RFP Section L.3.2 requests submissio n of resumes for Key Personne l. RFP Section C.3.4 lists 19 position s under the title of Key Personne l, a number of which are not traditio nally consider ed "Key" by virtue of required qualific ations or years of experien ce (e.g., Horticul tural Technici an, GIS Technici an, Landscap e Speciali st, Staff Biologis t, etc.). Would USACE consider reducing the number of position s designat ed as "Key" for which resumes are required , and that will subseque ntly require CO approval for change/s ubstituti on post award across the duration of the contract (RFP L.2.3.2) ?
Response: No, provide key personnel and labor rates as stated in the PWS.
Because this is an IDIQ contract with the potential for multiple concurren t Task Orders (TO), several of the Key Position s listed in RFP Section C.3.4 will likely be staffed using more than one individu al (e.g., TO Project Managers , Senior Biologis ts, etc.). Should multiple resumes for these position s be submitte d (and subseque tly evaluate d) as part of our Factor 2 response (RFP L.3.2)? How many resumes should be provided , or is only one resume desired/ allowed?
Response: A minimum of one resume per key personal and associated rate. If the offeror feels more of one position are needed can provided resumes at time of future task order proposals for consideration.
Given that the performance period of this contract begins 01 March 2023 per RFP I. 52.216-1 8, can USACE please verify the dates containe d in RFP Section J PWS for Task 6 Annual Report Review Meeting and on the Schedule s/Deliver ables Table. The PWS states that an "annual report review meeting shall conducte d in the first quarter or early second quarter of 2023 after submitti ng the Annual Biologic al Monitori ng Report" and that the "...Cont ractor shall prepare a presenta tion summariz ing findings and results during the biologic al monitori ng in 2022..." . Please clarify whether the dates listed are in error, and the meeting should be held in early 2024 to summarize the 2023 findings . Similarly, the PWS schedule lists the Task 6 deliverable as due by 15 March 2023, should this be 15 March 2024?
Response: The Contractor will present 2022 findings on 15 March 2023. The TO for biomonitoring is only 12 months long. Please note it is different from the actual report.
RFP Section J PWS Task 3.5 Wetland Vegetation survey. Can USACE please verify that these surveys are to be conducted annually (versus monthly for Task 3.4) and then reported annually as implied by the PWS deliverables schedule Task 3.7?
Response: The surveys are conducted each year, but depending on the conditions of the vernal pools, there may be multiple surveying events. Please see reports included with the PWS for previous surveys. The wetland vegetation surveys are reported once per year.
Can you confirm that similar projects performed within the past five years includes those projects that are at least 80% complete, as many similar habitat restoration implementation and monitoring projects are multi-year efforts?
Response: Confirming that many similar projects within the past 5 years are 80% complete.
Are ALL of the personnel listed considere d key? What about "staff" and "other"? Please clarify which are key personnel that require resumes to be submitted.
Can any of the personnel be "double-hatted"?
Please confirm that the Kickoff Meetings must be in person (UXO requirement).
Units are described in acres, grids, or both. Confirm expected unit of measurement to be used in estimate s and technical approach .
Response: Yes, all listed are key and a resume for each of the key personal along with labor rates must be provided. Personnel may be double hatted. Kick off meeting must be in person. Refer to the FODIS reference website to view past reports for expectations.
Regarding the monthly wildlife surveys - is this for all years or only Year 1? What about Year 5?
Response: From Task 3.4 “Wildlife surveys for CTS shall occur monthly from March until May unless vernal pools dry up sooner.” Wildlife surveys are required for both Year 1 post-mastication and Year 5 post-excavation ponds.
Please clarify the period(s) of performance.
Response: 365 days from award.
Section 2.9. Permits and Licensing discusses California Tiger Salamander (CTS) but does not mention California Fairy Shrimp (CFS). Task 3.4 - Wildlife Surveys discuses both CTS and CFS. Confirm that CFS permitting, etc. is NOT a requirement for this Task Order.
Response: A CFS permit is not required. CFS is not a listed species.
The 2021 Biological Monitoring Report [BioRpt] does not appear to be available on https://www.fortordcleanup.com. Please provide.
Response: it’s there, BW-2917 posted on 2/16/2022. Verified on 8/19/2022 Task 3.2 - There is a discrepancy in the acreage, perhaps due to the combination of Containment Lines for Unit 25, Unit 31, and BLM Area B Subarea A (which are a combined 105 acres). Please provide correct acreage.
Response: The Unit 25 Containment Line is 11 ac, Unit 31 Containment Line is 29 ac, and BLM Area B Subarea A Containment Line is 107 ac for a total of 147 ac. per the VMP. The PWS will be modified to fix these typos.
Task 3.4 -Wildlife Surveys (Page 35 of 60) says "A sample of CTS shall be measured for total length and snout-to- vent length. Entire vernal pools shall be sampled. " Please confirm that "entire vernal pools shall be sampled" mean that a sample of CTS should be measured from each vernal pool, if CTS presence is observed .
Response: CTS must be measured at every vernal pool. Previous reports measured approximately 30 CTS, where that many CTS were present. If no CTS are present, CTS will not be measured.
Table 1 (Page 35 of 60) provides List of Vernal Pools including monitoring requirements. Please confirm for vernal ponds with Year 1 post mastication and Year 5 post excavation as monitoring requirement in the table means the wildlife survey is required for Year 1 and Year 5 only for those vernal ponds. Please also clarify the frequency of wildlife surveys required for Vernal Ponds (5, 997, and 101 East) with "Reference Pond" as monitoring requirement in the table.
Response: Year 1 post-mastication vernal pools will be surveyed years 1, 2, and 3. Year 5 post-excavation ponds will be surveyed only in Year 5. However, Years 2 and 3 for the post-mastication vernal pools are not included in this PWS.
Reference ponds must be surveyed every year that any other vernal pond is surveyed.
Task 1.2 under Kickoff Meeting says "a combined total number of days to move forward with this project should be 15 days after receipt of award of the contract. " Please clarify if that means a kickoff meeting should be scheduled within 15 days after receipt of award of the contract.
Response: Task 1.2 should read “task” rather than “project”. The intent is for the kick-off meeting to occur within 15 days after the receipt of the award of the contract. The PWS will be modified to clarify.
