contents "a cross-re ference of the Offeror' s proposal to applicab le sections of the solicita tion". Is this simply a request for a standard Table of Contents by page number, or is a separate cross-re ference table being requeste d?

Only a table of contents is being requested not a separate cross-reference table.

RFP Section L.2.4.2 defines page size as 8.5" X 11". Is the use of 11" X 17" permitted for display of schedules and graphics? If so, do these count as (1) page in the allowed page count in Volume I?

A page that is 11" X 17" will count as (1) page The SAM Notice indicates that the due date for the proposal is Sep 01, 2022, 03:00 PM AKDT, while the RFP Section L.2.3.2 indicates Pacific Standard Time. Could USACE please clarify?

Proposals are due on 01 September 2022 at 3:00 PM Pacific Standard Time.

Instructi ons in RFP Section L and M Factors 1-4 do not currentl y provide a proposal location for identify ing or evaluati on of the IDIQ Prime company and associat ed team member capabili ties, resource s, overall experien ce, or other descript ion. Would USACE consider adding this informat ion for evaluati on as part of the Factor 1 submissi on, and specifyi ng where it should be included in the proposal for evaluati on purposes ?

the government does not understand the issue with proposal location. Provide the information in the factor in which the offeror determines to be most appropriate.

Given that the performan ce period of this contract begins 01 March 2023 per RFP I. 52.216-1 8, can USACE please verify the dates containe d in RFP Section J PWS for Task 6 Annual Report Review Meeting and on the Schedule s/Deliver ables Table. The PWS states that an "annual report review meeting shall conducte d in the first quarter or early second quarter of 2023 after submitti ng the Annual Biologic al Monitori ng Report" and that the "...Cont ractor shall prepare a presenta tion summariz ing findings and results during the biologic al monitori ng in 2022..." . Please clarify whether the dates listed are in error, and the meeting should be held in early 2024 to summariz e the 2023 findings . Similarl y, the PWS schedule lists the Task 6 delivera ble as due by 15 March 2023, should this be 15 March 2024?

The Contractor will present 2022 findings on 15 March 2023. The TO for biomonitoring is only 12 months long. Please note it is different from the actual report.

RFP Section J PWS Task 3.5 Wetland Vegetatio n survey. Can USACE please verify that these surveys are to be conducte d annually (versus monthly for Task 3.4) and then reported annually as implied by the PWS delivera bles schedule Task 3.7?

The surveys are conducted each year, but depending on the conditions of the vernal pools, there may be multiple surveying events. Please see reports included with the PWS for previous surveys. The wetland vegetation surveys are reported once per year.

Can you confirm that similar projects performed within the past five years includes those projects that are at least 80% complete, as many similar habitat restorati on implemen tation and monitori ng projects are multi-ye ar efforts?

Confirming that similar projects within the past 5 years must be 80% complete.

Are ALL of the personnel listed considere d key? What about "staff" and "other"? Please clarify which are key personne l that require resumes to be submitte d.

Yes, all listed are key and a resume for each of the key personal along with labor rates must be provided. Personnel may be double hatted. Kick off meeting must be in person. Refer to the FODIS reference website to view past reports for expectations The rates listed in "Labor_Co st_Schedu le.pdf" do not match the Key Personne l listed in Section 3.4 of the Solicita tion. Please clarify.

The Labor Cost Schedule is a guide. The contractor shall determine the appropriate labor categories for the required tasks.

Can any of the personnel be "double-h atted"?

Yes, all listed are key and a resume for each of the key personal along with labor rates must be provided. Personnel may be double hatted. Kick off meeting must be in person. Refer to the FODIS reference website to view past reports for expectations.

Please confirm that the 50 page limit excludes resumes. Can we submit more than one resume per key position?

the 50 page limit excludes resumes. You may submit more than one resume per key position.

Please confirm that the Example project (Task Order 0001) a "real" project – meaning will it become the first task order for the successfu l bidder.

Task order 0001 will be awarded shortly after the Base IDIQ is awarded. It is being used to help the government evaluate.

Please confirm that the Review Meetings can be telephoni c or virtual.

The review meetings can be by telephone or virtual Please confirm that the Kickoff Meetings must be in person (UXO requireme nt).

Kick off meeting must be in person.

Units are described in acres, grids, or both. Confirm expected unit of measureme nt to be used in estimate s and technica l approach .

Refer to the FODIS reference website to view past reports for expectations.

Regarding the monthly wildlife surveys - is this for all years or only Year 1? What about Year 5?

From Task 3.4 "Wildlife surveys for CTS shall occur monthly from March until May unless vernal pools dry up sooner." Wildlife surveys are required for both Year 1 post-mastication and Year 5 post-excavation ponds.

Please clarify the period(s) of performan ce.

365 days from award.

Section 2.9. Permits and Licensing discusses Californi a Tiger Salamand er (CTS) but does not mention Californ ia Fairy Shrimp (CFS). Task 3.4 - Wildlife Surveys discusse s both CTS and CFS. Confirm that CFS permitti ng, etc. is NOT a requirem ent for this Task Order.

A CFS permit is not required. CFS is not a listed species.

The 2021 Biologica l Monitori ng Report [BioRpt] does not appear to be availabl e on https:// www.forto rdcleanup .com. Please provide.

it's there, BW-2917 posted on 2/16/2022. Verified on 8/19/2022 Task 3.2 - There is a discrepan cy in the acreage, perhaps due to the combinat ion of Containm ent Lines for Unit 25, Unit 31, and BLM Area B Subarea A (which are a combined 105 acres). Please provide correct acreage.

The Unit 25 Containment Line is 11 ac, Unit 31 Containment Line is 29 ac, and BLM Area B Subarea A Containment Line is 107 ac for a total of 147 ac. per the VMP. The PWS will be modified to fix these typos.

Task 3.4 -Wildlife Surveys (Page 35 of 60) says "A sample of CTS shall be measured for total length and snout-to- vent length. Entire vernal pools shall be sampled. " Please confirm that "entire vernal pools shall be sampled" mean that a sample of CTS should be measured from each vernal pool, if CTS presence is observed .

CTS must be measured at every vernal pool. Previous reports measured approximately 30 CTS, where that many CTS were present. If no CTS are present, CTS will not be measured.

Table 1 (Page 35 of 60) provides List of Vernal Pools including monitorin g requirem ents. Please confirm for vernal ponds with Year 1 post masticat ion and Year 5 post excavati on as monitori ng requirem ent in the table means the wildlife survey is required for Year 1 and Year 5 only for those vernal ponds. Please also clarify the frequenc y of wildlife surveys required for Vernal Ponds (5, 997, and 101 East) with "Referen ce Pond" as monitori ng requirem ent in the table.

Year 1 post-mastication vernal pools will be surveyed years 1, 2, and 3. Year 5 post-excavation ponds will be surveyed only in Year 5. However, Years 2 and 3 for the post-mastication vernal pools are not included in this PWS.

Reference ponds must be surveyed every year that any other vernal pond is surveyed.

Task 1.2 under Kickoff Meeting says "a combined total number of days to move forward with this project should be 15 days after receipt of award of the contract. " Please clarify if that means a kickoff meeting should be schedule d within 15 days after receipt of award of the contract .

Task 1.2 should read "task" rather than "project". The intent is for the kick-off meeting to occur within 15 days after the receipt of the award of the contract. The PWS will be modified to clarify.
